PLANNING COMMISSION
MINUTES
Regular Meeting – May 3, 2007 - 5:30 p.m.
Council Chambers, City Hall, 1501 Truxtun Avenue
1. ROLL CALL:
Present:
Commissioners Blockley, Johnson, Tragish, Tkac
Absent:
Commissioner McGinnis
Advisory Members: Bob Sherfy, Jim Movius, Jim Holladay, Chris Lee

2. PLEDGE OF ALLEGIANCE:
3. APPOINTMENT OF CHAIRMAN AND VICE-CHAIRMAN:
Commissioner Tkac nominated Commissioner Blockley as Chairman for the next term. Commissioner
Johnson stated that he is prepared to vote for Chair and Vice-Chair. Commissioner Tragish stated that
he is in agreement that they take a vote tonight. Commissioner Blockley opened up nominations for
chairman. Commissioner Johnson moved to appoint Commissioner Blockley as Chairman of the Planning
Commission. There were no further nominations for Chairman, and therefore nominations were closed.
Motion carried by roll call vote:
AYES: Commissioners Blockley, Johnson, Tragish, Tkac.
NOES: None
Commissioner Tragish moved to appoint Commissioner Johnson as Vice-Chairman. There were no
further nominations for Vice-Chair and therefore nominations were closed. Commissioner Tkac seconded
the motion.
Motion carried by roll call vote:
AYES: Commissioners Blockley, Johnson, Tragish, Tkac.
NOES: None

5. CONSENT CALENDAR:
5.1 Non-Public Hearing Items

Commissioner Johnson moved, seconded by Commissioner Tkac, to approve the non-
public hearing items as read.
Motion carried by group vote.
5.2 Public Hearing Items
5.2a Approval of Extension of Time - Vesting Tentative Tract Map 6209 (McIntosh &
Associates)
5.2b Approval of Vesting Tentative Tract Map 7006 (DeWalt Corporation)
The public hearing is opened. No one requested removal of any item from the consent
calendar. The public hearing is closed. No commissioner requested removal of any item
from the consent calendar.
Motion made by Commissioner Tkac, seconded by Commissioner Johnson, to approve
the consent calendar items as read.
Motion carried by group vote.
6. PUBLIC HEARING – RDEIR Adequacy Hearing
6.1 West Ming Specific Plan/GPA/ZC 03-1544 Recirculated Draft Environmental Impact Report
(RDEIR) – Adequacy Hearing (Castle & Cooke California)
Staff report given, public hearing opened. No one commented on the re-circulated draft EIR. The
public hearing is closed. Commissioner Tragish stated he thought the recirculated EIR was
thorough and is satisfied with the treatment given to the water issues. He also stated that he is
disappointed that the City of Shafter did not show up to make any comments. Commissioner
Tragish stated that with regard to air quality, traffic and all the other elements, it has been
thoroughly discussed and treated in the prior presentations. He stated that he is not approving
the project per se, but just determining that the EIR is sufficient to provide enough notice and
treatment to be able to analyze, review and approve or disapprove the project when it eventually
comes in.
Commissioner Johnson commented that after re-reading the re-circulated EIR it was obvious that
the concerns regarding the shrew, the water and traffic concerns were more than substantially
addressed.
Commissioner Tkac reiterated what Commissioner Johnson’s comments were. He inquired with
regard to water, where the mass of the water is coming from for this project. He asked if it was
from wells or from the normal place that the California Water Service produces the water from.
Staff responded that they will respond to his question in writing in the Final EIR.
Commissioner Blockley echoed what has already been said.
Commissioner Tragish moved, seconded by Commissioner Tkac, to refer comments to staff for
preparation of the Final EIR.

7. PUBLIC HEARING – Vesting Tentative Tract Map
7.1 Vesting Tentative Tract Map 7006 (DeWalt Corporation)
Heard on consent calendar.
8. COMMUNICATIONS:
Staff referenced the Panama 99 Wal-Mart binder regarding the EIR and pointed out that there will be an
th
adequacy hearing on June 7, as well as another EIR which will be received shortly for the Gosford Rd.
Wal-Mart project. Staff also stated that an EIR for the Sports Complex will be forthcoming.
9. COMMISSION COMMENTS:
Commissioner Tkac congratulated the new chair members. Commissioner Tragish echoed
Commissioner Tkac. Commissioner Johnson thanked the students in the room for coming and also
thanked his colleagues for the vote of confidence to serve as vice-chair.
10. ADJOURNMENT:
There being no further business the pre-meeting was adjourned at 6:00 p.m.
