SUBJECT: GENERAL INFORMATION
1. Staff from Public Works recently met with representatives from the Farm Bureau
regarding their interest in moving the Chamber of Commerce building, when it is
vacated, to a site at Mount Vernon, south of Highway 58. We have informed them
about the City's fees and other related costs to move the building, as well as the
permits CalTrans and the Railroad will require. They are now working with their
contractor to verify the estimate they received. It is cheaper for us to give them the
building if it is economical to move it, as it avoids demolition costs. It's also a nice
addition to southeast Bakersfield.
2. Attached is the March report from the County Environmental Health Department for
the LEA's regulated projects within the City.
3. The latest progress report on the Remedial Action Plan for the Panorama Burn Dump
is enclosed.
4. We will be proposing a sanitation fee increase of 3% in connection with the new
budget. Under Proposition 218 we have to do a protest hearing on that, so
advertising requirements will precede the budget.
5. Gail Waiters has been nominated to be an ICMA vice president. It's quite an honor.
She must now stand for election.
6. Jake Wager and I toured the Federal Building this week. It's really in good condition
and is very functional. In a few weeks, the General Services Administration will be
taking proposals from public entities to eventually turn over ownership. It could be
a better office for our Economic and Community Development operation, allowing us

to sell 515 Truxtun for new development. It could also house other economic
development related agencies. The CVB and Convention Center could use the upper
floors for convention room break out space. The Recreation Division could use it for
classes. We think we could put together a proposal very strong on economic
development and a great supplement to the hotel, convention center, and arena.
We'll draft some ideas for your consideration.
7. Now that the arena construction agreement is approved, staff will have some time to
concentrate on land acquisition for parking, concession contracts, management and
long term FF&E items, such as the scoreboard and outside reader board. The
design/build team is working intensively, and ground breaking will be scheduled for
sometime in June. It is interesting to note that it was last June that you put it in your
goals. It's remarkable progress to go from goal to ground breaking in a year on
something this significant. Congratulations!
8. The County is pursuing the effort to transfer their landfill tax from the tax bill under
their name, so that it would go under ours. We met with them this date to tell them
it was impossible, but it is on the Supervisors' agenda for Tuesday, anyway.

REF: STATUS OF FARM BUREAU MOVE OF CHAMBER BUILDING
DeWayne 'Starnes met with represematives of the Farm Bureau on April 1, 1997. The Bureau
indicated that their contractor would be able to move the Chamber building for around $300,000.00
including set up at the final location on Mt. Vernon south of Hwy 58. They indicated the cost of a
new building to be approximately $500,000.00. They were told that they and their contractor would
have to complete the City building moving permit and have the necessary sign offs including the
Bakersfield Police Department. They were informed that they would also have to contact Caltrans
and the Railroad for permits and temporary removal and replacement of traffic signals and Railroad
crossing guards. They were also told that BPD would require police traffic control escorts and it
would be their responsibility to pay for the traffic control. They are in the process now of making
sure that their contractor has taken these various stumbling blocks into account. They will be getting
back to Mr. Stames regarding these issues and a discussion of the proposed route in the near future.

Dear Mr. Atkinson.
Thank you for the opportunity to provide you with a
preliminary budget for the above referenced project and for your
continued patience as we have compiled the estimates of the various
utilities and other concerned parties.
Per our previous discussions, the purpose of this estimate is
to provide a feasible budget for the work required and, because of
the preliminary nature of the information available at this time,
many elements of the estimate are based upon "worst case" costs and
we therefore note that the estimate is subject to change pending
clarification of various elements of the work.
Included in the estimate are all costs for supervision, labor,
materials, equipment etc. required to provide the following;
Engineering and architectural consultant fees, plans,
regulatory agency approvals/permits, utility company fees, etc,.
Demolition and restoration of various elements of the existing
building, as required to the render building relocatable. This
includes disconnection of all utilities, removal of portions of the
existing building in order to facilitate it's relocation, removal
of structural connections to the existing foundation and the
restoration of all structural and architectural elements subsequent
to ~he building placement at the new location.

SUBJECT: PANORAMA BURN DUMP PROJECT UPDATE
Soil sample analysis has been completed, and the results have been presented to the
Department of Toxic Substances Control (DTSC) in a draft Site Investigation Report
(S.I.R.). DTSC has indicated that some revision of the draft S.I.R. is necessary before
Kleinfelder can finish the Remedial Action Plan (R.A.P.). DTSC has also decided to
conduct additional interviews with the neighboring residents before issuing comments which
Kleinfelder will use in preparing the R.A.P. The interviews will push the R.A.P.'s scheduled
delivery date from April 10, 1997 to April 25, 1997.
In the draft S.I.R., raw data suggests that approximately 6 to 8 properties may need
remediation, and to a limited extent. However, a final determination is still subject to
review by DTSC.

HANCOR NEARS COMPLETION OF $5 MILLION

Bakersfield, CA -- Hancor, Inc., a national manufacturer of plastic drainage
products, is completing a $5 million expansion of Its manufacturing facility at 140
Vtneland in Bakersfield, Caltforrda. The project will add adclttional production
capability to the seven year old plant.
The expansion will create approximately 10 new Jobs this year, with more Jobs
possible as sales increase. KEDC assisted Hancor with planning and air pollution
control issues for this project.
"Job growth and business expansion are essential as we embark on the chal-
lenges of a new frontier, that is, welfare-to-work," stated Kern County Supervi-
sor, Pete Parra. "I applaud the efforts of Greg Whitney, KEDC and Hancor, Inc.,
and I hope we can continue efforts like this whereas business leadership and
County officials work together to make our great county stronger," he added.
Hancor, based in Findlay, OH, originally expanded to Bakersfield in 1990 with 25
employees following an extensive multi-state search. Today, the plant employs
36, and this current project adds 10,000 square feet to the existing 33,000 square
foot building.
"We are extremely pleased with Kern County," said Mark Pyne, Regional Manu-
facturing Manager for Hancor. "The assistance and cooperation we received from
local officials was invaluable, and the productive labor force and market access
have been excellent."

Hancor's t3akersfleld plant.manufacturers high density polyethylene pipe used
for construction, agriculture, highway drainage and storm sewers. Markets
served include the Central Valley, Los Angeles and San Diego.
KEDC originally attracted Haricot to Kern County during a search for a new lo-
cation in 1989. KEDC was contacted by the California Trade and Commerce
Agency and provided available Industrial sites, coordinated tours, and arranged
meetings with property representatives, developers, financiers, transportation
executives, P.G.&E., planners, and local plastics manufacturers.
Haricot, Inc., is one of the nation's leading manufacturers of plastic drainage
pipe, with company-wide sales of over $160 million annually. They operate 15
manufacturing plants nationwide, employing over 1,100 people. The company
was founded in 1887 manufacturing clay drainage tile.
