SUBJECT: GENERAL INFORMATION
1. When Centennial Garden was constructed, it left the Bob Elias sports display in a
location that is now almost never used. The group that runs it would like to move it
into the south concourse at the Garden. It. would be an asset there and space could
be added to accommodate requests we receive to display trophies of state and
national championship teams, etc. from Bakersfield. The problem - they don't have
much money. I have suggested they write you with a cost sharing proposal for your
consideration. It would not be a large amount, and it would help make the concourse
more interesting.
2. As you know, in conjunction with the Condors, we have been working with youth
hockey, figure skating, and other community skating interests to get ice time at the
Garden, due to the closure of the Ice Palace. A small ($30,000) job creation grant
application will be coming forward to you from .EDCD to help bring that into being. It
will create jobs, as well as helping out hundreds of skaters, including the two state
championship youth teams. The grant is needed - utilities, staffing and changeover
costs are high, even though the groups will pay rental fees.
3. Earlier I wrote and told you that late year end revenues might give us some flexibility
with regard to items not budgeted. Unfortunately, the good news on year end close
in some line items was offset by bad news in others, so the budget is right after all!
In a few months, there may still be something there from legislative actions, but the
amount is now uncertain, due to a statewide competition for a fixed set of dollars.
4. I met again with Ray Bishop of the County airport this week. We are trying to work
up an affordable plan for the City to help bring the new terminal to reality. The
sessions have been positive.
5. Congratulations are due Eric Matlock and the Police Department for the prompt
apprehension of the suspects in the recent tragic shooting incident.

6. Along with the CVB and other community interests, we pitched the NCAA Division II
on hosting the basketball national championships at the Garden for the period
beginning 2001. We should know in September.
7. The-small business forum went well this week. Department heads got a chance to
exchange information with smaller community businesses.
8. The Garden and L.A. Kings (NHL hockey team) have signed a three year deal for an
annual game at the Garden. Ogden is continuing to work on the NBA, as well, for
2000 and beyond. Nothing final there yet, however.
9. The Competitive Swimming Program coordinated by the Department of Recreation
and Parks has concluded for this year. A report is enclosed on the 1999 season
activities.
10. Recreation and Parks has also prepared a report based on survey responses they
received for their Learn to Swim Program.
11. A response to a Council request regarding the status of the Filson Street cul-de-sac
is enclosed.

SUBJECT: Competitive Swimming Program
The final swim meet of the season was held last Saturday at the CSUB pool.
This championship meet had slightly over 300 competitors and an estimated
400 spectators. This was the culmination of an extremely successful season
for both the participants and the city.
For this season, Sally Ihmels, Holly Larson, and their staff made several
improvements that included hosting the city championship at Cai State.
From the comments I heard, there will strong support to continue to have the
finals at Cai State.
As part of the overall evaluation process, Sally distributed a survey to each
participating family. Thirty four of the surveys were completed and returned.
The results, and some of the written comments, are included in the
attachment. Also included, is a chart that indicates program participation by
pool. Total program participation was 437.
The final component of the program evaluation will be an open meeting,
similar to those that were held prior to the start of the program, which will be
held this Thursday.
I believe this is another program that is indicative of the quality programming
the department is able to offer to the city's residents and one that we are all
proud of.

We have received evaluations from the most recent session of swimming
lessons. Attached is the summary of the 393 surveys that were returned and
some of the individual written comments.
In general, the ratings are outstanding. For example, on the question of
whether or not the child enjoyed their lesson, 81% strongly agree with that
statement and an additional 17% agree- that's 98% of the total!
It appears that there is little that could be done to improve the program.
These evaluations are truly exceptional. I again must commend Sally
Ihmels, Holly Larson, and the aquatics staff. This is another program that we
can all be proud of.

Councilmember trma Carson requested staff to provide an update regarding the status
of the cul-de-sac at the intersection of Filson Street and Hale Street
In order to construct a cul-de-sac at the east end of Filson Street, some additional road
right-of-way must be acquired from the either the property owner on the southwest
corner or northwest corner of Filson Street and Hale Street.
For several months, Property Management Division and Staff have been pursuing the
approximately 410 square feet of property needed from the southwest corner since this
is a vacant lot. One of the reasons for the delay in getting approval from the property
owner is that there are seven title holders to the property with varying amounts of
interest. According to Property Management, title holders representing at least 51% of
the property must sign the road dedication to be binding.
If favorable responses are not received by August 31, 1999, staff will request that
Property Management approach the northwest property owner about acquiring the
needed right-of-way.
Plans for the cul-de-sac using the southwest property are complete and ready for
construction.
