An update on the Bakersfield Pedestrian Overcrossing is enclosed. The initial indication from Cai Trans is that they would probably not be willing to expend any funding towards rehabilitation of the structure, but we have submitted a request to the District Director, which is also enclosed. According to CalTrans, if no action is taken on the structure, the State will order its demolition and try to recoup their costs by placing a lien on the property. 2. The CIP Status Report for December is enclosed. 3. Last May, the Council approved an agreement with the County for a City-operated pilot program for bulky item recycling and disposal. As of this date, the County has not taken the agreement forward. However, staff recommends that we move forward with a pilot program for City residents only. The attached memo provides further details. Rojas, Public Works Director DATE: December 24, 1997 SUBJECT: Bakersfield Pedestrian Overcrossing Today my staff discussed the Bakersfield Pedestrian Overcrossing with Kevin Brody, Chief Permit Engineer for CalTrans District 6. Mr. Brody felt it was very unlikely that CalTrans would expend funds for the rehabilitation of this structure, but directed us to send our request for funding to Bart Bond, District Director. Upon learning that Dr. Patel had deeded the structure.to a non-profit foundation, Mr. Brody informed staff that the encroachment permit is invalid, since the permits are in individual's names and do not run with the land. However, he indicated that CalTrans would probably not take any action about this for a while. He did tell staff that if no action regarding this structure is forthcoming, then the State will order the demolition of the structure and will try to recoup their costs by liening the property. Box 12616 Fresno, CA 93778-2616 Attention: Bart Bond District Director Subject: KER-204-3.05 Bakersfield Pedestrian Overcrossing Dear Mr. Bond: The City has had several meetings recently with Dr. Patel, the former owner of the Bakersfield Pedestrian Overcrossing as a result of the engineering study recently completed by Minner and Associates (enclosed). Mr. Minner's report gives a rehabilitation cost of approximately $70,000 (not including engineering or inspection). Dr. Patel has informed the City that neither he nor the Save Our Sign Foundation can afford this cost (Dr. Patel recently deeded the sign to the Save Our Sign Foundation, a non-profit foundation). At the most the Foundation would be able to raise $20,000 to $30,000. On behalf of the Save Our Sign Foundation, we would like to explore whether the State would contribute any funds to the rehabilitation of this structure. I would welcome your thoughts on this matter. This sign is visually obstructed by the trees adjacent to the tower. The sign is likely not properly anchored to the tower. It is hazardous in the event of an earthquake. 2 Remove the stairway at the west tower. Since the east end of the bridge is blocked off (Photograph 7), access to the bridge deck is not required. The bridge is no longer used as a pedestrian overcrossing. Removal of the stairway also helps minimize vandalism to the bridge and reduce maintenance cost in the long run. 3 Remove the severely deteriorated bridge deck (light weight concrete and metal decking). The deck has deteriorated beyond repair. Several broken and loose pieces are hazardous to the motorists and pedestrians below (Photographs 8 and 9). 4 Add new angle X braces to provide lateral support for the top chords of the bridge trusses after the deck is removed. Refer to Typical Bridge Section in the Appendix. s Pour a new concrete footing adjacent to the existing pile cap at the west tower. Properly dowel the new footing to the existing. Refer to West Tower Foundation Plan in the Appendix. s Add new concrete shear walls at the first floor level of the west tower. 7Add a new concrete shear wall infill at the east abutment. Refer to East Abutment in the Appendix. · Bridge Maintenance and Repair Remove all plywood and metal panels at the underside (soffit) of the bridge. Refer to Typical Bridge Section in the Appendix. 2 Remove B A K E R S F I E L D letter signs on both faces of the bridge. Save and reuse. 3 Remove vertical metal siding (both inside and outside faces). Replace severely corroded members with new equivalent ones as required. Paint the members to meet current Caltrans standards. s Install and paint new galvanized vertical siding (outside face only) to match the color and texture of the original. 6 Remount the letter signs on both faces. Repair or replace wiring as needed. COST ESTIMATES We estimated the cost to perform the seismic retrofit and restore the bridge structure is approximately $ 70,000. The cost of engineering and field supervision is estimated to be $ 20,000. Refer to Cost Estimate in the Appendix. Complete removal of the bridge would cost approximately $ 31,000. SUMMARY The Bakersfield pedestrian overcrossing is inferior in its seismic resistance. The overcrossing has been poorly maintained. The decking and siding have been subjected to severe deterioration and corrosion. The main structural members appeared in fair condition. The bridge can be feasibly strengthened and restored to present Caltrans and Uniform Building Code standards. Cost estimates are included above. Very truly yours, WARREN A. Rojas, Public Works Director~ Date: December 30, 1997 Subject: Bulky Item Recycling/Disposal Program In May 1997, the City Council approved an agreement with the County for a City-operated pilot program for bulky item recycling and disposal to reduce illegal dumping. The proposed program was to allow City and County residents to drop off their bulky items at a designated location on the first Saturday of each month. The pilot program will use the Mt. Vernon Recycling Center for a six-month trial. City operating costs of $20,000 for the pilot program were budgeted for in FY 97-98. The County was to contribute $5,000 and waive landfill fees in return for the City's operation of the program. However, County staff has not taken the agreement forward as promised. In spite of the County's delay on this program, during talks on mandatory collection and illegal dumping Supervisor Patrick has publicly noted concern that Bakersfield has no bulky item pickup. Mayor Price responded on record and in writing that the City is waiting for the County to participate in a Metro Area program, yet County staff has still not taken the agreement forward. Staff has introduced the proposed Metro Area program to County staff more than one year ago, and the need for City residents to have a bulky item program following automation of City trash pickup. Consequently, staff recommends the following: 1. Proceed with the Pilot Program to include only City residents. 2. The program will begin in February 1998. 3. Participants will be required to show proof of residency. This will give City residents the program they need, while drawing greater attention to the lack of proper disposal practices in County areas.
