HomeMy WebLinkAboutRES NO 078-06(5) RESOLUTION NO. 0 7 8 - 0 6 (5 ) AMENDMENT NO. 5 TO RESOLUTION NO. 078-06 SETTING SALARIES AND RELATED BENEFITS FOR OFFICERS AND EMPLOYEES OF THE GENERAL SUPERVISORY, POLICE SUPERVISORY AND MANAGEMENT UNITS AND ADOPTING SALARY SCHEDULE AND RELATED BENEFITS FOR SPECIAL PROJECTS MANAGER WHEREAS, Resolution No. 078-06 sets salaries and related benefits for employees of the General Supervisory, Police Supervisory and Management Units. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective immediately following Council action, the Salary Schedule, a part of Resolution No. 078-06, is hereby amended as follows: 1. Resolution No. 078-06 is hereby amended by deleting the following class title from the General Supervisory Unit: 59700 C SPECIAL EVENTS MANAGER 34.2220 35.9360 37.7330 39.6200 41.6000 2. HALL MAYOR of the City of Bakersfield APPROVED as to for : S:\Resolution\Res 078-06 Amend 4.DOC I. <Q~K~1> <S' <P ;:... .... !:: P- " 0 OR1GI"lf" CITY OF BAKERSFIELD CLASS SPECIFICATION: 59700 UNIT: GENERAL SUPERVISORY EE04: PROFESSIONALS CLASS TITLE: SPECIAL EVENTS PROJECTS MANAGER CLASS SUMMARY: Under administrative direction, develops, implements, promotes and manages special events programs and venues for the Recreation & Parks Department; acts as a liaison to the City contractor for activities at the Bright House Networks Amphitheater; supervises staff in the operation of events; works closely with staff, local groups and organizations, regional and national entertainment grol:lps to bring quality entertainment to the cOl11ffiooity; conducts marketing and fund-raising for various programs and activities offered by the department; and performs other work as required. REPRESENTATIVE DUTIES The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: Develops, implements and manages Acts as a liaison for the City to various organizations that utilize City-owned and operated facilities that offer the community a wide variety of entertainment throughout the year; creates an ongoing marketing and fund-raising program; solicits sponsorships and grants; prepares and administers activity budgets; prepares reports and a variety of schedules; makes presentations to various groups, media, state and national organizations; coordinates a regular maintenance program for event facilities and equipment; orders all materials, supplies and equipment that may be required for an event; interviews, hires, trains, evaluates, schedules and supervises all regular and temporary employees and contract services assigned to this position; addresses any public complaints or concerns through written and/or verbal correspondence; and keeps updated on all recent industry trends. DISTINGUISHING CHARACTERISTICS: This position reports to the Director of Recreation & Parks. It is distinguished from the latter in that the Director has administrative responsibility for the entire department, while the Special E'/eftts Proiects Manager manages acts as the liaison to the City contractor managing the Amphitheater and coordinates special events and proiects throughout the other City-owned and operated facilities. a year rOlilld speeial events program~ at The Park at RiverWalk in the Reereation Di'lision. The inemnbent will promote and provide entertainment year roood in City faeilities. The City contractor is responsible for booking events at the Amphitheater while the Special Proiects Manager handles logistics. The Special Eyents Proiects Manager is distinguished from Supervisor II - Recreation in that the primary focus of the Special Events Proiects Manager is on administrative responsibilities such as marketing{promotion, generating revenue, administering contracts, etc. In addition, the Supervisor II's report to a division head while the Special Events Proiects Manager reports to the department head. ~ <Q~I((-9 C) ~ ;:... - I- rr. - .. <.:> 0 ORIGINAL CLASS TITLE: SPECIAL EVENTS PROJECTS MANAGER 59700 MINIMUM QUALIFICATIONS: Knowlede:e of: Extensive knowledge of the entertainment parks and recreation industry and teehnieal proeeffilres of stage production; public relations, marketing, fund-raising, grant writing, and public outreach techniques; business administration principles and practices; organizational techniques and time management; employee supervision; computer applications related to work including word processing and spreadsheet programs; and relevant local, federal and state laws and regulations. Ability to: Develop, implement, and manage a year-round special events program; promote local and regional fund-raising; analyze problems, evaluate alternatives and implement solutions; implement innovative functions in programming the entertainment special events; work under pressure and be self-motivated; make public presentations and communicate effectively both orally and in writing; establish and maintain effective working relationships with a variety of individuals and groups including the media; and solicit and administer sponsorships. Trainine: and EXDerience: Graduation from an accredited college or university with a Bachelor's Degree in Business or Public Administration, Performing Arts, Theater, Recreation. Parks or related field and five years of professional experience in public recreation entertainment, marketing or related field including at least two years of supervision; or an equivalent combination of training and experience which provides the capabilities to perform the job. A Master's Degree is desirable. Licenses. Certificates and SDecial Reauirements: Possession of a valid Class "C" California Driver's License is required. Physical Conditions or SDecial Workine: Conditions: Standard office environment and working conditions; however, must be willing to work outdoors in all weather conditions. May be exposed to unpleasant and potentially hazardous conditions such as dirt, noise and other materials. Requires ability to travel to various work sites.
