SUBJECT: GENERAL INFORMATION
1. Work began on Centennial Plaza this week.
2. I had four tours and/or presentations to CSUB on the subject of moving the mens'
basketball program. They went well, but it is still too early to tell what will happen.
3. The latest update showing snowpack accumulation in the Kern River Basin is
enclosed from Water Resources. We are now at 204% of normal.
4. The bid invitation issued for the purchase of the Federal Building is enclosed for your
information. The written auction begins March 30th.
5. The February update on the status of the URM assistance program is enclosed.
'6. Retirements are always a difficult thing. It is well deserved for the employee, but a
loss for the organization. Fire Chief Mike Kelly has advised me that he will begin
working on his golf game more often, beginning this May. His services have been
appreciated, and he will be missed.
7. The CIP Status Report for February is enclosed.
8. The press release announcing Harvel Plastic's plans to build a manufacturing plant
in Bakersfield is attached. Completion of the facility is expected to be Fall 1998. The
company has maintained a warehouse facility here since 1994.

Harvel Plastics To Build Manufacturing
Facility In Bakersfield

Harvel Plastics, Inc., of Easton, PA, has announced plans to construct a 100,000 square
foot plant at 7001 $chirra Court in southwest Bakersfield. The plant will employ up to
80 people. Ground breaking is scheduled for March 1998, with construction to be
completed Fall 1998.
This new plant will manufacture polyvinyl chloride pipe to serve Harvel's markets on
the west coast and the Pacific Rim. Harvel has operated a warehouse facility in
Bakersfield since 1994, distributing products manufactured in the company's Easton
plant. This warehouse was also a KEDC project.
KEDC worked with the City of Bakersfield and the California Trade & Commerce
Agency in bringing the facility to Bakersfield. Harvel initially contacted KEDC in 1995
regarding the location a new facility, yet was considering Las Vegas, NV, as its first
choice. According to Harvel, factors in Bakers field's favor included a higher-skilled
workforce and closer proximity to rail and shipping ports.
Harvel Plastics, Inc., manufactures PVC and chlorinated polyvinyl chloride extruded
industrial pipe, duct, and machining shapes in standard and custom sizes. The 34 year
old company employs nearly 100, and is owned by Detrex of $outhfleld, MI.
