SUBJECT: GENERAL INFORMATION
1. During the last Council statements, Bill Cooper requested a fee waiver on a BZA
appeal. Information on that subject is enclosed. We do not waive these fees,
generally. If members of City Council wished to pay them on behalf of an applicant
it would require a Council motion and vote.
2. The engineering report on the Bakersfield sign over Union is in, so we will put that
back on the Budget and Finance Committee agenda. The cost to rehabilitate the sign
is $100,000. The cost to demolish is $35,000. We have been advised that ownership
has been moved to a not-for-profit corporation.
3. Responses to Council referrals are enclosed, as follows:
· Review site line and parking on west side of H Street between 27th and 28th
Streets;
· Schedule repair work on El Potrero Lane and resurfacing on El Caballo and El
Berrendo;
· Contact railroad company regarding repair work of N Street crossing;
· Bring back freeway alignment proposed by CalTrans to place revised
specifications in City maps to January 14th Council meeting.
· Possible coordination of traffic signals along Old River Road between Ming
Avenue and Stockdale Highway.
4. An update on the Panorama Burn Dump project is enclosed. The DTSC will approve
the Remedial Action Plan on December 29th

5. Enclosed is a letter from the County CAO regarding the site they are considering for
a replacement facility for the Public Health Department. The location is on County
owned property at the Kern Medical Center campus. Our reply, also enclosed,
indicates that the City may be willing to make a monetary contribution to the project,
but it would be contingent upon the County annexing the subject property into the
City.
6. As a reminder, I will be on vacation next week. The office will have my number,
should there be an emergency. Dolores Teubner will be in charge.

Dear Scott:
Thank you for your letter of December 17th which provides a status report on the County's
effort to move along construction of a building for the Health Department.
City staff is willing to recommend use of $350,000 in Housing and Community Development
funds as an element of our 1998/99 budget as a contribution to this project, contingent
upon the County annexing the County owned property of the Kern Medical Center complex
and Heritage Park into the City. The only factor different here from our earlier proposal is
the annexation. The earlier sites discussed were already in the City of Bakersfield - not
contiguous, non-annexed properties like the KMC complex.
As you know, it is possible that the City Council may have differing views on this
contribution, so I can only assure you of what the City staff will recommend.
Please let me know. We are entering our budget cycle.

Dear Alan:
With the assistance of the City of Bakersfield, the County ha~ been evaluating various l~otential sites for
a replacement facility for the Kern County Department of Public Health. You have previously indicated
that if the County selected a site other than the Bakersfield Federal Building that you would recommend
a City financial contribution to this project. Originally, our discussions were centered around the 14th
and "Q" Street site. l~uring those discussions and subsequent writ-ten confirmation your office indicated
that you were willing to recommend that the City acquire, clear and donate to the County, hal~ of the site
with an estimated value of $350,000. You also indicated in your October 9 letter that thi~ amount could
be contributed to the project at another suitable location, subject to City Council approval.
The County Administrative Office is prepared to recommend to the Board of Supervisors that the site of
the replacement facility for the Department of Public Health be on the Kern Medical Center campus,
contingent upon the City financial contribution previously discussed. This site is located on County-
owned property bordering Mt. Vernon Avenue, between the existing County Mental Health Building and
the existing County Juvenile Justice Center. However, prior to presenting this recommendation to the
Board, we need confirmation of the CityCouncil's commitment to the contribution of the $350,000 toward
the project. Our cost comparisom of the various site alternatives have assumed this level of City financial
support.
The County sincerely appreciates the assistance provided by the City thus far. I believe that with a joint
effort between the Gity and the County to complete this project, we ca~ provicte public health services
at an enhanced level for all residents of the Bakersfield metropolitan area. If you have any questions or
require further information, please do not hesitate to call me. I look forward to your Council's favorable
comideration of this proposal.

SUBJECT: BILL COOPER'S REQUEST TO WAIVE APPEALzF'EE
You have asked what Bill Cooper would appeal.
On December 9, 1997, the Board of Zoning Adjustment approved a Conditional Use
Permit to establish a jewelry store at 6251 Truxtun Avenue. A map showing the location
and a site plan are attached for your reference.
Mr. Cooper's objection is that the plan for access to this property includes a deceleration
lane and driveway over adjacent city property zoned single family residential which was
recently landscaped with trees and shrubs. His letter to the BZA is attached. He would
like to preserve these recent plantings.

PARKING ON H STREET
As you may recall, a BZA decision was made to eliminate all on-street parking on the west side
of H Street between 27* Street and 28~h Street. When the applicant who filed for the BZA action
began to comply with the condition to place "No Parking" signs, several business owners
complained about the parking restrictions which lead to the Council referral.
After meeting with property owners in the area, staff determined that if a small amount of parking
were restricted near the intersection only, adequate site lines would be achieved. This was agreed
upon and a work order to place the necessary "No Parking" signs was prepared.
At this time, no other action is necessary.

REPAIR OF THE N STREET AT-GRADE RAILROAD CROSSING
Over the past several months,, staff, together with a consultant has been working with the
Burlington Northern Sante Fe Railroad on several projects. Other than the Amtrak Station and
Q Street grade separation, we have been actively pursuing permission to construct a "Sky Bridge"
over the tracks at N Street to connect the new arena with existing parking south of the tracks. In
addition, we have offered to pay for an improved robber or concrete at-grade crossing at N Street.
This work would be in conjunction with to other work being performed and or planned in the area
to provide a total and complete improved complex.
BNSF has been receptive to the idea and is expected to respond in a positive manner in the near
furore. We anticipate this approval to occur within the first month of 1998. We will keep you
informed of our progress.

SUBJECT: PANORAMA BURN DUMP PROJECT UPDATE
The Department of Toxic Substances Control (DTSC) completed the 30 day public review
period for the Remedial Action Plan (RAP) on December 15'. The DTSC has indicated no
substantive comments were received from other agencies or members of the public, and that
they intend to approve the RAP on December 29, 1997. This will allow Kleinfelder to proceed
with submittal of the final Engineering Plan in early January as scheduled. The DTSC expects
about a two week delay in approving the Engineering Plan due to reluctance of two
homeowners over the placement of a fence on the City's property line. This means that field
work should begin in early February instead of mid-January.

SUBJECT: COORDINATION OF SIGNALS ALONG OLD RIVER ROAD BETWEEN
MING AVENUE AND STOCKDALE HIGHWAY
Icouncilmember Kevin McDermott requested staff to look into possible coordination of the
subject corridor.
Presently the signals along Old River Road are running independently in a fully actuated
non-coordinated mode. Our staff is already in the process of studying the corridor from
Ming Avenue to Stockdale Highway for possible coordination. Count data has been
collected for each intersection and we have started to model possible timing plans.
Based on our preliminary review of the data only the P.M. and A.M. peak periods have high
enough volumes to warrant coordination so we will be focusing our efforts on those two
periods. Traffic during the remainder of the day is too light to warrant coordination and
would result in a less efficient operation.
Staff will complete the study and implement the new timing plans once the holidays are
'over and we are back to full staff level. I would expect this to be complete sometime in
January 1998.
