SUBJECT: GENERAL INFORMATION
1. A response to a Council inquiry is enclosed. The reapportionment and adjustment of
ward boundaries will not have any effect on the November election. We are dealing
only with the election of two years from now.
2. A note is enclosed summarizing a contact with the recruitment firm on the status of the
City Attorney vacancy.
3. We are going to elevate the staff seating area in the Council Chamber. It is not good
that staff and some Councilmembers can't see each other.
4. The 30-acre park along the river at Stockdale Highway can not progress until the legal
actions around that issue are resolved.
5. At the arena: The bridge has been placed over the tracks, the scoreboard is being
raised today, the installation of the concourse flooring is well underway, and the
dasher boards are well along. It is very good overall progress. Early ticket sales to Bill
Cosby and the Kings/Canucks game are strong.

SUBJECT: EFFECT OF REAPPORTIONMENT AND ADJUSTMENT OF WARD
BOUNDARIES PRIOR TO THE NOVEMBER ELECTION
The question has been posed as to whether a reapportionment of population within
the various City Council wards and a subsequent redrawing of the ward boundaries would
have any affect on the upcoming November election.
It is clear that any reapportionment and resulting readjustment of ward boundaries
would not be affective in time to effect the November election. In other words, the
November election must be based on the current ward boundaries. State law prohibits any
adjustment to the ward boundaries this close to an election. (See Elections Code sections
12262 and 21602.)

Subject: City Attorney recruitment
Alan,
I talked to the person on Norm Robert's staff that is handling the recruitment. They have placed 5 ads in
the following publications: Daily Journal, Hispanic Hotline, Jobs Available, Municipal Lawyer and Western
Cities. The deadline for submittal of resumes is September 11. Aprox. 2 weeks after the deadline they
will schedule a progress meeting with you and/or Councilmembers to provide a progress report and
present a list of the best candidates for review. They will then begin their screening process on those
candidates, conduct reference checks, etc. This will take about 3-4 weeks. That will put the schedule for
interviews at probably the first week of November.
