SUBJECT: General Information
1. We are saddened by the loss of former city manager, Dale Hawley, who dedicated
many years of public service to the City organization and the community. Services
will be held next Wednesday, December 7th at the First Assembly of God Church,
4901 California Avenue, at 11:00 a.m.
2. The LAFCO Board granted us a continuance on our sphere of influence expansion
request until Tuesday, January 24th. Thanks go to Vice-Mayor Maggard and
Councilmember Couch, members of the business and development community,
and staff for their assistance and for attending in support at the hearing this week.
3. A memo is enclosed from Kern County Planning Director, Ted James, as a
notification of the new sewer policy recently adopted by the County. The
Metropolitan Bakersfield General Plan has been revised to require all new
developments that are smaller than six acres to connect to public sewer. The
County's new standards certainly reinforce our reasoning to expand the City's
sphere of influence to allow us to plan, from a financial and technical standpoint,
for new facilities we will have to provide. Thanks to the Board of Supervisors for
this action, as it should be very positive for our future!
4. The Community Services Committee met this week on both the 40-acre park and
the park at Taft Highway and Gosford Road. The Committee voted to have us
negotiate a lease with the Southwest Little League for the Jewetta / Stockdale site.
They would pay for development and maintenance.
At the Taft/Gosford site, the plan has evolved to sell the corners at Gosford/Taft
and Ash/Taft for commercial development. The par-three golf course has been
deleted and youth football fields added. This plan will continue to evolve over time.
5. Water Resources is reporting that the first major storm system of the current winter
season shoWs signs of delivering significant snowfall on the Kern River watershed.
This powerful storm follows one of the driest Novembers in recent history..The
storm has remained active through today, December 2nd, and the snow gauges are
still rising. Hopefully this winter activity is the start of another great water year in
2006!

6. The Public Works street maintenance schedule for next week is enclosed. It may
be affected by weather factors.
7. A response to a Council referral is enclosed:

· Increased police patrol at various locations: near Valhalla and New Stine, and
the east side of Stine near Ridgeview High School, particularly on Jackson
Ridge, Blue River, and White Gate to Acres.

SUBJECT:New Metropolitan Bakersfield General Sewer Policies and the Deletion of
Old Specific Plans
On November 15, 2005, the Kern County Board of Supervisors approved revisions to the
Metropolitan Bakersfield General Plan and several specific plans (Western Rosedale, Casa Loma
and Breckenridge Hills) in the Metropolitan area related to the requiring of sewers for new
residential,, rural residential, commercial and industrial development within the boundaries of the
Metropolitan Bakersfield General Plan (MBGP) area. The sewer policy revisions clarified
policy language. The policy changes were also intended to discontinue the use of dry sewer for
new development unless a master sewer plan and fee connection program is available such as
that in County Service Area (CSA) 71.
The recently adopted MBGP and specific plan text changes require all new commercial,
industrial and residential developments and residential land divisions proposing parcels smaller
than six gross acres to connect to public sewer. The requirement that new development within
unincorporated Metropolitan Plan area connect to public sewer is intended to ensure that new
Metropolitan growth occurs in a coordinated manner based upon the availability of the extension
of sewer infrastructure. Applications for new Metropolitan planning area land divisions (parcel
maps, parcel map waivers, and tentative tracts), conditional use permits and precise development
plans that require conformity with the General Plan or Specific Plan will be required to comply
with the new sewer policy requirements. Building permits for existing legal parcels of record
will not be subject to the requirement for public sewer unless the parcel is located within 200 feet

approved tentative parcel maps and tentative tract maps with conditions of approval and vesting
maps accepted as complete on November 15, 2005, are also not subject to the new sewer
requirements during the initial three year life of the map.
All new planned land use designation amendments to the MBGP and specific plans within the
Metropolitan Plan area are required to be served by public sewer. This revision to the MBGP
and specific plans is intended to ensure that new General or Specific Plan amendment proposals
are not being requested prematurely for areas where public sewer is not available.
Staff recommended to the Board that the standards within CSA 71 including a sewer master plan
and sewer development/connection fees remain unchanged and that policies of the MBGP and
other specific plans be changed to match the CSA 71 three acre threshold. The Board concurred

with staff except that for areas outside of CSA 71, a six acre minimum parcel size was adopted
as the threshold below which sewer would be required
You are encouraged to consult the specific new policies of the revised MBGP and the affected
Specific Plans for further information related to sewer requirements for new development. It is
important to note that the new sewer policy revisions only affect areas within the MBGP area. It
is noted that there is, within the new policies, a very nan'ow area for exceptions subject to
specific findings.
In addition to the sewer policy revisions, the Board of Supervisors deleted several older specific
plans where the policies and standards of the MBGP provide more appropriate guidance for new
development. These older Specific Plans that were deleted include the Seventh Home, Chevron
Section One, Pumpkin Center and Mayfair Specific Plans. Refer t0the planned land use
designations and policies and standards in the MBGP for conformity determinations and
guidance on new development.

STREET MAINTENANCE SECTION - WORK SCHEDULE
WEEK OF DECEMBER 5, 2005
Continue resurfacing alleys in the area north of Monterey Street, between Union
Avenue and Alta Vista Drive.
Reconstructing Eastbourne Way from Hempstead Lane to the west end and Hempstead
Lane from Edgemount Drive, around and back to Edgemount Drive.
Reconstructing streets in the area north of Auburn Street, east of Oswell Street.
Installing sidewalk in the area north of 34th Street, east of Chester Avenue (CDBG
funded).
CREW ONE: Leaf collection in the area between California Avenue and Brundage
Lane, Oak Street to Chester Avenue.
CREW TWO: Leaf collection in the area between Union Avenue and Baker Street, 178
Highway to Bernard. Also late in the week, will start in the area north of 24th Street,
west of Union Avenue.

SUBJECT: Police Patrol at Various Locations
Council Referral No. 1333 (Ward 6)
Council Member Sullivan requested staff increase police patrol at the following locations. 1)
Near Valhalla and New Stine; and 2) East side of Stine near Ridgeview High School,
particularly on Jackson Ridge, Blue River and White Gate to Acres.
On November 11th and 12th, the Operations Division provided concentrated enforcement to the Valley
Plaza Corridor. Staff has also targeted New Stine and Valhalla for additional patrol, as well as .
consistent holiday enforcement along Ming Avenue.
The School Resource Officers have been apprised of the concerns around Ridgeview High School, and
officers will provide extra patrol of the area.
