The remodel of the restrooms outside the Council Chamber began this week. We expect the project to be completed the week of October 21 st. In the meantime, there will be signs in the foyer directing the public to the restrooms in the east corridor of City Hall. A memorandum is attached from Public Works. 2. We met with representatives from the SPCA this week. Their correspondence is attached, including a revised time frame for the construction of their new adoption center. 3. We have been awarded $3.9 million for Mortgage Credit Certificates and Revenue Bonds from the California Debt Limit Allocation Committee to benefit first time home buyers. A report from EDCD is enclosed giving details. 4. The architect doing the study of the Convention Center expansion was in this week meeting with Planning, Engineering and Community Services. They will produce a cost, design concept and artistic piece. 5. The Year-End Audit, as well as some clean up of old miscellaneous accounts we have been working on, will show us to be in a better cash position than the budget projected. It is my goal to say that, instead of the reverse, every year. 6. Supervisors Patrick and Perez were named as their elected representatives on the Fire JPA discussions. A fi/-st meeting date should be set soon. 7. A pre-zoning action will come forward on the Chester annexation shortly, and three of the four Phase I annexation areas look good. We propose to drop Old Stockdale from the list for now. The Annexation Committee is finalizing recommendations on four new areas for Phase 2. Honorable Mayor and City Council August 30, 1996 Page 2 8. We've had a lot of recent inquiries on City-owned property downtown by people trying to package bids for the D.A. 9. The new video screens for the Convention Center have been a major task. Some time ago, we got clear on the screens we thought were best, and those bids are out. We are now taking quotes on the production end from local vendors and are comparing those to costs for us to acquire, train and do it partially or fully in staff Our goal is to keep the rental costs affordable for users and, when up and running, tap advertising potential. Our primary goal is to enhance seating quality and attract some additional users. 10. We are still on hold with industrial prospects. The "big box" is on corporate hold until year end. The second largest one is anticipated to make a decision any day now. Per their submitted schedule, the project will be completed the week of October 21, 1996. The contractor is responsible for maintaining a clear ingress/egress Path through the foyer and for cleaning up the foyer before all scheduled meetings in the Council Chambers. Since these restrooms will out of commission during the construction of the project, signs will be installed in the foyer directing the public to the restrooms in the east corridor of City Hall. In addition to remodeling the restrooms, the project also includes installation of an automatic door from the exterior of the building into the foyer. We would like to take the time to clarify any misunderstandings that you may have regarding what the SPCA is doing to build a new facility that will ensure that we meet the needs of the community, as well as enhance the level of service that we are providing to the city. Additionally, we hope to receive specific guidance from you as to what goals the City has for the SPCA. We have, and intend to have, an outstanding relationship with the City. The advantage of this scheme is that it allows you to operate a self functioning facility (we will have to add a unisex restroom) that can accomodate for several staff plus a visitor lobby and visitor parking. It also allows you the opportunity to maintain adoption and boarding components. The other advantage of the scheme is that it allows for a workable second phase which will allow the phase I facility to remain in operation. While it is difficult at this stage to estimate the costs, (particularly given some of the infrastructure costs of sewer hook-ups, septic, utilities, etc.), I tNnk the following budget would be in the "ballpark". Please C~qt/m,e? should you have any questionS. 369 15th Street Oak/a,d, CA 94612 i'5lO) 465-5787 ?ax (510) 465-943~, BAKERSFIELD Economic and Community Development Department · MEMORANDUM August 29, 1996 TO: Alan Tandy, City Manager FROM: Jake Wager, Economic Development Direct SUBJECT: Notice of Funding Allocation On Wednesday, August 28, 1996 the California Debt Limit Allocation Committee (CDLAC) met to consider applications for Mortgage Credit Certificates (MCC) and Mortgage Revenue Bonds (MRB). Included in the applications was one submitted by the City of Bakersfield on behalf of the Kern Cities MCC Program. The CDLAC staff recommendation made note of the fact that the Housing Authority of the County of Kern had withdrawn their application for an MRB issue. The net effect of the withdrawal is that since Bakersfield was the only Kern County application CDLAC has awarded the balance of the county's allocation to the Kern Cities MCC Program. The $3.9 million awarded to us translates to approximately 133 certificates for first time homebuyers. The allocation granted to Bakersfield and to the seven other participating cities should carry the program through the next thirteen months. On September 12, 1996 the City of Bakersfield will be hosting a meeting for participating lenders and seven participating cities (Shafter, Delano, California City, Taft, Ridgecrest, Tehachapi, and Wasco).
