SUBJECT: GENERAL INFORMATION
1. Enclosed for your information is a calendar of events (October 1996 - June 1997) for the Van
Andel Arena in Grand Rapids. As you will see, the list of events, quality, and diversity is very
impressive. We are in the process of obtaining calendars from several other comparable arenas,
so we will be in a better position to advise our citizenry on what they should expect.
2 The 1997 Water Supply Forecast which is prepared by the Water Resources Department and
distributed to the City's basic water contractors is enclosed.
3. Since Dennen is expected to be officially annexed by April, we need to begin planning for the
sewer improvements that have been proposed for the area. A memorandum outlining the
planning process is enclosed.
4. The Council recently adopted a Resolution of Intention to issue up to $4.25 million in multi-
family revenue bonds. The resolution was issued at the request of National Healthplex, Inc.
with the intention of acquiring the Camlu Retirement apartments on South Real Road. The
FDIC did not accept any of the bids submitted for this property, and they plan to market it in
a more conventional manner. National Healthplex is still interested in the property and will
keep us advised. A memorandum from the Finance Director is enclosed.
5. The February 7, 1997 Activity Report from the County Environmental Health Services
Department on LEA regulated projects in the City is enclosed.
6. A response to a Council request for an update on the 20th Street resurfacing schedule is
enclosed.

7. The "Big Box" prospect for the incentive area, where discussions were active six months ago,
is officially on indefinite corporate hold.
8. A memorandum is enclosed from the Public Works Director regarding General Services
Superintendent, Larry Jamison, who has announced his upcoming retirement, to be effective
May 31, 1997. Larry has been a City of Bakersfield employee for 33 years, and we are grateful
for the many significant contributions he has made to the organization. He will be missed.
9. An SPCA update on the adoption center is enclosed.
10. Enclosed is a correspondence from the Fire Chief and the California Environmental Protection
Agency. We have been granted official approval for the Fire Department to become the
Certified Unified Program Agency (CUPA) for the City of Bakersfield. We will assume
responsibilities for CUPA functions on March 1 st.

SUBJECT: 1997 WATER SUPPLY FORECAST:
"Another Banner Year for Bakersfield"
Attached for your information is the latest Kern River Water Supply Forecast issued
by our Department to the City's basic water contractors. As you can see from the letter,
1997 will be another "Bumper" water year for the Kern River - now forecasted to be 199%
of normal.
With this supply, all contract commitments will be met, Truxtun Lake will remain full
and the Kern River will flow through the City until next December. In addition, we
currently estimate that the City will be able to "bank" approximately 40,000 acre-feet in the
City's 2800 Acre Recharge area this year, which will ensure our water supply in future dry
years.
Based on this forecast, Isabella Reservoir is now projected to fill this summer, just
prior to the 4th of July weekend. If anyone needs additional data or information regarding
the Kern River operation in 1997, please have them contact our office.

RE: 1997 WATER SUPPLY FORECAST
The February 1, 1997 forecast, issued by the State of California Department of Water Resources for Kern River
runoff during the 1997 April through July snow-melt period is 199% of normal, or approximately 880,000 acre-
feet. Snowpack verification was performed by the State of California and United States Forest Service during
the last week of January 1997 with measurements obtained at fifteen established snow courses and six remote
snow sensor sites located within the Kern River basin. The February 1, 1997 forecast of Kern River runoff
assumes median precipitation amounts will occur over the Kern River watershed subsequent to the date of
forecast. A~cording to procedure, actual precipitation received after February 1, 1997, will be reflected in the
first of the month forecasts to be distributed by the State of California for March, April and May of 1997.
KERN RIVER FORECAST SUMMARY
1997 April through July runoff = 880,000 acre-feet (199% of normal)
April-July 80% probability range = 700,000 to 1,200,000 acre-feet
(actual runoff should fall within
the stated limits eight times out
of ten)
1997 March-October runoff = 1,095,000 acre-feet
Based upon this February 1, 1997 forecast, the following table reflects City of Bakersfield Kern River water
supply during the March-October period of 1997:
I. CITY ENTITLEMENT SUPPLY: 199% OF NORMAL RUNOFF
MARCH-OCTOBER Period = 225,000 acre-feet
Less: River Losses = 50,000 acre-feet
Isabella Reservoir Losses = 10,000 acre-feet
= Estimated City supply available
for diversion MARCH-OCTOBER = 165,000 acre-feet

II. BASIC CONTRACT DELIVERY (March-October):
1. Lake Ming and Hart Park = 700' acre-feet
2. North Kern WateriStorage District = 20,000 acre-feet
3. Cawelo Water District = 27,000 acre-feet
4. Kern-Tulare Water District = 20,000 acre-feet
.5. Rag Gulch Water District = 3,000 acre-feet
TOTAL = 70,700 acre-feet
A 199% of normal runoff would provide sufficient yield to meet "Basic" delivery obligations of the City during
1997. The City also has a commitment to deliver 10,000 acre-feet annually to Rosedale-Rio Bravo Water
Storage District. A substantial portion of City's basic obligation to Rosedale for 1997 was satisfied during
January and February 1997.
III. BASIC CONTRACT PRIOR-YEAR DEFICIENCIES:
As of January 1, 1997, prior-year deficiencies in delivery of Basic Contract water were as follows:
1. North Kern Water Storage District = 0 acre-feet
2. Cawelo Water District = 12,052 acre-feet
3. Kern-Tulare Water District = 33,813 acre-feet
4. Rag Gulch Water District = 5,088 acre-feet
Total Prior-Year Deficiencies = 50, 953 acre-feet
City entitlement yield as forecasted for 1997 should be sufficient to allow for delivery of prior-year deficiencies
in basic contract water. The delivery of basic contract deficiencies for 1997 would be made in accordance to
the Maximum Delivery Schedules as follows:
1. Cawelo Water District = 5,000 acre-feet
2. Kern-Tulare Water District = 3,700 acre-feet
3. Rag Gulch Water District = 550 acre-feet
TOTAL = 9,250 acre-feet
IV. OTHER DELIVERY OBLIGATIONS:
1. Water for use on lands owned by the City and/or on
lands within City boundaries = 3,000 acre-feet
2. North Kern Water' Storage District - "Borrow/Payback"
water, normally delivered between May and September = 10,000 acre-feet
It is projected that 1997 Kern River rufioff will yield the City adequate supply to deliver "OTHER
DELIVERY OBLIGATIONS" as set forth above.

V. MISCELLANEOUS QUANTITY WATER:
After subtracting the basic contract deliveries and other obligations as set forth above from City Kern River
supply available for diversion March through October, a miscellaneous quantity water supply of approximately
72,000 would be available during the March-October period. The priority rights to purchase such
miscellaneous water are as follows:
1. Rosedale-Rio Bravo Water Storage District = 33.33%
' 2. North Kern Water Storage District = 19.05%
3. Cawelo Water District = 25.71%
4. Kern-Tulare Water District = 19.05%
5. Rag Gulch Water District = 2.86%
TOTAL = 100.00%
Under the City~enneco Agreement NO. 77-71 dated May 2, 1977, assigned to North Kern Water Storage
District effective March 20, 1990,. Nortli Kern has the first right of refusal to miscellaneous water following
Rosedale-Rio Bravo Water Storage District and the four Basic Contractors, as follows:
a). Forty percent (40%) of all water City has available for use within
City boundaries solely for irrigation.
b). Fifty percent (50%) of first 24,000 acre-feet of other City
miscellaneous quantity water including water recovered from City's
groundwater banking operations.
c). Fifty percent (50%) of any other miscellaneous quantity Kern River
water that City would otherwise use for groundwater banking and
replenishment.
VI. DELIVERY SCHEDULES:
On the basis of the above normal water supply forecast for 1997, the City will deliver basic contract water in
conformance with the "Maximum Delivery Schedules" as set forth in Exhibit "B" of the Basic Contracts.
Miscellaneous Quantity water delivery requests should be submitted to City by those Districts wishing to
participate as soon after March 1st as possible.

SUBJECT: DENNEN PLANNED SEWERAREA
If everything goes according to schedule, Dennen will be officially annexed by ~
~.'~, 1997. Therefore, we need to begin planning now for the sewer improvements
which have been proposed for the Dennen area.
Public Works has developed a proposal for a Planned Sewer Area for Dennen in which
the City builds the sewer infrastructure and as residents voluntarily hook up to the
system they will be assessed for their share of the cost of the infrastructure. This was a
very satisfactory solution for residents who wanted sewer but did not want to be
required to hook up right away if they could not afford it. Public Works has submitted
the improvements as a CIP project for FY 97-98. In anticipation of the project, I will
meet with the Finance Director to discuss the terms of the payback by participating
residents. Since they are mostly senior citizens on fixed incomes, it will be necessary
to provide a fairly long payback period at either a very Iow or no interest rate.
I wanted to let you know that we are proceeding with the development of the project. If
you have any questions or wish to discuss this further, please let me know.

SUBJECT: MULTI-FAMILY REVENUE BONDS
On January 22, 1997 the City Council adopted a Resolution (#18-97) of Intention to issue
up to $4.25 million in Multi-family Revenue Bonds. This Resolution was issued at the
request of National Healthplex Inc. with the intention of acquiring the 110 unit Camlu
Retirement apartments on South Real Road from the Federal Deposit Insurance
Corporation (FDIC). The FDIC did not find any bids opened on January 30, 1997 as
acceptable. The FDIC plans to market the property in a more conventional manner.
National Healthplex, Inc. is still interested in the property and will keep us advised of future
events.

Councilmember Randy Rowles has requested an update regarding the above subject
matter.
20th Street between Chester Avenue and "F" Street is on our schedule to be resurfaced
this Summer 1997.
In the meantime, the potholes will be patched on this date. Crack-filling operations will be
performed on Sunday, February 23, 1997. The schedule for crack-filling the street is
subject to change if it rains that day.
I will keep you informed of any changes that may occur.

SUBJECT: Retirement - General Services Superintendent
I was recently informed by Larry Jamison that he would be retiring on May 31, 1997, and May 30,
would be his last official work day. Needless to say, I will definitely miss Larry's contribution as part
of the Public Works "management team."
Larry began his career with the City on February 11, 1964. Throughout his long distinguished career
of 33 years, Larry has demonstrated loyal and conscientious service. I have only known Larry since
May, 1994, and during that time he has proven to be a capable, competent manager that can be
trusted to get a job done with little or no direction. When I began my employ with the City, Larry
was one of the few employees that I could trust. He was extremely helpful to me during my initial
transition period when I took over this department. I will always be grateful for his support during
that most difficult time.
Larry has been the General Services Superintendent for the past 15 years. During that period Larry
has had oversight responsibilities for the Bakersfield Landfill, the General Services Division as well
as the Bakersfield Municipal Airport. (aka Jamison International)
It will be difficult to replace Larry and we will miss his contribution. I will keep you apprised of the
recruitment process to find his replacement.

Adoption Center, I thought it appropriate to provide you with this report. Since we last met the
Board of Directors has selected a contractor and we will begin designing Phase One. We are very
pleased to inform you that we will be working with S.C. Anderson for completion of this project.
Our fired raising efforts are starting to bear fruit. Currently, four different fund raising projects are
in various stages of implementation.

We have been notified by Secretary James M. Strock of the
California Environmental Protection Agency that the Bakersfield
Fire Department is hereby certified to be the CUPA for the City of
Bakersfield.
The Bakersfield Fire Department will assume responsibilities for
the CUPA functions on March 1, 1997.
All appropriate forms to administer the various functions have been
developed and I anticipate a smooth transition while assuming these
additional responsibilities.
