1. Sales at the Garden for both Disney on Ice and World Wrestling Federation are very
strong. CSUB has set a ticket sale record.
2. Monday, we have an Ad Hoc Fire Committee meeting - it is the first time we have been
able to get the County to meet in over a year. Hopefully it will wrap that issue up.
3. Attached please find the reservation guide for Centennial Plaza, which is in response
to Councilmember Carson's request for the steps to reserve the Plaza. These will be
made available upon request from the Department of Recreation and Parks, and at the
Centennial Garden administrative offices.
4. The September Activity Report fOr LEA regulated projects within the City of Bakersfield
is enclosed.
5. Responses to Council referrals are enclosed, as follows: · Update on left hand turn light at Planz Road and South H Street;
· Investigate and report on issue of increased activity and additional lighting in the
area of West High School;
· Staff to make road repairs on Calcutta Drive, east of South H Street;
· Repair road at intersection of Panama Lane and Castleton Street;
· Provide overview of police enforcement, safety, and parking recommendations on
21st Street, adjacent to Beach Park;

RESPONSE:
Staffhas reviewed street lighting in the area of West High School and found existing
lighting to be lower wattage and obscured by trees. In addition, no street lighting exists on
the section of Fjord Street adjacent to Patriots Park.
Staffwill be upgrading the wattage of existing street lighting in the area and requesting the
Parks Department trim the trees. A plan will be formulated to install additional street
lighting along Fjord Street adjacent to Patriots Park.

The potholes at the intersection of Panama Lane and Castleton Street were patched
Monday, October 26, 1998.
There is a need for section repairs (dig-outs) on the westbound lane of Panama Lane
between Wible Road and Ashe Road. If weather conditions permit, the Streets Division
will perform the section repairs in December 1998. Otherwise, we will schedule the work
for March 1999.

21 st Street between Oak Street and Westwind Drive, is a 2-lane east/west roadway. 21st Street
is abutted at the north curb line by Beach Park and at the south by Jim Burke Ford. The north curb line
allows approximately nine, time limited (90 minutes) parking spaces just west of Oak Street. The
remaining spaces to Westwind Drive are posted 'no parking.' In this configuration there is ample room
for traffic movement both east and west.
Parking enforcement is rarely conducted on the time-signed portion of 21st Street, unless there
is a complaint. This is due to the fact that almost all of the parking inside Beach Park is not time
restricted and there is more than ample parking. On any given day less than one-tenth of the unlimited
parking spaces are utilized at the park. Most vehicles parked in the time-signed portion of 21st Street,
belong to Jim Burke employees. On October 23, 1998, Police Service Technician T. Freeman was
assigned to mark vehicles in the 90 minute zones. Twelve citations were issued for overtime parking.
In summation, parking on 215 does not restrict traffic flow. Parking enforcement in that area
is addressed on a complaint basis only. This is the first inquiry we have had about parking on 21st
Street, causing a dangerous narrowing of the roadway. There have been no reported collisions on 21st
between Oak Street and Westwind Drive, due to parked vehicles.
Recommendations: Have street maintenance reassess parking needs on 2 l~t Street between Oak Street
and Westwind Drive (i.e., removal of time limitation or no parking signs, etc.). Continue to handle
parking violations in the area on a random patrol and complaint basis.

The Traffic Engineer completed a study of the intersection of 8th and T Streets earlier this
month. No warrant for a 4-way stop is met. The last study was consistent with the
previous three studies and no changes in traffic patterns, volume or pedestrian usage was
noted. The intersection has an excellent history with only one accident reported in over
twelve months. Since the volumes observed in all the traffic studies for this intersection
are less than half of the minimum threshold required to consider stop signs and the area
is built out with no increases in traffic volume expected, a 4-way stop is unlikely to be
warranted in the near future. The Traffic Engineer proposes no changes.

SUBJECT: COUNCIL REFERRAL WF0017994/001, WARD I, 1500 BLOCK OF EL
TORO DRIVE.
'CARSON REQUESTED STAFF TO REVIEW THE ROAD CONDITIONS IN THE 1500
BLOCK OF EL TORO DRIVE AND REQUESTED A STATUS REPORT REGARDING THE
SPEED BUMPS."
ROAD CONDITIONS.
The street pavement in the 1500 block of El Toro Drive needs some minor patching
adjacent to the concrete gutter. There are lots of cars parked out in the street, making it
difficult to patch these areas. However, the Street Division will contact residents and patch
these areas the week of October, 26, 1998.
SPEED BUMPS
The plans and specifications for the installation of the Speed Bumps on El Toro and the
alley have been completed. The bumps will be installed by City crews to expedite the
project. Work is expected to start in a few weeks and be completed about the end of
November. The General Services will install the signs and road markings. The project is
funded by Community Development funds.

SUBJECT: CASA ROYALE - REFERRAL#WF0017986
Monday morning (10~26~98) we reported to the Superior Court that the Casa Royale had not
been cleaned up as ordered. We requested approval to immediately cleanup the 300 wing and
approval to commence proceedings to cleanup the balance of the property. Both those
requests were granted.
The Building Director will order a summary abatement of the 300 wing so we can take
immediate action to clean it up. The City can then file a lien against the property for the cost of
abatement and begin foreclosure.
As directed by the City Council, Economic Development/Community Development Department
has a proposal to appropriate $246,000 to the Home Operating Budget to demolish the Casa.
Royale in the next Council agenda.
We will then post the property as dangerous and follow the standard procedure of notices and
hearings to cleanup the balance of the property.
