SUBJECT: GENERAL INFORMATION
1. EDCD has been notified by the HUD regional offices that they have been selected as
a 1998 Best Practice winner in the areas of Consolidated Planning and IDIS and
Reporting. Staff has been invited to participate in the national Best Practices in
Housing and Community Development Symposium to share their community
development techniques.
2. The latest activity report from the Development Services Department is enclosed.
3. There is a letter enclosed from Advanced Records Technology, the local imaging and
records management company located in southeast Bakersfield that had requested
economic assistance from the City. They have notified us of a change in their
business plans and have decided not to accept assistance.
4. Progress Report No. 3 of the Wastewater Treatment Plant #2 Expansion project is
enclosed for your information.
5. Also enclosed is the May URM Activity Report from EDCD.
6. Please remember we have only one Council meeting in July - the 15th.
7. You may notice the marquee at the Arena/Convention Center is now working - it looks
unfinished because the sides are advertising panels we are in the process of selling.
8. The May Activity Report from the Environmental Health Services Department
describing the progress of the City's LEA regulated projects is attached.

9. We are working with Ogden and the Sports Marketing Council to put in a bid for the
first ever West Coast Hockey League All Star game for next year. If we don't get it
on the first try, we should year two.

Development Services Notes

PLANNING ~'~
Environmental Reviews
1. Northwest bike path and Water Treatment Facilities first administrative draft of
the EIR is due in late June. The Notice of Preparation was posted June 5, 1998.
2. Southern Beltway second administrative draft of the EIR is due next week for
review by City, County, KCOG staff.
3. Mohawk Sewer Trunkline Negative Declaration is in production.
4. Redevelopment Area EIR requests for proposals have been sent. Proposals are
due June 12, 1998.
Annexations
5. We have asked Texaco to come into the City. The Plant Manager respectfully
declined but he is being cooperative on the trunk sewer line right-of-way.
6. We are discussing an annexation of property north of Rosedale Hwy. which is
now a producing oil field but the owner is interested in putting things in order to
convert to industrial development.
7. Another owner of property just west of the Hungry Hunter who is building a
movie theater has asked for annexation. He is interested in the sewer service.
8. The North of the River Sanitation District is evaluating the prospects of annexing
the sewage treatment lands into the City. We are working with them on
circulation and land plans.
9. The property owner at the southeast corner of Palm and Jewetta is interested in
annexation but his neighbors are not. We will continue our discussions with
them in an effort to persuade them to come into the City.
10. We have received scattered favorable response from the southern area and we
are working to pull together' areas for annexation. There was a concentrated
negative response from the Pumpkin Center community.
11. The Sphere of Influence Application was delivered to LAFCO last Friday. The
next move is up to Bill.

Significant Projects
12. Inter. est in developing the northeast is growing. We have had initial discussions
with a developer about his plans for two square miles near Mesa Matin. Another
developer has submitted an incomplete application to subdivide a square mile
into 1100 lots northeast of the old County landfill.
13. The Glennwood Gardens (Elder Care Northeast of Calloway Road and Cross
Valley Canal) will be back to the Planning Commission July 2, 1998 for approval
of another plan change.
14. The Grand Canal will be applying for a plan change by the end of June to
increase its floor area.
15. The East Brundage address correction program has progressed from the
inventory stage to the phase where staff will develop a numbering series to fit
the metropolitan addressing scheme. This will be done as time permits.
Other Agencies
16. The Air Pollution Control District has promulgated air quality guidelines for
CEQA. They basically define projects equivalent to 150 dwelling units as
significant and in lieu of real mitigation they will accept money. We are
monitoring them.
17. The State Department of Conservation has served us with a notice to prepare
draft amendments to our Surface Mining and Reclamation (SMARA) Ordinance
that would bring it into compliance with State law. In addition to enforcing State
law, they expect us to duplicate it in our local ordinance.
18. The County Development Services Director is recommending the establishment
of a Code Enforcement Division to deal with zoning violations and public
nuisance problems. The proposal is an improvement over their current
operations and we are watching to see if there might be some ideas we could
use.
BUILDING INSPECTION
Significant Projects
19. The forensic crime lab (108,000 sq. ft.) walls are up and the parking garage
(135,000 sq. ft.) is coming up out of the ground.
20. Permits have been issued for the 30,000 sq. ft. phase of the Marketplace.
21. Permits have been issued for a 3,310 seat theater at Valley Plaza.
22. The Northwest Promenade at Coffee Road and Rosedale Highway has permits
for 157,000 sq. ft. of retail space. Most of the construction is well underway.
23. Galey's Marine Supply has permits for its new location at the south end of the
Auto Mall.
24. Computer USA next to Barnes & Noble has just opened.
25. Castle & Cook has submitted plans for a new three story office building at the
corner of Stockdale Highway and Old River Road.
Code Enforcement
26. Our focus on the wild land fire exposure has been completed and we are now
directing our attention to the weedy lots internal to the City. Last week Dennis
Fidler heard 65 weed abatement cases and next week he will hear over 100. His
hearings are now being scheduled weekly to keep up.
27. The Casa Royale had another fire June 1, 1998. Apparently, fencing may not be
sufficient security of the premises. This is scheduled for closed session
consideration by the City Council at next Wednesday's meeting.
28. After the Casa Royale we will be recommending more aggressive enforcement
against the Chaparral.
29. The Knights Inn at Union and White Avenues is in escrow and our cost of
enforcement ($4,500) will be paid back.
30. A warrant is being requested to allow us to clean up a large accumulation of junk
and vehicles at 4000 White Lane. The owner has been stalling us for two years.
He has not lived up to his agreements nor completed the cleanup within time
extension after time extension.
31. We are reasonably sure we will be receiving a combination of grants ($100,000)
from the State to clean up waste tires and enforce tire disposal regulations.
Integrated Waste Management staff has told us we would get it and they sent a
news release to the "California" that it was approved but so far no official notice
or check.
Closing on something of a sad note; I learned Wednesday night that Pam (a
Department Secretary) and Earl Townsend were in a traffic accident. Pam survived
with serious cuts and bruises but Earl died at the scene. Pam should be released from
the hospital in Santa Maria and be home on Friday.

me by the City of Bakersfield. While I appreciate the City Council's willingness to assist me,
my current business plans call for a different direction than what was previously anticipated at the
time of my agreement with the City.
Please extend my sincerest appreciation to the City Council and in particular Councilmember
Irma Carson. I would hope that if in the future I needed the City's assistance that you would once
again be willing to do so. Also, please be assured I remain committed to Southeast Bakersfield.

CONSTRUCTION PROGRESS
I. Major construction quantities to date include:
· Man Hours To Date: 35,000 mh
· Square Feet of Concrete Formwork: 78,000 sf
· Concrete-Steel Reinforcing Installed: 270 tons
· Cubic Yards of Concrete Placed: 3600 c.y.
· Cubic Yards of Structure Excavation: 24,000 c.y.
· Cubic Yards of Site Excavation: 35,000 c.y.
· Cubic Yards of Trench Excavation: 9,900 c.y.
· Cubic Yards of Bedding and Backfill: 4,500 c.y.
· Linear Feet of 42 inch, 48 inch and 60 inch
Diameter Cement Mortar Lined Steel Pipe: 1,380 fi.
II. Kiewit Pacific Co. completed the following work:
Site: Installed electrical duct bank. Completed
approximately 60 percent of large diameter process
piping.
Primary Clarifiers: Completed base slab.
Trickling Filters: Completed Trickling Filter #3 base slab and
approximately 50 percent of the media support system.
Completed wall on Trickling Filters 1, 2 and 3 to
construction joint above main vents and launder.
Secondary Clarifiers: Completed the underground piping and middle
hoppers. Have the subgrade work complete for the
Secondary Sludge Pump Station.
Digesters: Tying steel for the fa'st of two digester slabs on grade.
75% complete with the Digester. Control Building
basement walls.

SIGNIFICANT ACCOMPLISHMENTS
Kiewit Pacific completed 6 months of safe work within their Southwest District.
Of the nearly 500~000 man hours worked, this project accounted for 35~000 of
these. Kiewit has not had a recordable incident on Plant 2.
Shop Drawings and RFI's continue to enjoy short turn around times.
To date, there has been no significant re-work required.
· Innovative construction methods have enabled Kiewit to continue to recover the
schedule despite the days lost to weather.
· Partnering continues to set the stage for quality in construction and timely
prosecution of the work.
· Completed HVAC installation in existing Administration/Control building.

AREAS OF CONCERN
· None
PROPOSED CHANGE ORDERS
· Proposed Change Order No. 1 has been finalized. Miscellaneous construction
revisions will add $27,200.00. Value Engineering construction revisions saved
$239,000.00. Value Engineering construction revisions will be equally split
between the City and Kiewit. The net effect of Change Order No. 1 will be to
decrease the current contract mount $92,300.00.
· Proposed Change Order No. 2, also a Value Engineering item, will provide for
revisions to the digesters and pumps. Savings due to the revisions are
significant with no sacrifice in process or maintenance.
