1. An report from Public Works is enclosed regarding the status of the County's proposed mandatory
refuse collection program.
2. An update from the Recreation and Parks director is enclosed on the status of repairs and
improvements at Tevis Park and Yokuts Park.
3. Responses to Council referrals are enclosed, as follows:
· Request from a citizen regarding child safety in an apartment complex;
· Speeding problems at Suncrest and Sky Ranch Drive.
4. Effective January 6, 1997, Pamela McCarthy will become our new City Clerk. She has served in the
City Clerk's office since 1992 as the Assistant. Prior to that, she served as Deputy City Clerk for the
City of Tehachapi. Please stop by and congratulate Pam on her promotion.
5. The rains are resulting in a great deal of water flowing into our storage area and to Isabella reservoir.
Gene Bogart will do a detailed memorandum on the subject for you in the near future on the impacts
to our system. So far, we have not had the negative impacts experienced in the North.

SUBJECT: MANDATORY REFUSE COLLECTION IN COUNTY AREAS
The Kern County Board of Supervisors received and filed a report from County staff on this
topic last week. It had been scheduled as a consent item, but was pulled for discussion by
Roy Weigand of the Kern Taxpayers Association. Mr. Weigand agreed to the need for
mandatory collection, but urged that it be billed as a user fee rather than as a tax roll item.
The Board of Supervisor's response to Mr. Weigand's comment was minimal, because it is
most practical to bill residential refuse fees on the property tax roll.
After the comments above, questions were raised by Supervisor Perez about the disposal
of bulky items and the fees. He felt that illegal dumping of bulky items would not be
prevented by mandatory household refuse collection. County staff indicated that bulky item
disposal would be addressed by either a proposal from the franchised haulers (anticipated
by County staff) or the monthly free drop-off program already proposed by City staff. The
proposed residential rate for County residential refuse will be $10.83 per month, the same
as the City rate. Likewise, the proposed service level will be one automated refuse cart and
one automated greenwaste cart, each serviced once per week. County staff said there would
be a complete package proposed for mandatory collection including a bulky item program
in January.

SUBJECT: Tevis Park and Yokuts Park Updates
Since staff met with the residents of the Tevis Park area on November 20,
1996, the following has occurred:
1. PG&E has started installing electrical hardware in the building (e.g.
wires and transformer).
2. Tire ruts on the turf have been repaired.
3. Temporary security lighting around the playground area is
operational.
4. Graffiti on the wall, basketball court, and building has been
removed.
5. Weeds in the playground have been removed.
6. Staff met with contractors to discuss the completion of the project.
7. Community Construction has agreed to construct the block walls per
city standards. Litigation has been postponed 90 days to allow for
this construction.
8. Installation of playground equipment has begun.
9. Excess dirt has been removed.
10. Trash receptacles have been installed.
Regarding Yokuts Park, the lights for the soccer field have been aimed and
are now operational.

The following information is provided in response to Council Member Salvaggio's
request at the November 20, 1996, Council Meeting.
Mr. Salvaggio requested police staff assist in drafting a written response to
correspondence he received from citizen Deborah Anderson regarding child safety.
The information was assigned to our Investigations Division for reply. I have attached a
copy of Sgt. Bryan Lynn's response to Ms. Anderson on behalf of the police
department. I think you will agree that police department staff have made every effort
to satisfy the concerns of Ms. Anderson.

Dear Mrs. Anderson:
Thank you for your letter informing Mr. Salvaggio and the police department of the child
supervision problem in your neighborhood. We all agree that parents need to take
seriously the responsibility of ensuring that their children are playing in an area that is
away from vehicle traffic, allowing them to safely do what they do best - be kids.
After receiving your letter, I personally contacted the patrol officers who work in your
neighborhood, and asked them to be extra aware of unsupervised children in the area
you described. Most of these officers have children themselves, and the last thing they
want to see is a child hurt or abducted. Last week, I asked Detective Moyer to check
with you on the status of the problem. He reported back to me that the problem had
ceased, mainly due to the fact that many of the families had moved away. We can only
hope the parents of the children will take more responsibility for the safety of their
children in their new homes.
Again, I want to thank you for caring enough to make your council member and the
police department aware of this issue. I encourage you to continue in your efforts to
make our city a safer place for all.

SUBJECT: SPEEDING PROBLEMS ~
Suncrest Drive / Sky Ranch Drive. (Ward 3)

Councilmember Patricia Smith has requested staff to look into the feasibility of placing a
STOP sign at Suncrest and Sky Ranch Drives due to speeding problems.
Traffic Engineering is investigating the speed situation in the Suncrest/Sky Ranch area in
response to a telephone call from Mr. Pete Leveroni, who had indicated that
Councilmember Smith was also contacted. Suncrest Drive makes a sharp east turn and
becomes Sky Ranch. Based on staff's initial review, a sharp right turn curve warning sign
with a speed limit will be placed on Suncrest Drive in the northbound direction and a sharp
left turn curve warning sign with a speed limit will be pla.ced on Sky Ranch in the
westbound direction, just ahead of where it turns and becomes Suncrest Drive.
In addition, a 25~mph speed limit sign for residential areas will be placed on Suncrest, just
north of the intersection with Panorama, to warn drivers that the residential speed limit is
only 25 mph. After signs are installed, Traffic Engineering staff will evaluate the
effectiveness and make changes if needed.
No further action is required at this time.
