(Notice of Exemption on file) A proposed tentative subdivision containing 4 lots on 40 acres for purposes of single family residential and commercial development, on property zoned R-1 and C-2, respectively, The subdivider intends to provide a drill island in Tract 6575 adjacent to the north of the project site pursuant to BMC 16.20.060 A.3. PUBLIC HEARINGS – EIR Adequacy Hearing 5.1 Bakersfield-Taft GPA/ZC 05-1420 (Montecito Companies) is located on the south side of Taft Highway (State Route 119) at Green Road, between Buena Vista Road and Old River Road. Receive comments on the adequacy of the Draft Environmental Impact Report (DEIR) for General Plan Amendment and Zone Change No. 05-1420 (Ward 5 upon annexation) RECOMMENDATION: Refer comments to staff for preparation of a Final EIR. (Notice of Exemption on file) A wall and landscape master concept plan for the entryways, and surrounding the boundaries of Vesting Tentative Tract 6850. (Ward 3) RECOMMENDATION: Approve Roll Call Vote: 6.2 Vesting Tentative Parcel Map 11472 (Nelms Surveying) located on the southeast corner of Madison Street and Nina Street. (Notice of Exemption on file) (Continued from July 19, 2007) (Hearing is open) A proposed tentative subdivision consisting of 3 parcels on 2.29 acres zoned R-S (Residential Suburban) residential development. (Ward 1) RECOMMENDATION: Approve Roll Call Vote: 6.3 Tentative Parcel Map 11554 (Dee Jaspar & Associates) located approximately 660 feet south of Planz Road, between South Chester Avenue and South Union Avenue. (Negative Declaration on file) A proposed tentative subdivision containing 8 lots on 16.64 acres for purposes of commercial development, zoned M-1 (Light Manufacturing) and waiver of mineral rights signatures pursuant to BMC 16.20.060 A.1. (Negative Declaration on file) A proposed tentative subdivision containing 7 total parcels, including 6 parcels and one sump parcel on 7 acres for purposes of commercial development, zoned M-2 (General Manufacturing). (Ward 3) RECOMMENDATION: Approve Roll Call Vote: 6.5 Zone Change 07-1114 (Porter Robertson Engineering) located at the east side of Chester nd Avenue south of 2 street. (Notice of Exemption on file) A proposed zone change from R-3 (Multiple-Family Dwelling – 1,250 sq. ft./dwelling unit) to C-2 (Regional Commercial) on 4,600 sq. ft. for purposes of commercial development.
