A RESOLUTION OF THE CITY OF BAKERSFIELD
ESTABLISHING ECONOMIC INCENTIVES FOR
PARTICIPATION IN THE CITY'S VOLUNTARY
CURBSIDE RECYCLING PROGRAM
WHEREAS, on July 1, 2003, the City Council established a self-
supporting, voluntary, fee-based residential curbside recycling program for a fee
of $6.67 per month; and
WHEREAS, public participation in the curbside recycling program is
lacking, generally due to the fee charged for the service; and
WHEREAS, prior to establishment of the curbside recycling program, the
City Council established a discount for extra residential refuse cart service for
which the fee is currently $4.53 per month; and
WHEREAS, prior to establishment of the curbside recycling program, the
City Council established a policy of providing free extra residential refuse carts in
lieu of green waste recycling carts which are included in the base level of service;
and
WHEREAS, the discount for extra residential refuse cart service, with a
fee lower than the fee for said curbside recycling service, and the policy for free
extra residential refuse carts in lieu of green waste carts, inadvertently created
disincentives for participation in the curbside recycling program; and
WHEREAS, the Budget and Finance Committee of the City Council met
on February 26, 2007 for the purpose of establishing economic incentives for
participation in the curbside recycling program, and subsequently recommended
to the City Council policy changes to do so.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
1. The above recitals and findings are true and correct.
2. The use of either extra residential refuse cart service or
curbside recycling service is optional at the discretion of
each resident, for payment of a fee separate from regular
refuse fees.
3. The fee for extra residential refuse cart service shall no
longer be discounted and shall be set at a level to recover all

costs associated with providing said service. The current
cost level of $7.15 per month, payable annually, will be
charged as a fee to any new or renewing subscriptions after
July 1,2007. Said fee may be adjusted from time to time by
the City Council to account for changes in cost.
4. The City will discontinue the practice of providing free extra
refuse carts in lieu of green waste carts effective July 1,
2007.
5. The fee for curbside recycling service shall be reduced to
$4.00 per month, payable quarterly, effective July 1,2007.
