(\ 8 8 - 0 7 A RESOLUTION DETERMINING THAT WIRELESS CITATION DEVICES CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE AND PURCHASE 25 SUCH DEVICES WITH RELATED HARDWARE/SOFTWARE FROM ADV ANTIDGE, INC., NOT TO EXCEED $122,500.00. WHEREAS, the Bakersfield Police Department generates a large number of citations throughout the year, all of which are handwritten; and WHEREAS, the handwritten citations are hard to read, must be entered into our records system by hand and again entered into the court system in the same manner, prior to the processing of the citation. Thus, creating a consistent backlog at the department level and with the court system, resulting in violators not being dealt with in an expedient manner; and WHEREAS, wireless citation devices can provide for more legible citations, faster issuance, and immediate downloading of data into our records management system as well as immediate entry of data into the court system for citation processing; and WHEREAS, the Bakersfield Police Department has identified the Berendo Solutions, Inc. wireless citation device as the best technology option compatible with the Kern County Superior Court and City information systems; and WHEREAS, the Berendo Solutions, Inc. wireless citations devices have a unique configuration of components only available through Advantidge, Inc.; and WHEREAS, the Bakersfield Police Department has been awarded a S.T.E.P. Grant from the Office of Traffic Safety, and the City Council has approved the spending plan to purchase the wireless citation devices. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials. 3.
