SUBJECT: GENERAL INFORMATION
1. A memo is enclosed regarding a Recreation and Parks survey that was distributed to
City residents during November and December, 1997. Questionnaires were mailed
to 200 randomly selected households in each ward, for a total of 1,400. The target
response rate was 50%, as determined by previous studies. We received a total of
932 completed questionnaires, or 67%, with all wards exceeding the expected
response rate. We will have the final results of the survey by March 1st.
2. We may, at long last, be making some progress with the County on mandatory
collection. They put off the gate fee decision two months and seem to be giving
consideration to the proposal of the thirteen cities.
3. Our annexation committee reports generally positive neighborhood meetings in Palm,
Olive, Olive extended, and Castro.
4. A response to a Council referral regarding the status of a drainage problem in front
of the Quality Inn on Oak Street is enclosed.

SUBJECT: Citizen Survey
The Applied Research Center (Cal State) has advised me that they have completed
the data collection component of our citizen survey. The attached sheet indicates the
breakdown of the number of responses (by ward). Currently, the responses are being
coded for computer entry and we should have the basic analysis completed by
February 1. Final analysis should be completed by March 1 and we will be able to
present the results to you at that time.
If you have any questions or require additional information, please let me know.

PRELIMINARY REPORT: RESPONSE RATES

Surveys were distributed to Bakersfield city residents during November and December, 1997. The
target sample size was one hundred (100) completed questionnaires per council ward, or seven
hundred ('700) total. Previous studies have established a benchmark of a fifty percent rate of survey
response. Therefore, 1,400 questionnaires (200 per ward) were distributed to randomly selected
households to ensure that the target of seven hundred completed questionnaires would be met.
Response rates both for the total sample and within each council ward are listed below. The target
was exceeded in each ward, with a total of 932 completed questionnaires. The response rate for the
study is 67 percent.

SUBJECT: DRAINAGE ON OAK STREET

ICouncilmember Rowles requested that Public Works staff keep him informed of the status of the
drainage issue with the Quality Inn, on Oak Street.
The drainage problem in front of the Quality Inn, located at 1011 Oak Street, is on our
priority concrete repair list. We have surveyed the gutter flow-line. Repairs to correct
the drainage problem is scheduled for February 9, 1998.
The manager of the Quality Inn will be contacted, by the Street Division, and notified of
our intent to proceed with the concrete repairs on the scheduled date.
