We have begun the process of removing the canopy from the front of the Convention Center in preparation for construction of Centennial Plaza. The removal operations will be coordinated around any day time events being held at the Convention Center. Also, about half of the old corporation yard at 515 Truxtun has been demolished and converted to surface parking, providing an additional 150 parking spaces for Convention Center events. 2. The Police Department and Public Works coordinated a third neighborhood clean-up day on October 25th in the Gorrill/Robinson area of southeast Bakersfield. We appreciate the assistance of numerous volunteers from PAL and State Farm in making it a successful effort. 3. Per the enclosed memo from Public Works, Bakersfield reached a 36% recycling rate in 1996. The 3% gain from the previous year is due to phasing in the greenwaste cart collection and additional volume at the Mt. Vernon facility. 4. Also enclosed is the October 1997 CIP Status Report. 5. Responses to Council referrals are enclosed, as follows: · Traffic control and analysis for possible 4-way stop at Benton Street and Holden Way (joint response - Public Works and Police); · Removal of trash in alley at 900 block of Collins Way; · Investigation of traffic diversion through alley at 202 S. Milham; · Additional study for a 4-way stop sign at 8th and T Streets; · Clarification of report relating to traffic concerns at Fairview Road and Camp Street. (Ward 7) Traffic Engineering will perform a 4-way stop warrant check of the intersection of Benton Street and Holden Way. The results should be available in about two weeks, subject to delays caused by weather or vandalism. We will issue a report with the results and any recommendations. Description: Benton Street is a north/south residential roadway, posted 25 miles per hour uncontrolled at Holden Way. Holden Way is an east/west residential roadway, controlled by stop signs in both directions, at intersection with Benton Street. History: A check with S.W.I.T.R.S. (California Statewide Integrated Traffic Report System) indicates no collisions at the intersection 1996 and 1997 to date. In 1996 (3) citations were written at the intersection. 1997 to date, (4) citations have been written at the intersection for sign or right of way violations. For the same period (10) citations have been written for excessive speed on Benton Street, between Ming Avenue and Wilson Road. The Traffic Engineer has reviewed the road segment for improvements. The Police Department is enforcing speed limits on Fairview. The intersection of Fairview and Camp does not meet a warrant for 3-way stop controls based on traffic volume. The Traffic Engineer is considering other justifications for installing a 3-way stop as it would be beneficial for traffic entering and leaving Camp Street and provide a break in traffic.
