1. The ClP Status Report for March is enclosed.
2. Also attached is Progress Report #1 on the Wastewater Treatment Plant #2
Expansion Project.
3. We have been informed that a meeting on the High Speed Rail project will be held
in Bakersfield on Wednesday, May 20th and will get more details to you when we
receive them. Engineering Services Manager, Jack LaRochelle, has been asked to
be a member of the Kern Transportation Foundation sub-committee on high speed
rail.
4. For the last eighteen years, Community Construction has maintained landscaping that
they planted on White Lane and on Saddle Drive as a means of beautifying the
entrance to their housing development, Tevis Ranch. With the construction of Tract
5872, a new wall and landscaping area is being constructed on Saddle Drive. The
conditions placed on this tract required an additional landscape easement to
accommodate the existing landscaping. However, the easement received from the
developer's engineer has proved insufficient to allow for construction of the required
sidewalk without encroaching into the trees and has necessitated the trees removal.
Although the residents of Tevis Ranch will lose some mature trees, they will be
gaining a new, larger landscaped area and a sidewalk so they won't have to walk on
the grass or in the street.
5. We will be proposing that the Community Services Department be renamed the
Recreation and Parks Department. Since Ogden will be managing the Convention
Center and Centennial Garden, the changed name for Stan Ford's operation seems
more accurate.

CONSTRUCTION PROGRESS:
Kiewit Pacific Co. completed the following work:
Site: Completed perimeter fencing modifications.
Primary Clarifier: Completed the excavation for Primary Clarifier #3.
Trickling Filters: Completed excavation of the three (3) new Trickling
Filters. Started the foundation footings on all three of
the Trickling Filters. Placed concrete for the slab on
grade and the lower walls of the Recirculation Pump
Station.
Secondary Clarifiers: Excavation is complete for the Secondary Clarifiers.
Digesters: Excavation for the Digester Control Building, and the
two (2) new Digesters, is nearly complete.
Site Electrical: Performed preliminary pot holing of existing electrical
ductworks.
PLANNED ACTIVITIES FOR APRIL 1998
Primary Clarifier: Install piping below the structure.
Trickling Filters: Continue with concrete foundation walls and piping on
the Trickling Filters. Continue with the walls on the
Recirculation Pump Station.
Secondary Clarifiers: Install the influent piping and start the perimeter
footings.
Digesters: Begin the slab on grade for the Digester Control
Building.
Site: Begin installing conduit racks in the Primary Sludge
Pump Station.

SIGNIFICANT ACCOMPLISHMENTS
· A formal PARTNERING session was held on February 25, 1998. The Session
was facilitated by FMI Management Consultants. The Session was attended
by The City of Bakersfield, Boyle Engineering Corporation, Kiewit Pacific
Company and Black & Veatch. Major sub-contractors to Kiewit Pacific
Company included DYK Incorporated (Digesters), Murphy Industrial
Coatings (Coating and Paint), Sachs Electric (Electrical) and Tri-Steel
Corporation (Reinforcing Steel) also attended.
The session was extremely successful. The partnerships created continue to
preserve a team attitude on the project.
A copy of the Partnering Charter is attached.
· A Value Engineering session was held immediately following Partnering.
The session was held on February 26 and 27 and was attended by Kiewit
Pacific Company, their major subcontractors, The City of Bakersfield, Boyle
Engineering and Black & Veatch. The format followed generally accepted
value engineering practices and principles and was facilitated by Black &
Veatch. The major items identified are currently under review, design and
pricing.
Despite major rainfall events, work proceeded well. The work in progress
was secured before the rain events and minimal damage occurred. No damage
occurred to any of the permanent work. This was a significant
accomplishment given the fi-equency and severity of the storms.

We have just been informed by Dale Hawley that a meeting on the High Speed Rail project will
be held in Bakersfield on May 20, 1998. No other information is currently available as to
location or time. As those details are made available, we will immediately inform you.
In a related matter, Jack LaRochelle of Public Works has been asked to be a member of a sub-
committee to the Kern Transportation Foundation on High Speed Rail matters. Sub-committee
members include LaRochelle, Roy Wegand of Kern Tax, Ron Brummett of KernCOG and Roger
McIntosh. One of the main goals of the sub-committee is to establish an area-wide consensus on
the High Speed Rail terminal location. As directed, we will lobby for a downtown site.

SUBJECT: Trees on Saddle Drive
Tract 5872 is a 55 lot single family residential tract located on Panama Lane between Saddle Drive and
Mountain Vista Drive, north of Tevis Ranch. The trees in question were planted several years ago by
Community Construction as a means of beautifying the entrance to their housing development. Until
recently, this landscaping was maintained by Community Construction. It will now be maintained by the
Consolidated Maintenance District. Community Construction also planted trees and grass and built a rail
fence along White Lane - this area will remain under Community Construction's maintenance.
The existing landscaping consists of lawn and mature trees. Some of these trees are one and one half to
two feet in diameter. The landscaped area was originally graded to slope upwards from the street. In order
to accommodate this landscaping, the developer gave an additional easement to the City so that the required
block wall could be installed adjacent to Saddle Drive. The standard sidewalk placement was modified for
this tract and will be placed next to the wall in some areas, rather than next to the curb. However, the
additional easement is not enough to construct a sidewalk and not encroach into the trees. Also, since the
trees had extensive surface rooting, it proved impossible to either install the block wall or place the
sidewalk anywhere near the trees without cutting the trees roots.
The City's arborist has inspected these trees and has determined that they must be removed, since the root
damage renders the trees liable to falling over and will affect the trees' health. The developer will be
required to replace these trees and fix the landscaping.
