PUBLIC HEARINGS – EIR/GENERAL PLAN AMENDMENTS / Kern River Plan Elements Amendment /Land Use Element Amendments / Zone Changes 5.1a West Ming Project Environmental Impact Report (EIR) for GPA/ZC 03-1544 (Castle & Cooke) (Ward 4 & 5) located west of Buena Vista Road, north of Pacheco Road, south of Ming Ave, east of the proposed West Beltway alignment. (Environmental Impact Report on file) To amend the Land Use, Circulation and Kern River Plan Elements of the General Plan by adopting the West Ming Specific Plan which also includes the West Ming Specific Plan zones for the project site. (Ward 4 & 5) RECOMMENDATION: Approve Certification Roll Call Vote: 5.1b General Plan Amendment 03-1544 (Castle & Cooke) located west of Buena Vista Road, north of Pacheco Road, south of Ming Ave, east of the proposed West Beltway alignment. (Environmental Impact Report on file) To change the Land Use, Circulation, and Kern River Plan Elements of the Metropolitan Bakersfield General Plan and adopt the West Ming Specific Plan on the 2,182 acre project site for to allow a new community with residential, commercial, recreational, schools, and light industrial uses. (Environmental Impact Report on file) Adoption of the West Ming Specific Plan in conformance with California Government Code Section 65465 et seq. designating the project site with land use, circulation and zoning as identified in the West Ming Specific Plan.
