SUBJECT: GENERAL INFORMATION
1. Our letter of intent to purchase the Federal Building for use as a multi-purpose
community recreation center is enclosed. We will complete the required application
in mid-August to coordinate with the GSA process.
2. Also enclosed is the correspondence we sent to the Department of Transportation Rail
program regarding the Amtrak Station Project. While emphasizing our commitment
to the project, we have indicated our desire to expedite the funding process, to
integrate the station project with the grade separation project
3. Casa Loma #6 was officially annexed into the City on July 8th. We are now providing
police patrol, code enforcement response, and street repair. Automated refuse service
and street sweeping should begin in the next few weeks.
4. We have been notified by the County Waste Management Department that they will
now require a week's notice before any neighborhood cleanup effort, in order to verify
that the waste is residential and non-hazardous. They will charge us $29 per ton at
the landfill if the one week notification is not followed.
5. The June Activity Status Report for LEA regulated projects within the City is enclosed.
6. A brief update on the Burn Dump project is enclosed. Progress is good, and it
appears remediation may impact only five backyards.
7. A status report on the Siemon Park tennis court resurfacing is enclosed.

8. As you know, we got only one bid on the Chester Avenue streetscape project, and it
was too high. We are going through a process of trying to get more interest for the
rebid. Meanwhile, we got a $250,000 grant from the State, which we can put in. We
also have two canceled or delayed CBDG projects, which could add $87,000. We may
have to bid night work as an alternate. Interviews show that, by requiring it, we
discouraged some bidders.
9. As you are aware, we purchased a 14th Street property (south of the new Convention
Center parking lot) for parking purposes that has a moving/storage company located
there. That property includes a small office and a storage building, in addition to a
parking lot. The storage building is in far better condition than those we own at 515
Truxtun. The small office fits the needs, at least for the short term, of the Convention
and Visitors' Bureau. By leaving the two buildings, we lose about 60 parking spaces.
We can add 150, or more, at 515 Truxtun. The net impact - the CVB has a better
short term solution, we gain in total parking spaces, and we have a better storage
building! Please call if you have concerns or problems with it, or if you need more
detail.
10. We understand we are getting the $500,000 for property additions to the Kern River
Parkway.
11. A response to a Council referral to coordinate dissemination of information with the
Park Place Homeowners' Association is enclosed.

Dear Mr. Munsterman:
This letter is to advise you that the City of Bakersfield wishes to pursue ownership of a surplused
three-story building totaling approximately 54,590 square feet (GSA Control No. 9-G-CA-1478)
located in Bakersfield, California. We are presently pursuing public ownership through the
General Services Administration Federal Property and Administrative Services Act of 1949, as
amended (40 U.S.C. 471 et seq.). That process officially began July 1, 1997.
We are currently preparing an application under the Federal Lands-to-Parks Program to acquire
this surplus property for public recreation use. We expect to complete the application by mid-
August in coordination with the GSA process.
We would like to thank you for conducting a site visit and meeting with City staff on July 11, 1997.
The building would be used as a multi-purpose community recreation center and would provide
Bakersfield citizens with much needed indoor recreational opportunities. Currently, the City has
one community center serving a population of 214,500.
We thank you for your continued cooperation and support, and look forward to working with you
on this project. Should you have additional questions or concerns, please feel free to contact Stan

RE: BAKERSFIELD AMTRAK STATION AGREEMENT _
Dear Mr. Weber:
We are in receipt of your June 23, 1997 letter regarding the referenced Amtrak Station Project.
In your letter, you outlined all that must be done by the City prior execution of the Fund Transfer
Agreement (FTA) which will designate the City as "Lead" for the project as well as conveying
funding for its construction.
At the May, 30, 1997 meeting mentioned in your letter, the City made a proposal to take the lead
on the Amtrak Station Project. One of the major aspects of the proposal was the significant cost
savings that could be realized by integrating a recently funded railroad grade separation project
with the Amtrak Station Project. As was discussed in the May 30 meeting, the grade separation
project is a key element to the nearby Arena expansion project and as such must continue
regardless of the Amtrak Station Project outcome.
At the May 30 meeting, both Steve Zimrick of your office and Alan McCuen of CalTrans
represented to the City that the FTA would be a relatively simple matter that could occur
immediately. We were also told that the $2,250,000 in Prop. 116 funding would not be available
until an adequate final project estimate was established and CalTrans applied for the funds. Since
your letter indicates that the funding will not be available to the City until the PSR is completed
and approved by all parties including Amtrak and BNSF, the original representation appears
inaccurate.
Rest assured the City is still committed to this project. However, we wish to do whatever is
necessary to expedite the process and integrate the two projects together. We feel this
coordinated effort will ensure a quality product that will be seen by the constituency as an
example of how Government Agencies can effectively work together. To that end, members of
my staff will be meeting with representatives of the City of Modesto who is currently working on
an Amtrak Station design and lease agreement. This meeting will be used to gain insight into the
process to help facilitate the work we must do. In addition, we have set meetings with BNSF to
discuss the overall plan and to solicit their input and comments.

Just so you are aware, the Casa Loma #6 annexation was officially recorded on July 8,
1997. This means that Casa Loma is now part of the City. Full services to the area
including police patrol, code enforcement response and street repair are now being
provided. Automated garbage service and street sweeping should begin in the next few
weeks.

SUBJECT: ILLEGAL DUMP' CLEANUPS
Kern County Waste Management DePartment (KCWMD) now requires that they be
notified a week in advance prior to any neighborhood cleanup effort. If the one-
week notification is not followed, the City must pay $29 per ton at the landfill
to dispose of illegally dumped material.
KCWMD wants the week's notice in order to verify that the waste is residential
and non-hazardous. Commercial waste and construction and demolition waste will
always be charged $29 per ton. Tires will always be charged $1.00 each or $100
per ton. KCWMD staff also want the opportunity to discuss dump prevention
methods with property owners, where appropriate (i.e., erecting a fence and/or
posting signs).
Therefore, staff will typically delay illegal dump cleanup efforts for one week to
obtain landfill disposal for free. Free disposal, even with 1 week's notice, will
probably be available for this fiscal year only. Next fiscal year, everything will
be charged $29 per ton.

SUBJECT: BURN DUMP PROJECT UPDATE
Kleinfelder has just completed the Remedial Action Plan (RAP) and Health Risk
Assessment (HRA) for Department of Toxic Substances Control (DTSC) to review. DTSC
expects to complete the review within two weeks. This time is minimal because Kleinfelder
has worked closely with DTSC in drafting the documents.
The RAP recommends partial excavation and relandscaping of five of the nineteen
backyards, and no front yards. This work should bring the entire site within acceptable,
recommended health limits. Only one of the five homes is occupied, and that is by a tenant
of the owner. Thus, the recommended work will cause minimal disturbance if approved.
Upon completion of DTSC review and any requested changes, the documents will be
circulated for public comment beginning about mid-August.

SUBJECT: Tennis Court Repair at Siemon Park
Several months ago we were contacted by members of a tennis group concerning the
condition of the tennis courts at Siemon Park. In addition, Councilor Smith had
expressed an interest in seeing some repairs made. A letter was sent to everyone that
had contacted us (copy attached) that stated that the work should be completed in
May or June. I recall that this also came up during our budget presentation when
· asked about the Destec funds, which are being used for this project.
Since the time of the letter, we have been working with Public Works on the bid
specifications. Because o£the length of time it has taken to complete that portion of
the project, and the public interest, I requested that we have an on-call engineer
complete the bid specifications and bid package. Public Works has agreed and we
now hope to have the bid advertised in August and work to begin in September or
October. Once the new timetable is confirmed, we will contact each member of the
group again.
I will keep you informed of the progress on this project.

This is in response to the Siemon Park Senior Tennis Group and your letter dated January
21, 1997. You are correct in your evaluation on the poor conditions of the tennis courts,
We are preparing to make the necessary corrections.
Our Public Works Department is currently putting together a specifications package so we
can go out to bid to repair and resurface all of the courts. The resurfacing will hopefully
be done in .May or June when the temperatures are warmer.
We do appreciate you bringing this matter to our attention and your patience regarding this

Councilmember Smith directed staff to coordinate the dissemination of information
relevant to the Park Place Homeowner's Association to Mr. Duncan Lowe.
In fact, Mr. Lowe has been a great asset to the Solid Waste Division in
communicating information about the Bakersfield Landfill and/or the historic burn
dump. Staff has placed him on the permanent mailing list for informing agencies
and regulators of significant changes, plans and work performed at BSL. Mr.
Lowe's condos overlook the site. He in turn has been very effective at
communicating this information to residents at the condos.
Staff will continue to work with Mr. Lowe and continue to update him of progress
at BSL and the burn dump.
