(Negative Declaration on file) A proposed tentative subdivision containing 216 lots, including 205 single family residential lots, 1 sump lot, 1 drill island lot, 1 canal lots, and 8 landscape lots on 79.54 acres for purposes of single family development, with designated remainders, currently zoned E (Estate One Family Dwelling) including a request for alternate lot design and waiver of mineral rights signatures pursuant to BMC 16.20.060 A.3. PUBLIC HEARINGS – EIR/General Plan Amendments/Land Use Element Amendments / Zone Changes 5.1a Bakersfield Sports Village Project Final Environmental Impact Report (FEIR) for GPA/ZC 06-1002 (City of Bakersfield) located north of Taft Highway (State Route 119), west of Ashe Road, east of Gosford Road and south of the City of Bakersfield Wastewater Treatment Plant No. 3. (Environmental Impact Report on file) The proposed project consists of amendments to the Land Use Element of the Metropolitan Bakersfield General Plan and to the Bakersfield Zoning Ordinance in order to accommodate a 222-acre development within the City of Bakersfield comprised of a 163-acre sports complex, 37 acres of commercial development, City corporation yard annex, police and fire stations, and additional City facilities and offices. (Ward 6) RECOMMENDATION: Approve Certification Roll Call Vote: 5.1b General Plan Amendment 06-1002 (City of Bakersfield) located north of Taft Highway (State Route 119), west of Ashe Road, east of Gosford Road and south of the City of Bakersfield Wastewater Treatment Plant No. 3. (Environmental Impact Report on file) To change the land use designations from P (Public Facilities) to OS-P (Open Space-Parks) on 163 acres and P to GC (General Commercial) on 37 acres. (Environmental Impact Report on file) To change the zoning from A (Agricultural) to RE (Recreation) on 163 acres, A to C-2/P.C.D. (Regional Commercial/Planned Commercial Development Combining) on 37 acres, and A to M-1 (Light Manufacturing) on 22 acres. (Negative Declaration on file) To change the land use designation from LR (Low Density Residential) to HMR (High Medium Density Residential). (Ward 3) RECOMMENDATION: Approve Roll Call Vote: 5.2b Zone Change 06-2254 (Steven Boneso, c/o McIntosh & Associates) located approximately 600 feet north of Paladino Drive, south of Bella Drive, and divided by the future alignment of Rivani Drive. (Negative Declaration on file) To change the zoning from R-1 (One Family Dwelling Residential Zone) to R-2/PUD (Limited Multiple-Family Dwelling Zone/Planned Unit Development) on approximately 20 acres. The proposal would accommodate the development of approximately 348 multiple-family residential dwelling units within the appreciate 20-acre project site. (Ward 3) RECOMMENDATION: Approve Roll Call Vote: 5.3a General Plan Amendment 07-0021 (Cottonwood Villas, LLC) located on the north side of East White Lane and the west side of Washington Street, south of East Planz Road. (Negative Declaration on file) To change the land use designation from LR (Low Density Residential) to LMR (Low Medium Density Residential) on 40.26 acres. (Ward 1) RECOMMENDATION: Approve Roll Call Vote: 5.4a General Plan Amendment 07-0514 (Jim Clawson Jr.) located south of Taft Highway (State Route 119), west of Mountain Ridge Road (future alignment). (Negative Declaration on file) To change the land use designation from RR (Rural Residential) to GC (General Commercial) on 1.55 acres. (Ward 6 upon annexation) RECOMMENDATION: Approve Roll Call Vote: 5.4b Zone Change 07-0514 (Jim Clawson Jr.) located south of Taft Highway (State Route 119), west of Mountain Ridge Road (future alignment). (Negative Declaration on file) To change the zoning from RS-20A (Residential Suburban-20 acres minimum Zone) to C-2/PCD (Regional Commercial/Planned Commercial Development Combining Zone) on the same 1.55 acres.
