SUBJECT: GENERAL INFORMATION
1. If you have any questions regarding the Council Agenda for Wednesday, the
28th, I would encourage you to check with me on Monday or Tuesday - I am
schedu 1 ed to give a depos it i on on Wednesday whi ch may take up a 1 a rge
portion of my day.
Also, as a reminder, the Workshop for Wednesday.s Meeting will start at the
Convention Center Hotel by the construction shed off of I'QII Street.
2. This past Monday, we had a leak along the sewer force main on Stockdale
Highway near the Cross Valley Canal which required emergency repairs. A
memo is enclosed explaining the situation and how the repair was handled.
It is likely that we will have an emergency resolution added to the Agenda
authorizing the emergency repairs and dispensing with normal bid
requirements.
3. A reminder that the hearing on Union #10 is Tuesday, September 27th, at
7:00 p.m., at LAFCO (2700 IIMII Street). This is the one LAFCO sent out the
IIspecialll notice on last week.
4. A memo is enclosed regarding an annexations phone survey which will be
conducted September 25-27. The County has been notified of this survey.
5. The Permit Streamlining Task Force will have its first meeting on Tuesday,
September 27th. We have had a good response from those organi zati ons
invited to participate in this process.
6. As you have probably already heard, Council Candidate Wesley Crawford was
arrested on charges of felony vandal i sm and petty theft for a 11 egedl y
causing extensive damage to a house he once rented. The Bakersfield Police
Department was not involved in his arrest. According to the City Attorney,
the arrest does not impact his certification as a Candidate for the Council
seat, but a conviction would force him out of the race.
7. An update on the Good Neighbor Festival schedul ed for October 8th is
enclosed.
8. A copy of the letter sent to LAFCO requesting reconsideration of Calloway
#5 is enclosed.

9. Responses to Council Referrals are enclosed regarding the Tree Foundation -
Kern River Planting Project and a letter sent to the County requesting an
update on universal collection of garbage.
10. Developments on the proposed baseball stadium have been changing rapidly.
We have been notified that the Bakersfield Dodgers franchi se wi 11 . be
relocated to San Bernardino (newspaper article enclosed). A meeti ng was
held late Thursday with the consultant to review preliminary
recommendations regarding the future possibility of constructing a multi-
use facil i ty whi ch could accommodate mi nor league baseball, concerts,
possibly high school footba 11, and have an adjacent communi ty park for
other recreational sporting events. The consultant provided market data
and a proposed budget (enclosed with your packet) which shows Bakersfield
as a viable location to conduct minor league baseball and staff continues
to work with the County and the consultant to further explore the
poss i b il ity of deve lop i ng th is type of facil ity. How to fi nance the
facility is still a concern and an area where considerable work needs to be
done.
The baseball stadium consultant will be available to explain the materials
he has prepared with all Councilmembers, and will be available on a limited
basis, depending upon his schedule, to speak with interested citizen groups
about the stadium project.
11. Late Friday afternoon, we received the attached News Release from Mercy
Charities Housing California regarding their decision to withdraw their
application for the land use change for the Casa Loma Villas development. .
As the News Release indicates, they are still exploring alternate sites and
City staff is continuing to work with them to resolve this issue.

SUBJECT: UPDATE ON STATUS OF FORCE MAIR REPAIR
STOCKDALE HIGHWAY AT CROSS VALLEY CABAL
On Monday, September 19, 1994, a leak was detected along the
sanitary sewer force main on Stockdale Highway near the Cross
Valley Canal. Once the leak was detected, City crews immediately
responded to perform an emergency clean-up of the spill and repair
the leak. The spillage was controlled within a few hours of
detection and the leak located and repaired on Tuesday evening.
The contractor who aided in the leak location and repair is
currently constructing a by-pass to prevent the recurrence of this
event. A steel casing has been installed under the Cross Valley
Canal bridge and sewer new sewer pipe is currently being installed.
This new pipe should be tied into the existing system on Monday or
Tuesday of next week with all .other incidental work completed
shortly thereafter.

SUBJECT: SURVEY OF CASTRO #4 AND CURRAN #3 AREAS
Ann Nock, from the firm of George K. Baum and Company, has indicated the company
will be conducting a phone survey during September 25-27 to assess Castro #4 and
Curran #3 resident attitudes about annexation and perceived incentives and/or
disincentives. Random samples will be utilized to obtain a generalized picture
of attitudes in both areas. Information garnered from the random samplings will
assist the City in focusing on specific resident concerns.

NOTE: Since booth sign-ups have historically been a last minute thing, the
revenues from booth rentals will also be last minute. We are anticipating
approximately $1,000 from this source.
Booths
To date, we have 30 applications - up 40% from last year.
Sponsors
No new sponsors to report.
Volunteers
PSA's have been delivered to the cable channels asking for volunteers. A media
advisory that will mention our need for volunteers, will be mailed next week.
Childrens Activities
Nothing to report.

Publicity
KICK-OFF - is scheduled for 10:30 at Martin Luther King Jr. Park on September 23,
1994. It should run between 30 - 45 minutes. Mayor Price will be the MC.
Background material has been supplied to Mayor Price. The Mayor will proclaim
October 2-8, 1994, to be Good Neighbor Festival Week. Councilmembers Edwards
and DeMond are scheduled to attend and receive the proclamation. A sampling of
the information and entertainment to be presented is attached. A media kit will be
presented to the media. There will be opportunities for interviews with the Mayor,
the Councilmembers and the Committee members.
PRESENTATION CEREMONY - is scheduled for noon during the Festival.
Assemblyman Jim Costa and Supervisor Mary K. Shell will proclaim October 8,
1994, to be Good Neighbor Festival Day and proclaim their support for the event.
The Mayor will be master of ceremonies and Councilmembers Edwards and
DeMond will accept the proclamations on behalf of the community.
PSA's, MEDIA ADVISORIES, MEDIA RELEASES, INSERTS FOR CHURCH AND
OTHER ORGANIZATIONS - Newsletters and posters will be available by September
23, 1994, and the Festival Committee has committed themselves to see that they
receive wide distribution.
Health/Medical
The plans for immunizations, examinations and information to be presented by the
health community are pretty well in place.
Security
Security plans are pretty well in place.
Entertainment
The program is filling up rapidly, the deadline is September 23, 1994, so the
program can be prepared. It has been decided that all entertainment is to be
donated. If a performer wants compensation, they need to find a sponsor to
provide the compensation. We have no funds for it and it could cause ill will to
pay some acts and not others.
Food
The menu continues to grow.
Sports
Basketball, volleyball, softball, passing league football and more.

City Departments will have meetings prior to the event to make sure all bases are

No report. The Chairperson will be contacted. The Community Street Captain will
be determine when to meet next week, to make the final decision on their booth.

SUBJECT: Calloway No.5 Annexation; Proceeding No. 1157
Dear Mr. Turpin:
On behalf of the City of Bakersfield, I request the reconsideration of the Kern
County Local Agency Formation Commission (LAFCO) decision on the Calloway No.5
Annexation. The procedure is specifically provided for by the Cortese-Knox Reorganization Act
of 1985 Section 56857.
Mr. Paul Andre and I have discussed his concerns that the proposed annexation
might frustrate his applications with the Coùnty for commercial designations. He only asked for
a delay not denial of his application to annex. He is in agreement with annexation to the city as
-long as there is time allowed to put the commercial designations in place. Normal processing of
the annexation would result in annexation after the Board of Supervisors considers the request
for a commercial center.
Salient points to consider in this matter are: the property owner's wishes to annex
to the city. the area provides a natural extension of the city, the area is within the sphere of
influence and the city has the ability to provide needed urban services.

SUBJECT: TREE FOUNDATION - KERN RIVER PLANTING PROJECT.
(Council Referral No. 13753)
At the August 24, 1994, Council meeting Rick Hewett, representing
the Tree Foundation, spoke and submitted a request asking the City
Council to direct staff to supervise the tree planting project. In
addition Councilmember Rowles requested that this item be reviewed
by the Urban Development Committee who will then report back to
Council.
On September 20,1994, City staff met with representatives from the
Tree Foundation and the Kern River Foundation to discuss this
issue. During the course of the meeting discussion centered around
the development of plans and specifications for the installation of
irrigation as well as the planting of materials. A time frame was
established that would help facilitate this plan. Plans are to be
prepared and submitted to Parks Division for review during the week
of September 26. Upon approval of plans, the Tree Foundation will
solicit bids.
It is anticipated that the bid process and installation of
irrigation will be completed by the end of November, with planting
to be completed by the first week of December.
The Tree Foundation requested the removal of some non-native trees.
A walk-through with City staff will be coordinated by the
Foundation to determine which ones may be removed.
All funding for construction and installation of irrigation and
planting of trees will be funded by Texaco. The Tree Foundation
will be coordinating volunteers to oversee the actual installation
and planting of trees in early December. In order to meet the
schedule it will be necessary to place this on a fast track. The
Urban Development Committee will review this issue on October 5th
and submit a recommendation to full Council at the earliest
possible date.
On going, long term, maintenance was also discussed. Typically,
maintenance will be absorbed within the Parks and Water Divisions.
Because of increased responsibilities, additional funding will be
necessary beginning in FY 1995-96.

In August of 1993, you wrote me to indicate that the County was undertaking a program
which would,in the end, result in installation of universal collection of garbage within
Metropolitan Bakersfield. The City Council has requested that I write and find out from
you what has become of that proposal.
As you know, illegal dumping continues to be a problem, both in the City and the
County. Wherever there is an area hidden from public view, we are repeatedly finding
problems of illegal dumping. We also continue to experience this problem throughout
the City in individual garbage containers which we then, in turn, pay Kern County to
accept at the landfill.
Your cooperation in expediting this process and advising us of what the schedule is and
when you will be converting to universal collection would be greatly appreciated.

Mercy Charities Housing California has made a decision, subject to finalizing a written
statement of support from the City" to wÜhdraw it's application for a land use change in
southeast Bakersfield and will look for another nearby site for the Casa Lorna Villas
development,
Mercy Charities Housing California had applied for a land use change for the rezoning of about
] 6.4 acres from light industrial to multifamily use, The site is adjacent to Casa Lorna Park, The
Peoples Missionary Baptist Church and Casa Lorna Elementary School,. The rezoning process
has included substantial discussions and comments on both the need for affordable housing as
well as concerns regarding the proximity of the Bakersfie]d Municipa] Airpark. Safety, noise and
the impact on the future f,Yfowth of the Airpark have been raised, Additionally, substantial

expressions of support for affordable housing in the area have been received by both the City of
Bakersfie]d and the community as a whole,
Alternate sites have been explored, and while none has been selected at the present time, it is
hoped that a suitable nearby site can soon be located in that community,
The mission of Mercy Charities Housing California is to provide quality affordable housing to
low income persons, primarily families, combined with supportive services when appropriate
that encourage community-building as well as self reliance.

I would like to acknowledge two of your employees who have represented your
department, as well as the City of Bakersfield, in a very professional manner. On two
occasions Rachel Meek and Karen Fisher were guest speakers to business
associations that this office supports. Both the Downtown Business Association and
the Association of Old Town Kern reported that the information shared on the
Business Crime Watch Program was extremely helpful to their individual business
districts. Each business association has communicated to this office that they intend to
asSemble block meetings to create a safer business environment as a result of the
presentations. In addition, each group has expressed interest in hosting an additional
meeting with Ms. Meek and Ms. Fisher to address shoplifting prevention prior to the
holiday shopping season.
Please extend my personal thanks to these two employees who have assisted this
department in making my job easier..
