SUBJECT: GENERAL INFORMATION
1. Comments on the arena opening: Almost all of the comments I received were
positive. Can you believe the gross incompetence of a local newspaper that ran no
story on the opening of the community's $36 million centerpiece? In contrast, the TV
and radio coverage was excellent. It is also curious that a reporter from the
Manchester, New Hampshire newspaper was sent here to cover the opening. They
are considering a similar project. Oh well, pig racing at the local fair must have taken
the available space!
2. We are proceeding with the steps required to amend the Downtown Bakersfield
Redevelopment Plan to permit the eminent domain power to be extended. The
CDDA's current authority to commence eminent domain proceedings would expire in
December, 1998. Adoption of the ordinance to amend the Plan will extend the
authority to 2010.
3. A letter and annexation survey will be mailed out, in official City envelopes, to
registered voters and property owners of the Southgate area next week. A copy is
enclosed for your information. This is exploratory - not in any way, the official
annexation procedures, which we have not initiated.
4. The Bakersfield Enterprise Zone recently received two "1998 Zone Excellence
Awards" from the California Trade and Commerce Agency for bringing jobs into the
zone and training local residents for those jobs. A press release is enclosed.
5. We have been able to acquire 15 acres of unimproved land west of Manor Street.
The bike path runs diagonally across the property. This is the Wattenbarger piece.
6. An arrest was made this week of a person who failed to appear in court on a matter
concerning illegal construction. Attached is the background, as the matter may be
publicized.

7. Responses to Council requests are enclosed, as follows: · Inquiry regarding the feasibility of random drug testing for all City employees;
· Status of resurfacing McKee Road between Freeway 99 and Wible Road, and

SUBJECT: Procedures to Extend Eminent Domain for th~n Bakersfield
Redevelopment Plan
Per you instructions we are proceeding with the steps required to amend the Downtown
Bakersfield Redevelopment Plan to permit the eminent domain power to be extended. The
Agency's current authority to commence eminent domain proceedings within the Project Area is
set to expire in December, 1998, and the adoption of the ordinance would extend it to 2010.
Although the CDDA does not anticipate the use of eminent domain, it is nonetheless considered
to be an essential tool in the acquisition of property should all other efforts fail. With the recent
resurgence of activity evidenced in the downtown we are in agreement that it is important to
retain this important tool.
Therefore, to continue with a meaningful redevelopment program, it is essential the provision of
eminent domain authority remain to acquire and assemble properties within the Project Area in
order to improve development potential. The benefits of such activities will be twofold: the
Agency will continue to have a tool to combine parcels that either would be undevelopable, or
would fall well short of their market potential; and, improvements made to the Project Area's
physical environment and its functional/economic efficiency can potentially result in higher
property and sales tax revenue generated for the City.
To have the ordinance effective by the end of the year, the following must occur:
Sept. 25 Mailing of public heating notice to property owners, residents, businesses and
taxing agencies in project area.
Oct. 26 CDDA heating on ordinance
Nov. 4 First reading of ordinance by Council
Nov. 18 Second reading of ordinance by Council

SUBJECT: Southgate No.1 Annexation Survey
The attached cover letter from the Mayor including a survey will be mailed out in an official
City envelope next week to registered voters and property owners of the Southgate area.
Staff will evaluate the results of the survey during the next several weeks and look into
scheduling a residents forum for the area. If the situation looks positive, staff is prepared
to file an application for annexation with the City Council during the month of November
1998

Dear Resident:
As you are aware, the City of Bakersfield has been distributing information in your
area regarding the benefits and impacts of joining the City. In addition, meetings were held
at the Bakersfield Airport. As Mayor, I felt that it was important for you to consider the
possible options for the Southgate area based on facts rather than hearsay.
As part of the meetings and newsletters, we tried to clear up common
misconceptions about annexation. We explained that your tax bill will not go up, but rather
will go down slightly and your zoning will not change. Residents will receive full service
police patrol including traffic enforcement. Residents and businesses will benefit from the
Bakersfield Police Department's crime and neighborhood watch programs. Infrastructure
improvements such as improved drainage and street and road repairs would be performed
in a timely manner. Most importantly, the quality of life you currently enjoy will not change.
Also provided was information on what you can expect, if you choose to join the City.
Including:
1. Your tax bill will decrease by $14.00. This is due to the fact that as a County
resident you are located in an assessment district to pay for services such
as street lights. The City provides this service as part of the base service
package available to all City residents, therefore, the assessment district
charges would come off of your tax bill resulting in a savings of $14.00.
2. City zoning will be exactly the same as the zoning you currently enjoy. In
addition, your water service, school district and park service will also stay
exactly the same. Garbage service will continue to be provided by your
current refuse company, the difference will be in the method of payment.
Instead of a monthly charge, you would pay an annual charge. Also, refuse
service within the City includes green waste recycling, leaf pick-up in the fall,
street sweeping and City provided and maintained garbage containers.
3. The Bakersfield Police Department would respond to service calls from your
area. If you have concerns about speeders or have questions about traffic
patrol in your area, please give us a call. Businesses and residents can also
reduce their vulnerability to crime in many ways by working with the
Bakersfield Police Department's Crime Prevention Unit to implement a
business or neighborhood crime watch program.

4. As a resident of Bakersfield you would be eligible to participate in many
programs which can help you buy a home, expand your business property
or fix up your property. Some of the programs available are the First Time
Homebuyers Mortgage Assistance Program which can substantially lower
the required down payment and closing costs required to buy a home. A
Home Rehabilitation Program, A Small Business Assistance Program and
Special Business Incentives for Job Creation are just a few of the programs
available to City residents.
5. The City has reserved funds set aside to pay for infrastructure improvements
such as traffic signals, 4-way stops and other traffic and safety items. We
have already identified several projects in your area such as additional fire
hydrants to improve fire protection, and storm drains to improve drainage
that we are prepared to construct in your area. These needed safety
improvements would not result in any increased costs to the residents of
your area.
6. If you are currently doing business in the County and decide to become a
City resident you will need a City business license. A City business license
typically costs $25.00 per year.
Please take a few moments to consider these facts, review the informational
newsletters that were distributed and take a few moments to fill out the attached surveY.
The survey results will tell us how we've done in informing you of the benefits and impacts
of joining the City. If you still have questions, please feel free to call our hotline at 85-

Bakersfield Enterprise Zone wins two state awards
Efforts to attract AFSA, train residents for work cited by "Excellence Awards"
The Bakersfield Enterprise Zone received two "1998 Zone Excellence Awards" from the
California Trade and Commerce Agency, recognizing efforts to bring jobs into the zone and train
local residents for those jobs. The awards were presented September 25.
The first award was the Success Story of the Year in the Large City (over 100,000 population)
category. This award highlights an exemplary retention, expansion, job creation, or partnership
effort that generated exceptional benefits to a community. Bakersfield was recognized for the
partnership between local government, job training officials, and the real estate community to
attract AFSA, the nation's largest student loan processor, and its 400 new jobs to Bakersfield's
enterprise zone. The City of Bakersfield expanded the enterprise zone to include AFSA's new
location.
The second award was in the Job Development/Workforce Preparation category. This award
honors the enterprise zone that demonstrated outstanding ability to link effectively with local job
training officials, employers, and others to create jobs and prepare area residents to fill those
jobs. Bakersfield was recognized for the innovative Customer Service Academy developed by
the Center for Professional Development at Bakersfield College. This program was created to
meet the training needs of AFSA, and linked Employers' Training Resource, Bakersfield College,
and the economic development community.

Bakersfield Enterprise Zone wins two state awards

This was the second year in a row that Bakersfield has received the Success Story of the Year
award. Last year's award saluted efforts to attract Guy Chaddock & Co. to the Bakersfield
Enterprise Zone.
The Bakersfield Enterprise Zone is one of 39 similar zones throughout California. The zones
provide state tax incentives to encourage jobs and investment. Bakersfield's Enterprise Zone is
jointly administered by the City of Bakersfield and County of Kern.

Subject: the Wattenbarger escrow closed
Scott,
We just closed escrow on 15+/- acres for the Kern River Parkway. It is located west of Manor Street,
north of the Kern River. The property is unimproved, except for the bikepath that runs diagonally across it.
It does not have a street address, but is commonly known as Assessors Parcel Number 119-122-56.
Please make the necessary arrangements to have the property insured. Let me know if you need any
additional information.

Subject: Arrest for failure to appear
A person was arrested today because he failed to appear in court on a matter concerning illegal
construction. In August, in response to a complaint, a building inspector advised a gentleman that he
was building a structure in violation of zoning and on a recorded non-buildable easement he also pointed
out that the patio was encroaching on the easement. A follow-up by the inspector's supervisor found that
building had continued and following additional discussion a second correction notice was given to the
person. The person gave the supervisor a letter stating his intent to remove the structures within 30 days.
The building was finished and subsequent access for inspection was denied. The court issued an
inspection warrant and pursuant to that the buildings were found to still be in violation and a citation was
issued. The person cited did not appear for his arraignment and the judge issued a warrant for his arrest.
I believe that arrest occurred today.

SUBJECT: RANDOM EMPLOYEE DRUG TESTING
You inquired about the feasibility of random drug testing of all City employees. There are
several reasons why this is not feasible and they are listed below:
· U.S. Supreme Court ruled in Von Raab, 489 U. S. 656 that suspicionless drug
testing was a violation of employees' fights under the fourth amendment of the
U. S. Constitution.
· The California Supreme Court, in 1997, in Loder v. City of Glendale, held that
drug testing of employees who applied for and were offered a promotion, without
regard to the position sought, violated the fourth amendment of the U. S.
Constitution. (Again, suspicionless drug testing)
· Our current MOU with Firefighters and Engineers, specifically precludes
suspicionless drug testing.
· Even if one were to disregard the decisions of the U. S. Supreme Court and the
California Supreme Court and the language of our jointly negotiated MOU, the
cost would be a significant issue. We are currently charged $35.00 per drug
screen. Assuming a once per year test on all of our employees, a minimum
expenditure of $39,000.00 could be expected.

Councilmember Salvaggio requested staff review the issue of resurfacing Mckee Road between
Freeway 99 and Wible Road, and Chester W. Nimitz, in the spring.
Mckee Road between Freeway 99 and Wible Road will be resurfaced in February 1999.
Potholes on Mckee Road were patched Thursday, September 24, 1998.
Chester W. Nimitz between Panama Lane and Fairview Road will be. reconstructed in
early March 1999.
Meanwhile, the Street Division will continue to monitor both streets and patch the
potholes, as needed.

RESPONSE:
· The city has budgeted $300,000.00 in fiscal year 1998-99 to install curb and gutter and
paving of streets in Casa Loma annexed area. Madison Street will be one of the streets
paved with these funds in fiscal year 1998-99. Until it is paved, street crews will continue
to patch the potholes. The pavement markings on Madison Street have been repainted.
· The vacant lot you referred to is city property and the weeds were mowed in June of this
year. To maintain this lot it will be mowed each year after the spring rains.

In response to City Council Referral WF0017979, by Council Member Rowles, police
department staff has provided increased enforcement and investigative efforts in an
attempt to address the issue of bicycle thefts in the Park Stockdale area.
As a result, we have identified numerous suspects and effected the arrest of two
juvenile suspects. Please refer to the attached memorandum accomplished by Sgt.
Phil Clarke for further details of this investigation.

Subject: Bicycle Thetis in Park Stockdale
Per your request I researched a reported rash of bicycle thefts in the Park Stockdale area which had been
brought to our attention through a city council referral on September 4, 1998. I requested that Jeannie
Denning in computer data complete a six month run on bicycle thefts in the Park Stockdale area which
revealed 16 reported thefts between March 1, 1998 and August 31, 1998. I also requested extra patrol in
the area which was relayed to the district cars.
Between 9/22/98 and 9/24/98 officers of this department made the arrest of two juvenile suspects and
identified ten additional juvenile suspects responsible for bicycle and other type thefts in and around the
Park Stockdale area. It is anticipated that these arrests along with the extra patrol will greatly curtail the
thefts occurring in the area. ~

This memo is a follow-up to our earlier conversations concerning the eligibility o£.street
improvements on Real Road north of Stockdale Highway for CDBG funding. The proposed project
will reconstruct approximately 44 linear feet of curb and gutter and a cross gutter along Real Road
(northwest comer of Stockdale and Real Road). The proposed improvements will alleviate ponding
and other drainage problems that occur primarily in the residential area to the east which is a low-
income area.
These improvements will be added to an existing sidewalk reconstruction project which is scheduled
to go out for bid in early November and under construction in December/January.
Hopefully this timetable will not delay any other projects in this area. The funding for this project
and the sidewalk reconstruction has been released and available to encumber.

We have just recently pulled the required permits to build a new chapel on our
church campus and we are very excited about providing a new and unique worship
facility for ourselves and for our community.
Initially, there were a mlmber of conditions placed on the project, namely:
replacing some 40' of curb and gutter along Real Road, installing a handicapped curb-
cut at the intersection of Real Road and Stockdale Highway, paying for one-half of a
landscaped median in Stockdale Highway and forming a maintenance district for such
mediar[ The items are enumerated as items 7 through 10 on Sheet A-4 on plans filed
with the City (Permit #9-03719).
Subsequent to your department's review during the Site Review process, it is
our understanding that other ways may have been found to finance these improvements
which would relieve the church of obligation to do so. If I am correct in my
understanding, I would very much appreciate an indication of your concurrence.

RESqSIONS TO THE APPROVED PLAN
Any time after site plan approval but before the approval expires, you may submit revisions to the plan.
We will treat these revisions as a new site plan application subject to a new review and required fees. The
Planning Director can only approve minor changes to thc original plan without a new application if they are
necessary to meet a condition, or result from physical obstacles or other comparable constraints.

EXPIRATION OF PLAN APPROVAL
Approval of the site plan expires on August 3, 2000, (2 years from the decision date) unless building
permits have been issued, or on projects not requiring a building permk, the use has commenced. The project
must be completed within 5 years from the decision date. If the property is rezoned, site plan approval will
expire upon the effective date of the rezoning unless the use is permitted in the new zone.
The Planning Director may extend the expiration date up to one (1) year if you resubmit new plans for
check against the code requirements in effect at that time and include a writ'ten request for the extension. We
must receive this request before expiration of the project approval. We will not require a tee for this extension
request; however, changes to the plans originally approved for purposes other than code requirements shall be
subject to a new site plan review, including payment of all required tees.
ENVIRONMENTAL DETERMINATION
This site plan review has been found to be exempt from the provisions of the California Environmental
Quality Act (CEQA) according to Section 1530 l.(e). This project is exempt because it involves an addition to
the existing church facility of less than a 50% increase and less than 2,500 sq. t~. A Notice of Exemption has
been prepared and is available for review at the Planning Division (see cover sheet for address).
~APPEAL
Any person may appeal this decision. The appeal must be filed within 10 days of the decision date to
the City of Bakersfield Planning Commission (c/o Bakersfield Planning Director, 1715 Chester Avenue,
Bakersfield, CA 93301). The appeal must be in writing stating the precise basis or issue on the appeal, and
includ~ a $330 filing tee. The appeal is limited to whether or not an adopted development standard, zoning
regulation, mitigation, or policy applied or not applied to the project, was done consistent with the authority
granted by city ordinances or the California Environmental Quality Act (CEQA). The Planning Commission
will hold a public hearing on the appeal and their decision will be final unless appealed to the Ci.ty Council.
Site plan approval is based on the statements made in the application and the plans you submitted. Any
errors or omissions on these plans could alter the compliance list and/or void this decision. If you have
questions about any of the items noted in the Site Plan Compliance List, you must speak to the contact person

your inspection.
4. Parking lot lighting is required by the Bakersfield Municipal Code (Section 17.58.060A).
Lights shall be designed, arranged, and shielded to reflect light away from adjacent residential
properties and streets. All light fixtures shall be between 15' and 40' above grade with
illumination evenly distributed across the parking area. Lighting direction and type of light
fixture shall be shown on the final site plan or included with the building plans.
5. Rooftop areas of commercial buildings (e.g. office, retail, restaurant, assembly, hotel, hospital,
church, school) shall be completely screened by parapets or other finished architectural features
constructed to a height of the highest equipment, unfinished structural element or unfinished
architectural feature of the building.
C. FIRE DEPARTMENT (staff contact - Greg Yates 805/326-3939)
1. The applicant shall contact the Fire Safety Control Division, (1715 Chester Avenue, Suite 300,
Bakersfield, CA; Ph. 805/326-3951) for fire and safety requirements. Please provide one (1)
site plan and one (1) floor plan to the Fire Marshal before beginning construction. Staff will
also issue guidelines for automatic sprinkler system fire department connections (FDC) if
sprinkler systems are required.
2. All streets and access roads to and around any building under construction must be at least 20
feet wide, contain no vehicle obstructions, and be graded to prevent water ponding. Barricades
must be placed where ditches and barriers exist in or cross roadways. Emergency vehicle
access must always be reliable.
D. PUBLIC WORKS - ENGINEERING (staff contact - Harry Afshar 805/326-3576)
1. The applicant shall reconstruct + 40' of curb and gutter along with the existing cross gutter at
the most southerly entrance to the site on Real Road.
2. The applicant shall construct standard handicap ramps at the northwest comer of Real Road and
Stockdale Highway according to adopted city standards.
3. Show on the final plan all existing connection(s) to the public sewer system.
4. All driveways, vehicular access and parking areas shall be paved with a minimum of 2" Type B,
A.C. over 3" Class II A.B. according to the Bakersfield Municipal Code (Section 15.76.020 &
17.58.050 N.) and the adopted standards of the City Engineer.
5. Before you occupy any building or site, you must reconstruct or repair substandard off-site
improvements to adopted city standards as directed by the City Engineer. Please call the
construction superintendent at 805/326-3049 to find out what improvements-will be required.

6. The Public Works Department will require you to obtain a street permit before any work can be
done within the public right-of-way (streets, alleys, easements). You must submit a copy of this
site plan review decision to the Public Works Department at the time you apply lbr the gtreet
permit.
7. A sewer connection fee shall be paid at the time a building permit is issued. We will base this
fee at the rate in et'feet at the time a building permit is issued.
8. A transportation impact fee for regional facilities shall be paid at the time a building permit is
issued, or if no building permit is required, befbre occupancy of the building or site. This tee
will be based at the rate in effect at the time the permit is issued. Based on the fee schedule in
effect for the 1998-1999 fiscal year and the proposed use, the rate would be $35 tbr each
vehicular trip. The Public Works Depa,hnent will calculate an estimate of the total fee when
you submit construction plans for the project.
9. The developer shall, along the entire frontage of the development on Stockdale Highway,
construct a landscaped median island or pay to the city $22 per linear toot for ½ the
construction of the median island.
I0. The developer shall form a mainenance district tbr maintaining the landscaped median island on
Stockdale Highway along the entire frontage of the development.
E. PUBLIC WORKS - SOLID WASTE (staff contact - John Wilburn 805/326-3114)
1. Show on the final plan one, 6' x 8' refuse bin location. Betbre occupancy of the building or site
is allowed, one, 3 cubic yard front loading type refuse bin shall be constructed on the site
according to the adopted city standards (Detail #S-43).
2. Before building permits can be issued or work begins on the property., you must contact the staff
person above to establish the level and type of service necessary fbr the collection of refuse
and/or recycled materials.
3. Facilities that participate in recycling operations must provide a location that is separate from
the refuse containment area.
4. The Solid Waste Division will determine appropriate service levels for refuse collection
required for a project. The levels of service are based on how often collection occurs as follows:
· Can or cart service -- 1 cubic yard/week or less
· Front loader bin service -- I cubic yard/week - 12 cubic yards/day

POLICY OF THE CITY OF BAKERSFIELD
RELATIVE TO THE USE OF ROAD UNDULATIONS FOR
TRAFFIC SPEED CONTROL ON PUBLIC STREETS
PURPOSE
The purpose of this policy is to set forth the process and criteria by which the installation of road
undulations may be recommended to the City Council and to identify the conditions which they may
be installed on public streets. For purposes of this policy the term "public street" shall not include
alleys, whether public or private.
BACKGROUND
The use of road undulations is not intended as solution for all traffic and speed control problems. It
will be the City's policy to carefully review each request for the installation of a road undulation to
ensure that the proposed location and attending circumstances meet all the criteria outlined in this
policy.
POLICY
1. The initiation of requests for Speed Hump installations shall be in accordance with the
following:
a. All requests shall originate from the residems of the street.
b. The City Engineer shall determine the approximate location of the proposed speed
undulation(s) and the affected area required for petition circulation.
c. All requests shall be in the form of a formal petition (forms will be supplied by the
Public Works Departmem).
d. All petitions shall be circulated by the residents themselves. The sponsor of the
petition shall circulate the petition to all residences.
e. A separate petition shall be used for each street.
f. Each petition supporting the installation of undulations shall comaln the signatures of
residents representing at least 75% of the residences as previously determined by the
City Engineer.
g. Completed petitions shall be returned to: City Engineer, City of Bakersfield, 1501
Tmxtun Avenue, Bakersfield, Ca. 93301
h. A petition supporting the installation of undulations must be submitted containing
signatures of residents desiring the installation of road undulations on the subject
street.
2. Road Undulations shall only be installed in conformance with design guidelines that have been
established by the City Engineer.
3. Since road undulations are still experimental roadway features, additions, alterations, or
removals of any or all road undulations by the City may occur at any time.
4. Prior to the installation of road undulations, the City Engineer will notify the Fire Department,
the Police Department and ambulance services of each installation.
5. If, after undulations are installed, residents wish to have the undulations removed, each
petition requesting removal of the undulations shall contain the signature of residents
representing at least 51% of the residences that face directly on the street segment where
undulations have been placed and located within 75 feet of the curb on the street and will
include all residences that access the street segment. A separate petition shall be provided for
each segment. The petition for removal will be presented to the City Engineer for his
consideration.
WARRANTS
The installation of road undulations on public streets will not be considered unless all of the following
conditions are met over the entire proposed street segment as determined by the City Engineer:
1. The average daily traffic volume shall be more than 500 but less than 2500 through vehicles
per day.
2. The street shall have a posted speed limit of 25 mph or be unposted with a prima facia limit
of 25 mph.
3. More than two-thirds (66.7%) of the surveyed motorists must exceed the posted or prima
facia speed limit or the 850, percentile must exceed the posted or prima facia speed limit by
10 mph.
4. The street shall not be over 44 feet wide.
5. The street shall have no more than 2 through traffic lanes. The curb adjacent to the road
undulation locations must be of the raised six or eight inch standard barrier curb type and not
roll-over curb.
6. The street shall have good vertical sight distance, pavement surface quality horizontal sight
distance, drainage and street lighting. It must be tree of unusual features which might affect
the operation of road undulations.
7. The street shall be residential or local street meeting the following definitions as stated in the
California Vehicle Code:
"A residential street is defined as a road having 13 or more buildings on one side of
the road or 16 or more buildings on both sides of the road, within a distance of 1/4
mile. Buildings must be located with 75 feet of the roadway curb face and they must
face and access the street. The street must be at least 300 feet in length and not
exceed a total of one mile."
8. To avoid approach speeds of greater than 40 mph, the location of the first proposed road
undulation shall be such that the approach speed in advance of the first undulation can be
effectively controlled via a physical design feature such as a curve or controlled intersection.
9. Installation of a road undulation will not be permitted where substantial diversion of traffic
to other local street will occur as determined by the City Engineer.
10. Road Undulations shall not be considered for streets that serve as bus routes or are commonly
used by emergency vehicles as an access corridor.
11. Road Undulations shall not be installed on a street where they would cause an aggregate 30
seconds delay in Fire Department response time or if they cause the response to exceed six
minutes.
12. Street Lighting must exist on the street blocks where undulations are proposed to be installed.
PROCEDURES
1. At, er a petition is received, the City Engineer will
a. Verify that each petition contains the requisite number of signatures by calculating the
total number of residents that are entitled to sign the petition and ensure that the 75%
criterion has been met.
b. Obtain necessary traffic data.
c. Verify compliance with all warrants.
2. All requests for road undulations that meet all policies and warrants will be given to the City
Engineer. The City Engineer will review all relevant issues and then make recommendations
as to which streets should receive road undulations.
3. The City Engineer will make recommendations to the City Council for approval of installing
road undulations on a particular street.
4. Staff'will field locate the approved road undulations for the installation.
INSTALLATION
Construction
1. The City shall procure an annual contract for speed undulation installation.
2. All undulations shall be constructed in accordance with City adopted standards.
3. The undulations shall be installed across the entire roadway to the lip of the gutter with the
last one foot tapered flush with the pavement to minimize gutter running and to preserve
gutter flows.
4. Prior to construction, the sponsoring group shall deposit to the City the dollar amount
required per the annual contract or, obtain a private Contractor to install all required speed
undulations.
5. A private contractor shall obtain an "Open Street" permit prior to beginning construction.
Warning Devices
1. A standard Caltrans W37 30" warning sign stating "Bumps" with 5 inch series E letters
should be installed at least 100 feet from the undulation.
2. Speed advisory signs stating 10 mph should be installed below the "Bumps" warning signs.
3. Signs and markings shall be installed with undulation construction.
4. 8-foot high "Bump" legends should be painted in white at approximately 50 to 100 feet in
advance of road each undulation. These legends should remain for up to one year after
installation of the undulation after which time the legend may be removed.
5. One foot wide longitudinal ladder markings should be painted on each undulation at 6 feet on
center.
6. Double yellow centerline may be provided in the vicinity of the undulation where determined
by the City Engineer.
Placement of Undulations
Road Undulations should be placed according to the following guidelines:
1. Undulations should be placed from 200 to 300 feet away from intersections, stop signs or
sharp curves so that drivers are unlikely to approach them at high speed. This ensures that
sufficient driver reaction time is provided.
2. Undulations should be spaced from 200 to 400 feet apart.
3. The final positioning of the undulations should take into consideration the following which
should be field verified prior to installation:
a. All undulations shall not be located over manholes or within 30 feet of hydrants.
b. Undulations should be located downstream of storm drains.
c. Undulations should be located on property lines when possible.
d. Undulations should be 10 feet away from driveways.
e. Vertical curves and grades should be evaluated with respect to advance visibility of
undulations. Typically, all undulations should be placed at least 200 feet away from
sharp horizontal curves and be readily visible from at least 200 feet if placed near
vehicle curves.
f. Undulations should not be placed on horizontal curves of less than 300 feet radius.
4. Undulations should not be placed on streets with grades greater than 10% or in a location that
is not clearly visible for at least 200 feet.

The Traffic Engineer has reviewed the request from Chris Addington, architect for
Bakersfield College, to have the City close the median opening on Mt. Vernon at the drive
on the north side of the stadium. Police reports do not indicate that this location is a
problem accident location. Closing the median would reduce exposure to drivers turning
left out of the College, but would force drivers wishing to turn into the College's drive to
make a U-turn a block north of the intersection and increasing exposure at that location.
Since the College wishes to close the median and the location is not a problem accident
location, the Traffic Engineer recommends that Bakersfield College obtain appropriate
permits and fund the median closure with their own funds.
The Traffic Engineer will perform a study for the requested multi-way stop on University
and install stop signs if warranted.

The Kern Community College District is in the process of completing construction in the Public
right of way, as well as on campus improvements for safe traffic control. We have worked in
conjunction with your staff to develop a new Mt. Vernon entrance into the campus at Christmas
Tree Lane with the new signalized intersection. We have created stacking space allowing
safer exit and entrance to the campus and stadium parking. This will reduce the number of
accidents from Mt. Vernon. We are requesting that you do the following to further reduce
traffic congestion and help us create a safe campus and surroundings:
1. Close the existing median break that allows left turn into the campus from North bound Mt.
Vernon traffic. We propose that you completely close the median and not allow left turn
from the campus to North Bound traffic on Mt. Vernon. See attached sketch.
2. We have remaster planned our campus to create a perimeter loop to reduce interaction
between pedestrians and vehicles. This has put more traffic on University. We propose
that you put a 3 way stop at our University exit such that traffic can exit and enter our
campus safely. See attached sketch.

for the safety of the City's residents. Mr. Aries assured the City that the project was
moving forward and he would expedite the project where possible. At this time, he still
estimates the project to be in construction in the spring of 1999.

I. Project Narrative Executive Summary
This report is for the Bakersfield Wastewater Treatment Plant 3, 1997 Expansion construction
activities from January 1, 1998 through August 31, 1998.
The Notice to Proceed with construction was issued to the Contractor on October 6, 1997.
The contract time period is 550 calendar days, making the contract completion date April 9,
1999.
At the end of this period the contract time elapsed was 330 days out of 550 which is 60% of
the contract time elapsed. The dollar amount paid out to the Contractor is $7,932,763.00 out
of$11,686,500.00 which is 68% of the contract total
In the next period the contractor should begin the installation of the major equipment items
including the primary and secondary clarffier shdge and scum collector equipment and the
installation of the Digester Control Building equipment.
II. Construction Activity Detail Summary
through August 31, 1998
Headworks Construction
The headworks influent pumps have been delivered to the site and are ready for installation.
The electrical subcontractor has roughed in some of the electrical conduits for the power and
control wiring for the new motors.
Primary Clarifiers
The concrete work for the Primary Clarifier 1 tank was completed. The tanks were tested,
damproofed and backfllled.
Trickling Filters
The media curbs were completed as was the tank's interior wall. The tank is ready for the
media installation. The media installation began in August but was halted due to quality
problems with the media.
Trickling Filter Recirculation Pump Station
The coal tar application was completed in February. The new recirculation pump was
installed, but the electrical work remains to be completed to make the pump operational. The
new sluice gate for Trickling Filter 4 was installed and grouted.

Secondary Clarifier 4
The slab, the tank walls, the launder deck, launder walls and the exterior perimeter wall were
all placed. The tank exterior walls were damproofed and the tank was backfilled to the
sidewalk subgrade elevation.
Sludge Digesters 5 and 6 and Digester Control Building
All the concrete for the Digesters and the Digester Control Building was placed. Digester 6's
dome was tensioned and water testing begun. The equipment for the basement of the Digester
Control Building was set in place as was all the large diameter piping prior to the ground floor
slab being placed.
Yard Piping
The Contractor installed the 60" Reinforced Concrete Pipe for the outfall line to the effluent
pump station. The 48" effluent line from Junction Box 2 was also installed and tested. The
contractor began installation of the 8" decant line for the sludge beds.
Sludge Drying Bed (Lagoon A) and Lagoon B
American Paving, the earthwork subcontractor began placing the fill in Lagoon A to bring the
lagoon up to the elevation for the new sludge drying
Emergency Generator and Electrical work
The new standby Emergency Generator was placed and the wiring connected. The electrical
subcontractor continues to work on the generator to ready it for use during the MCC change
over.
Startup and Training
The Operations and Maintenance manual review has been ongoing.
Ill. Significant I~ues
A high percentage of the trickling filter media was rejected. The supplier has stopped delivery
and returned some truckloads of the media to the manufacturing plant. The supplier is
reported to be correcting the quality problems and will resume deliveries starting September 1,
1998.
