Welcome and congratulations to the two Councilmembers-Elect! They will be included in all materials distribution from this point forward. 2. We have in process the seventh house sale on Panorama. That puts us at, essentially, the halfway point. 3. Disney on Ice is doing very well and has exceeded all expectations. 4. We continue to progress towards adoption of a South Beltway alignment. The comment period and hearing on the adequacy of the draft EIR have been completed, but to accommodate the differences between the City's and County's review process, additional comments will be accepted up to the close of the alignment hearing by the Planning Commission in December. The City Council should be hearing this in February. 5. A memo is enclosed from the Public Works Director regarding the status of our street maintenance program for FY 98/99. We have made substantial progress so far this year, but due to our aggressive program and the damage caused by the heavy storm season, we have also used a great deal of our street maintenance budget. Staff is in the process of determining how much will be needed in additional monies and the potential funding sources. 6. Responses to Council requests are enclosed, as follows: · Status report on the Dennen area sewer project; · Update on repairs of a cross-gutter located at 22n~ and Beech Streets. 7. The latest editions of the redevelopment newsletters for Old Town Kern and Southeast Bakersfield are enclosed. Testimony at that hearing focused primarily on the appropriateness of the "preferred" alternative on residential areas west of Highway 99. Responses have been prepared for the final EIR to be certified at the Planning Commission's hearing for plan line consideration on December 17, 1998. Since the City and County are co-lead agencies on this project, we need to take an extra step to insure that both our procedural requirements are satisfied. The City conducts a public hearing on the adequacy of draft EIR's during the comment period while the County does not have a public hearing except to consider adoption. Therefore, in addition to the public hearing during the comment period, the Planning Commission will have an additional public hearing on the EIR while they are hearing the plan line proposal. This way county residents who may have planned to speak on the adequacy of the EIR and on the appropriateness of the plan. line will have an opportunity to do so. Everyone within one half mile of the preferred and alternative alignments was notified of their, ability to comment on the draft EIR and the adoption of a plan line. After the Planning Commission hearing in December, additional notices and hearings will be conducted by the City Council in February 1999, County Planning Commission in March 1999, and Board of Supervisors in May 1999. I am pleased to inform you that Streets Division staff has been making substantial progress in the City's street maintenance program. Crews have been busy with crack sealing, pothole patching, dig-outs and resurfacing a significant number of local streets. We have adopted an aggressive street maintenance program in order to extend the life of our streets and avoid the costly reconstruction process necessitated when street maintenance is delayed. Street maintenance has been especially critical since the onset of this fiscal year, due to the heavy storm season. In the 97/98 fiscal year, approximately 37,200tons of asphalt and oilsand were used in the process of maintaining City streets and alleys. While we are only four months into the current fiscal year, 37,500 tons of street material have already been used and much more work is . still needed. Now for the downside. All of this street maintenance work has caused an accelerated drain of our 98/99 street maintenance budget. The funding source for a significant portion of the street maintenance budget is the Gas Tax Fund ($750,000 allocated in the 98/99 FY). As of today, approximately $655,000 has been expended. This represents 87% of our 98/99 adopted street maintenance budget within the Gas Tax Fund. In addition, we have not received invoices for all materials ordered. An estimate of these outstanding invoices totals $100,000. In order to maintain our aggressive street maintenance program, additional funds are needed. The amount needed could range from between $300,000 to $500,000. I have instructed staffto firm up the additional amount needed. Sometime later this calendar year, I will provide you with a memo fine-tuning the additional amount needed. I will also provide a recommendation listing both advantages and disadvantages of our proposal and potential funding sources. I wanted to give you a heads-up on this situation as quickly as possible.
