ROLL CALL Present: Agency Members, Cohen, Koman, Mishoe, Ordiz, Bentley Takii, Prince Absent: None. 2. PUBLIC STATEMENTS None. 3. CONSENT CALENDAR a. Minutes of the June 11, 2007 meeting. Motion by Bentley, seconded by Cohen, to approve the minutes. b. Approval of department payments from June 1, 2007 to July 12, 2007 in the amount of $102,332.42. Motion by Cohen, seconded by Mishoe, to approve the payments. c. Agreement with Harris & Associates for outside labor compliance services for the Baker Street Village Project - $107,315.00. Motion by Cohen, seconded by Koman, to approve the Agreement. Amendment No. 1 to Resolution No. 008-06 authorizing the Bakersfield Redevelopment Agency to apply for State of California California Housing Finance Agency Residential Development Loan Program funds in the amount of $3 million; and authorizing the Executive Director of designee to execute all necessary documents to assist with housing development costs for a 35 unit condominium development located in the South Mill Creek Project in the Southeast Bakersfield Redevelopment Project Area. PUBLIC HEARINGS None. J 5. REPORTS a. Presentation of Financing Option from the State of California, Infrastructure Bank to provide funding for the Millcreek Linear Park Project. EDCD Assistant Director Barnhard made staff comments and gave a computer presentation. b. Update regarding the status of the Baker Street Village Project. Development Associate Barnes made staff comments and gave a presentation. c. Update regarding the status of the South Mill Creek Project. Principal Planner Haynes made staff comments and gave a presentation. 6. DEFERRED BUSINESS None. J 7. NEW BUSINESS None. 8. AGENCY STATEMENTS Agency Member Koman expressed appreciation for staff efforts. Agency Member Koman stated particular enthusiasm for the Millcreek Plaza concept. Agency Member Bentley made comments regarding maintenance of infrastructure and questioned the availability of funds for that purpose. City Manager Tandy responded. Agency Member Mishoe thanked staff and made comments regarding the complexity of projects in progress. Agency Chairperson Prince made comments regarding the need for maintenance of foliage in street medians. 9. CLOSED SESSION None. J 10. WORKSHOPS None.
