The Alternate Resolution Dispute Ad Hoc Committee will be meeting for the second time next Tuesday, and the results of their deliberations will not be finalized in time to place the matter on the January 14th agenda, as requested by the City Council. It is anticipated that their review of the matter will be completed and a recommendation forwarded to the Council at the January 28th meeting. 2. The process involved in the private bid sale of the Federal Building is explained in the attached memo from EDCD. The sale brochure will released in mid-February, with the open bid period beginning March 30, 1998. The length of the bid period will be determined by the level of bidding activity. A baseline value of the property will be set by the GSA through a fair market appraisal, and it will likely be a cash basis sale. 3. The December URM Activity Report is enclosed. 4. We are now in possession of the Baker Storage building on 14th St. Over the next several months, we will move out storage from the old corporation yard behind 515 Truxtun into that building and complete the demolition of the yard. 5. The arena is in a period of very rapid and dynamic change. If any of you would like a walk through, please give me a call. AT:rs cc: Department Heads Pamela McCarthy, City Clerk Trudy Slater, Administrative Analyst B A K E R S F I E L D Economic and Community Development Department MEMORANDUM January 6, 1998 TO: Alan Tandy, CityManager ~ FROM: Jake Wager, Economic Development Dire SUBJECT: 800 Truxtun Avenue (Federal Building) Per your request of today, I contacted Rhonda Rance at GSA regarding the upcoming private bid sale of 800 Truxtun Avenue (Federal Building). Ms. Rance advised me that the City of Bakersfield is already on the mailing list for the sale brochure which will be released in mid-February. In explaining the process that will be followed, Ms. Rance indicated that an open bid period will commence on March 30, 1998. The bid period will be determined by the level of bidding activity. She has seen instances when the bidding period has lasted between two weeks to ninety days. During the bidding period a bid hotline will be available which will list the bidding entity and the bid amounts. The bidding parties will be able to adjust their bids throughout the bidding period. A baseline value will be set by GSA through a fair market appraisal. The baseline value will be confidential. As soon as bidding activity starts to taper off, GSA will announce a closing date for the bid period. With respect to possible terms associated with the sale, it will likely be a cash basis sale. It is presently anticipated that there will be a lease back provision to those tenants still located at 800 Truxtun Avenue at the time of the sale. The lease back would be in place until about August 1999. At this time this was all Ms. Rance had to share. We both agreed to remain in touch as we move closer to the release of the sale brochure. Currently 23 properties have been granted reimbursement checks representing a total of $97,364.18 in twenty retrofit projects and three demolition projects. Furthermore, 29 apPlications are awaiting documents prior to issuance of notice to proceed, 9 applications are awaiting expression of intent by property owner, and 22 applications have been determined inactive or ineligible.
