At the staff level,.we are starting work on the 1999/2000 Annual Budget. All known factors considered, it should be a pretty good year - in line with the past two or three - not dynamic, but solid. 2. Centennial Garden has, in its first few months, already had 36 events with over 140,000 attending, and that is prior to the Monster Truck Show this weekend. Champions on Ice was a huge success and will return. 3. A General Information brochure issued by the Centennial Garden is enclosed. 4. On the first point lawsuit (Kern Delta & North Kern), we are the party that has been asked to draft the documents for the decision. That is, while not final, a very positive trend in the case. 5. The November Activity Report from the County on LEA regulated projects within the City of Bakersfield is enclosed. 6. Because of the long holiday period between meetings, the consent calendar is heavy for the next Council meeting; but overall, it doesn't look bad. 7. Efforts are in process to have a mediation session on the lawsuit that has delayed development of the new park on the River off Stockdale Highway. No date has been set, yet. 8. The first meetings of the Project Area Committees (PAC) have been held. Old Town Kern-Pioneer PAC met Tuesday January 5"~, and Southeast Bakersfield PAC met last night (January 7th). EDCD has prepared a summary, which is enclosed. BAKERSFIELD Economic and Community Development Department MEMORANDUM January 8, 1999 TO: Alan Tandy, City Manager ~ FROM: Jake Wager, Economic Development Direct SUBJECT: First PAC Meetings The Project Area Committees (PACs) for Old Town Kern-Pioneer (OTK-P) and Southeast Bakersfield (SE) held their first meetings earlier this week. The OTK-P PAC convened on Tuesday, January 5 followed by the SE PAC meeting on Thursday, January 7. The agendas for each meeting were identical and covered: I) a discussion of the Ralph M. Brown Act, Robert's Rules of Order and conflict of interest issues, led by Deputy City Attorney Janice Scanlan; 2) .adoption of the by-laws; 3) election of the Chairperson and Vice Chairperson; and 4) adoption of each PAC's meeting schedule. Summary of OTK-P PAC Meeting The OTK-P PAC meeting began at 6:31 p.m. with all PAC members including the alternates in attendance. There were two additional members of the public in attendance. Jerry Randall was elected as Chairperson and Don Cohen was elected as Vice-Chairperson. The by-laws were amended to allow noticing of a special meeting via facsimile. The committee agreed to hold its meetings at the Boys and Girls Club, 801 Niles Street beginning at 6:30 p.m. on the following Tuesdays: January 19 February 2 March 9 April 6 and April 27, 1999. There were no PAC member statements.
