The City's Parks and Recreation Department has been nominated for a Beautiful Bakersfield Award in the Public/Private Partnership category. In addition, the City's Code Enforcement Officers have been nominated in the Humanitarian Group category. Congratulations to staff on their outstanding efforts. 2. Responses to Council referrals are enclosed, as follows: · traffic control at Alum and Dovewood; · traffic control at 8t~ and T Streets; and, · Hughes Lane striping. · Loudon School Road Widening · Sand problem on Belle Terrace 3. A graffiti update is enclosed 4. Suite sales for Centennial Garden have picked up after a quiet time. We've leased 16 of the 24 and have some prospects pending. Ogden has an interim Marketing Director on board - he is starting signage sales and is offi¢ing at the Convention Center. Send any prospects you know to Scott Norton at the Convention Center, please. 5. It's been a wild week on the Kern River freeway. We survived the KERN COG opposition and now face a threat from other parts of the state trying to get our money at the State level. 6. A copy of the notification is attached. We were nominated in the category of public/private partnerships. The specific project was for the tree planting effort in the Kern River Parkway we did in conjunction with Texaco. If you have any questions or require additional information, please let me know. The nomination is based on outstanding efforts put forth to benefit the community. The nomination is in the Public category. The annual Beautiful Bakersfield Awards Dinner will be held on Saturday, April 18, 1998 from 8:00-9:30 pm at the Fox Theater. This event will be aired live by KGET-TV 17. All nominees will l~e announced and all winners of their designate will accept the award during the awards event. In addition, this year there will be a special pre-party event to celebrate this festive evening. The pre- party will feature hors d'heuvres and entertainment and all nominees will find their name "hanging from a star" at the event. The pre-party will be held at the American Legion Hall directly across the street from the Fox Theater from 6:00pm-7:30pm. The Hall will be "transformed" into a circa 1920's evening spot. It is our greatest hope that you (and your guests) will want to attend this ceremony and pre-party and join the many other deserving nominees. Invitation packets for the event will be mailed to you at a later date. Tickets will be $15 for the televised awards ceremony at the Fox Theater and $15 for the pre-party. Although we encourage you to attend both events, it will be possible to purchase tickets for the award event only. If you would like to submit backup documentation that would be helpful to the judges when evaluating your nominatiOn among the other nominees, please follow these guidelines. Your display should be mounted on one science fair board, approximately 32" x 40". The display board can be purchased at an)' arts and crafts store. Information can include letters, newspaper articles, pictures, etc. Information must be delivered to the Chamber office, 1725 Eye Street. Attn: L. J. Cathy on Thursday or Friday. March 5 & 6. The study also indicated that drivers are speeding on 8h Street. Staff contacted Mrs. Pam Bianchi, School Principal and informed her that the Street Division would widen the street as requested. However, it would be a temporary solution until the area is developed. Street grindings will be used for base and it will be sealed with a light resurfacing material. We will schedule this project for late March 1998. Mrs. Bianchi was satisfied with our solution. Mrs. Bianchi will be notified a week in advance before we proceed with the street widening project. The Street Maintenance Superintendent, tried to contact Mr. Cannon on Tuesday, (2/17/98). However, there was nobody home at 1100 Belle Terrace. He did leave his business card, with instructions for Mr. Cannon to call the Street Division at 326-3111. As of Thursday (2/19/98) Mr. Cannon had not responded to the request. Since the Fairgrounds parking lot is not City property, Mr. Bob Putmey, Deputy Manager of the Fairgrounds was contacted and informed of Mr. Cannon's concern. The cooperation of the City Attorney's Office and the Finance Department have been extremely helpful. Educational Activities To this date, thirty-one schools have scheduled anti-graffiti assemblies. These assemblies are targeted to four, fifth and sixth grade students inthe Rosedale, Panama, and Bakersfield City school districts. Special Projects Judy Skousen, City Attorney Virginia Gennaro, Deputy City Attorney I 2 MEMORANDUM TO: ALAN TANDY, CITY MANAGER FROM: JACK HARDISTY, DEVELOPMENT SERVICES DIR SUBJECT: WASTE TIRE ABATEMENT Last night, Randy Fidler, Terry Buss, Ralph Huey and I met with twenty-thre~ representatives of tire shops and tire haulers to discuss possible solutions to illegal tire dumping around the city. They were naturally concerned that government would be interested in their business but as we talked they did offer a wide variety of ideas, requests and observations. Some were: 1. Public service spots on TV and radio about problems of illegal disposal and how to fight it. 2. Reward for calls to hot line or secret witness about illegal dumpers. 3. Educate and fund police officer involvement in apprehension of illegal haulers and dumpers. 4. Check the manifests and other existing paper work of the shops. 5. Make appointments or schedule time with the shop owners to go over waste tire storage and shipping. 6. Include waste tire management as part of business plans which are required. 7. Have a few amnesty days where people can toss in three or four tires at no charge. 8. Lower the County., disposal fees to a break even number. 9. Establish an inexpensive pick-up service for the small shops who don't generate enough tires to be served by large haulers. 10. Be reasonable and understanding when it comes to enforcement. I did tell them that when we were ready to present our proposals to the City Council that a draft would be sent to them first for review and recommendation for improvement. JH:pjt m~mat-wt BAKERSFIELD MEMORANDUM TO: Alan Tandy, City' Manager FROM: Raul Rojas, Public Works Direct DATE: February 17, 1998 SUBJECT: AUTOMATED REFUSE AND GREENWASTE PROGRAM UPDATE The hauling contractors will be converting 5200 more homes to automated service over the next few weeks. These homes (4200 regular homes and 1000 mobile homes) are served by Southside Sanitation, and are located in Wards 1, 5, 6, and 7. This phase III will complete automation in Southside's area.
