SUBJECT: GENERAL INFORMATION
1. Per the enclosed memorandum, Public Works is addressing the line of sight problems with the recently
remodeled restrooms in the Council Chambers lobby. They have a proposal and are in the process of
preparing an agreement with the contractor for the necessary modifications.
2. The latest Graffiti Update Report is attached. There were 186 Hot Line calls in November. As of
November 22nd, the Graffiti Program was transferred from EDCD to Public Works, under the General
Services Division.
3. Responses to Council referrals are enclosed, as follows: · Contact property owners adjacent to the Richard Allen Maxwell Memorial site regarding
expansion of the Pierce No. 2 Annexation:
· Update on the stop sign request at 8th and T Streets;
· Request for alley speed limits at 3008 Spruce.
4. The County has given us a cost estimate on what the City's share would be for the proposed Computer
Aided Dispatch System being discussed by the Fire Services Ad Hoc Committee. Their letter and cost
schedule is attached.
5. As a reminder, I will be on vacation next week and part of the following week, returning on Thursday,
January 2nd. The office will have my number if there is an emergency. John Stinson will be in charge.
6. We had a one and a half day work session with the design/build team and made good progress. It is
obvious to us, however, that the railroad will not cooperate in a timely way on an undercrossing. We
are exploring alternatives

Subject: Council Chambers Lobby Restrooms
Public Works Department staff have evaluated the situation with the line of sight for
recently remodeled women's and men's restrooms in the lobby. The line of sight situation
into the women's restroom can best be addressed by re-hanging the door so that it swings
out into the lobby. This will not conflict with the movement of people in the lobby.
General Services staff do not have the necessary tools or time to re-hang this door because
of the modifications that need to be done to the door frame. We are planning to hire a
contractor to do this work.
For the men's restroom, we plan to add a partition panel to screen the urinal from the sight
of people in the lobby. This also will be done by the contractor who is hired to re-hang the
door.
We have received a proposal from a contractor for doing this work. The total amount is
less than $2,000. We will are in the process of preparing a agreement with the contractor
for doing this work.

SUBJECT: Graffiti Update.
Hot Line
In the month of November, there were 186 Hot Line calls. The following chart summarizes the
activity of this month:

Graffiti Program Transfer to Public Works Dept,
The Graffiti Program was officially transferred from the Economic & Community Development
Dept. to the Public Works Dept. on November 22, 1996. The new Graffiti section of the General
Services Div. is in full operation. Program staffwill concentrate on implementing the new aspects
of the program, as approved by City Council on July 24, 1996.
File of Taggers' Monikers
A filing system has been created for all graffiti monikers. A Cadet from the Police Depa.rtment
has been assigned to the Graffiti Program to work twenty hours per week. The Cadet will help
sort and file the hundreds of pictures acquired throughout the year fi.om locations serviced by City
painters.
Graffiti Paint-Out Activities
On November 16, 1996, about twenty Boy Scouts were involved in a Graffiti Paint Out and street
clean-up activity. The youth worked in the alleys of Oregon St. between Brown and Miller St.
Up With People, an international youth organization, participated in a graffiti paint-out activity on
Friday, December 6, 1996. About a dozen of their members painted over graffiti in a couple of
alleys in the downtown, East California and Oleander areas.
Computer Data Input
At the present time, a community volunteer is helping with data inputting at the graffiti office.
This individual donates an average of 12 hrs. per week of invaluable time.
Curremly, an average of 250-300 Work orders a month are processed by graffiti staff. It is
expected an increase in eradication activity once the new palm tracks are in operation. The
effec~veness of the City's program has received very positive commems from community
members at numerous occasions via the Hot Line.
Adopt-A-Wall Program
Three more individuals joined the Adopt-A-Wall program. One adopted a wall in the North East,
and the other two adopted walls in the South West area. The total number of volunteers in this
program, to this date, is 194.
Investigations and Arrests
During the momh of November, Graffiti Officer Matt Hilliard made ten arrests (3 felony and 7
misdemeanor). Also, two search warrant, s were executed and one tagging crew ME) was
identified and arrested.
After momhs of investigation, Officer Hilliard arrested and took to court members of the TLT
graffiti crew. The TLT court case came to a conclusion in November. As a result, three
defendants pleaded guilty and received 16 month prison terms and 5 years of probation.
The procedure for civil prosecution against graffiti offenders is being developed by City staff and
will be implemented as soon as it receives the appropriate approval.

SUBJECT: Update STOP SIGN REQUEST, INTERSECTION OF 8TH AND T
STREETS, WARD1.
As requested by Councilmember Carson, a traffic study for 4 way stop control is in
progress for the intersection of 8th and T Streets.
Data collection traffic counts have been hampered at this location by vandalism to the
traffic counters. Counter units were disturbed or moved and irreparable damage done
to counter hoses. School children going to and from the school have been observed
vandalizing the equipment.
The next window of opportunity to obtain traffic counts will be in January, weather
permitting, when school re-opens after winter break. At that time we will work with the
Police Department to be in the area during the time the school children may be going
to and from school in hopes of eliminating vandal action. If the expensive and costly to
repair equipment is vandalized again, we will have to schedule a "manual" count using
two technicians to count cars and students for about 8 hours.
I will update this study as information becomes available.

RICHARD MITCHELL FOR ALLEY SPEED LIMITS, 12-16-96.
REFERRAL:
Councilmember DeMond requested that Traffic Engineering contact Mr. Richard
Mitchell (ph 323-0101) regarding a complaint of speeding in the alley behind his
residence at 3008 Spruce. Other alley speed limit signs had been posted this
past year in the area and he is requesting some additional signs.
RESPONSE:
The Traffic Engineer contacted Mr. Mitchell by phone and discussed his request.
The request for additional signs to augment the existing signs in other portions
of the same alley was reasonable and Mr. Mitchell was told we would install
additional signs. Later in the day, Traffic Staff review the site in person and
located where signs would be appropriate. In addition, a 25 mph speed limit sign
for Spruce Street is also proposed by the Traffic Engineer.
A work order for the speed signs was prepared on 12-16-96 and sent to General
Services for installation.
No further action required.

The City Council at their November 20, 1996, meeting directed staff to solicit imput from
property owners northwest of the proposed Richard Alan Maxwell Memorial site. We have sent
letters to the adjacent property owners and have received two positive responses. These
responses were from Mr. Marvin Steinert who owns three Assessors Parcels and from Mr.
Robert Loudon who owns one parcel. They both said they would agree to annexation. Letters
were also sent to Mr. Taylor J. Gantz, Mr. Ray & Steven Dewey and Mr. Brock & Steven
Dewey. These property owners live in the Los Angeles area and have not contacted staff one
way or the other. The attached map shows the "Original" Pierce #2 area and the two properties
that are owned by the two in agreement to annex to the city (in shaded area). The remaining area
of the map is State or Road right-of-way owned by an agency.

Re: Cost of Computer Aided Dispatch System
Dear Mr. Tandy:
During the December 2, 1996, Fire Services Ad Hoc Committee Meeting, you requested an estimated
range of costs for the new Computer Aided Dispatch (CAD) software being investigated by the Kern
County Fire and Sheriff Departments. On December 6, 1996, I contacted you and referred to a City
memo dated November 14, 1996, from the City's Management Information Services Director, Bob
Trammell, to Gail Waiters, Assistant City Manager, and Mike Kelly, Fire Chief, that provided prices and
maintenance costs of CAD software from three vendors.
The attached schedule contains the purchase price and maintenance cost for the vendors on the short
list for a new CAD system, and the City's estimated share of the cost. Assuming a 13% share, the City's
liability ranges from $164,815 to $212,647 for the first year and $4,990 to $18,372 for subsequent years.
The attached schedule also compares the costs to the City to remain in the Emergency
Communications Center (ECC) and the cost to relocate to the Bakersfield Police Department's dispatch
center. Results of the comparison indicate that the City will save $90,853 by remaining in the ECC.
The City's total annual savings to the City by staying at the ECC are difficult to compute due to the
unknown cost of a City Fire communications manager. It would be reasonable to assume the annual
cost of operations and maintenance of a communications center shared by the Bakersfield Police and
Fire Departments to be approximately equal to the City's share of costs of the ECC.
From my perspective, a joint City and County Emergency Communications Center is the most logical
and cost effective approach. To facilitate a coordinated effort, I propose that the JPA for the joint City
and County Emergency Communications Center be renegotiated. I also propose that the costs to the
City for the purchase and annual maintenance of the CAD system be limited to $207,657 for the
purchase, and $18,372 annually for maintenance, and that these limits also be included in the JPA
negotiations.
