Staff report given. Commissioner Andrews inquired if the traffic mitigation plan proposed
addresses the traffic issues. Staff responded that the EIR incorporates a special events
management plan which will be required during special events, including use of flagmen and
signage.

Commissioner Blockley said his concern is with the entrances and the streetlights. Staff
responded that there will be entrances to the commercial off the major streets, however, there will
be limited turn movements and won’t be a fully controlled intersection.
Commissioner Johnson inquired how many parking spaces would be available on site, to which
Staff responded they are looking at about 1,000 spaces, but there is not necessarily a code
requirement for these types of recreational uses.
Commissioner Johnson inquired if they will have an opportunity to look at this closer during a park
plan review. Staff responded that the park plan will be handled through the City Council, however
the commercial areas are PCD so those would come before the Planning Commission.

Staff report given. Commissioner Johnson requested an overlay with the parks and trails plan for
Thursday night. He inquired if the parks and trail plan will allow for equestrian use. Staff
responded that it is multi-purpose and would include equestrian. Commissioner Johnson
referenced condition 13 and Rivani Drive going all the way through the development and inquired
if that would be a future primary and secondary access, or if Bella Drive would also be an access.
Staff responded that it depends as it is an issue of timing, pointing out that traffic won’t dump out
onto Morning Drive. Staff also pointed out that they have not received any communication with
the neighbors.
5.3a General Plan Amendment 07-0021 (Cottonwood Villas, LLC)
Staff report given. Commissioner Johnson asked for verification that with future Washington, that
Burke Street and East White Lane would have full construction for onsite and offsite
improvements. Staff responded that they would respond to this Thursday night with regard to
conditions 7 and 11.
Commissioner Andrews inquired if they will complete the street all the way over to Cottonwood
Road. Staff responded that if they go before those tracts they will have to do the road all the way
out to Cottonwood Road.

Staff report given. Commissioner Johnson inquired if the traffic study took into account the
proposed Sports Complex and any impacts to the level of service on Taft Highway, to which Staff
responded they would provide an answer on Thursday.
Commissioner Blockley inquired if this action would have any bearing on what might be allowed
across Mountain Ridge. Staff responded that it would.
5.5a Zone Change 06-1909 (Jimmy Crompton)
Staff report given. Commissioner Andrews inquired if for the lots that will be developed there will
be access from the rear of the parcel as opposed to Cottonwood Road. Staff responded that the
primary access would come off the road on the west line.

6. PUBLIC HEARINGS – Tentative Parcel Maps/Tentative Tract Maps
6.1 Vesting Tentative Parcel Map 11718 (MS Walker)
Staff report given. Commissioner Johnson inquired if lot 1 and lot 2 are both over 20,000 sq. ft.
Staff responded in the affirmative, pointing out that lot 1 is .47 acres in size and lot 2 is over an
acre in size. He further inquired where the access would be for deliveries. Staff responded that
they are showing access at the far eastern portion of the project, as well as a drive access along
the south edge of the project so the trucks don’t have to go through the parking lot to get behind
the building.
7. COMMUNICATIONS:
Staff advised of a memo regarding an update on the progress of roadside signage noticing.
