The pool at Jastro Park has developed a leak in an expansion joint, So we will close it this afternoon to drain it and begin making necessary repairs. Per the enclosed memo from Dianne Hoover, staff anticipates the closure will last from 10 to 14 days. Arrangements will be made to reschedule swim lessons. Jastro has Iow numbers for open swim this season, so staff is looking at the possibility of maximizing usage by expanding our swim instruction program there next season. 2. As the media has reported, the legislatiOn proposed by Senator Florez to create a seat for Bakersfield on the LAFCO Board passed a significant early hurdle this week with approval by the Assembly Local Government Committee. 3. Congratulations to Art Chianello in Public Works, who has been acting as the Wastewater Manager. Art passed the state exam for a Grade IV Operator's License and will now be able to move on to the Grade V Operator's test in October. 4. The Streets Division schedule for road maintenance during the week of July 4th iS enclosed. 5. The June activity report for Recreation and Parks is enclosed. 6. We are going to drain the pool after swim lessons on Friday, and close it for the weekend. Those individuals registered for the next session of swim lessons have been notified and will be re-scheduled. Signs will be posted at the pool informing swimmers of the closure. Staff will make the repairs and patch the leak next week, and then we will refill the pool. The total down time will be about 10-14 days Jastro Pool has had good attendance at swim lessons, but open swim has been poorly attended averaging three to ten swimmers each day. It may be the cooler temperatures. We have had some interest in offering semi-private and private swim lessons, and our idea is to use Jastro Pool for this purpose next season. These swim lessons would be a little more costly due to the smaller instructor/student ratio than our current group lessons. PUBLIC WORKS STREET MAINTENANCE SECTION - WORK SCHEDULE WEEK OF JULY 4, 2005 Resurfacing in the area between Martin Luther King Jr. Blvd. and Owens Street south of California Avenue. The demolition of the Saunders and Beale pools was completed. Installation of a 3,800 square foot wet playground at Beale Park located at Oleander and Dracena began. Participants are very happy to receive them at their home and they liked the format of the brochure. ADULT SOFTBALL · Registration for Summer Softball has ended. We have 70 Men's'teams and 36 co-recreational teams, for a total of 106 teams. This is the most teams we have had in our league in the last 10 years. · We have a new sports coordinator who is helping to run the Softball League. · We have approximately 2,120 players in our Summer League. · On a weekly basis we have approximately 1,500 spectators at our games. UP-COMING PROGRAMS The Beale Band Concerts will begin June 19th on Father's Day at 8:00 pm at Beale Park. · Our T-Ball program already has 100 participants enrolled. It will begin Saturday, June 11th; -- · Several sports activities are being conducted this summer including a Soccer Camp, a Pee Wee Sports Camp, and a Blitz Football Camp. Basketball Our individual signup league is scheduled to start Saturday 6-04-05, 9am at MLK with our evaluations. Team league is scheduled for June 16 Track Registration is picking up slowing we have met with several track club presidents and is planning an all comers meet on July 16. Staff took pictures of every child in the program and had the children make a special cookbook with their picture on the cover for their mother. This cookbook featured the children's favorite Mexican recipes. We received a lot of positive comments from the parents on this nice gift. Highlights this month also included a fishing derby, fish games, a butterfly hunt, and learning about our military heroes. All other pool facilities will be opening for the summer season on June 20, 2005. Ridgeview and Golden Valley high schools were swimmimg at Silver Creek through May 20, 2005. BHS, West, and South swim teams and 8 high school diving teams utilized McMurtrey Aquatic Center until May 20, 2005. New programs this month included Kayaking, Spring Swimming Lessons, End of Year School Pool Parties, and weekend Recreation Swim and Summer Pool Parties beginning on May 28. Aquatic Training: Pre-season training for lifeguards working spring programs took place May16-20 for 20 lifeguards. - 73 attended lifeguard trainings in May. 39 attended swim instructor trainings in May. Events: One day registration event was held on May 7. 186 participants enrolled in swimming programs that day. RECTOR, CHIEF OF POLICEv~r~ DATE: June 23, 2005 CITY MANAGER'S OFFICE SUBJECT: REGISTERED SEX OFFENDERS Council Referral No. 1119 (Ward 3) Vice Mayor Maggard requested staff to explore prohibition of allowing registered sex I offenders within a prescribed distance of schools, parks, and recreation facilities. The topic of registered sex offender release into the community has been an ongoing issue since February of 2005. On May 3rd, Mr. Maggard met with the City Attorney, Ginny Gennaro, and me to discuss the release of a memo regarding sexual predators. A second meeting with Mr. Maggard has been scheduled for July 12th at 10:00 a.m. B A K E R S F I E L D CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Raul Rojas, Public Works Director /_/,~ ~ DATE: June 24, 2005 SUBJECT: CROSSWALK AT BRINHALL AND REDDZCK Referral No. 1172 COUNCILMEMBER COUCH REQUESTED STAFF REVIEW THE FEASIBILITY OF PLACING A CROSSWALK AT BRIMHALL ROAD AND REDDICK LANE OR SUGGEST ALTERNATIVE WAY PEDESTRIAN TRAFFIC CROSS FROM NORTH TO SOUTH SIDE OF BRIMHALL ROAD AT LIBERTY PARK. The Traffic Engineer reviewed the location and does not recommend a crosswalk be installed at Reddick Lane to cross Brimhall. Brimhall is an Arterial class roadway in this area and will ultimately be six lanes, plus median, in width. The speed limit is fifty-five miles per hour. Because of the speed and volume of traffic on Brimhall, pedestrians should cross at a signalized intersection crosswalk. The nearest crosswalk, at the Jewetta/Brimhall signal, is about 300 yards west of Reddick Lane. The crosswalk directly connects with Liberty Park. Pedestrians are urged to use this pedestrian signalized crosswalk location. The north side of Brimhall, between Reddick and Jewetta, is undeveloped at this time. To encourage the use of the pedestrian signal, a walking path should be considered to be paved just off, and separated from, the roadway along the north side of Brimhall. This would be a temporary solution until development of the corner parcel is completed. ADDITIONALLY, PROVIDE AN UPDATE REGARDING THE GRADE SEPARATION PROJECT AT ROSEDALE HWY. OVER THE RAILROAD TRACKS NEAR LANDCO DRIVE. Hageman Road at Allen Road. Allen Road is a Collector class road which "tees" into Hageman Road, an Arterial class roadway. Allen Road has a stop sign control at Hageman and does not extend south of the intersection. Hageman Road is the through street with no stop signs at this intersection. Traffic Engineering staff will perform traffic operation and warrant studies for possible implementation of multi-way stop signs and future traffic signals. Results should be available in four to six weeks. Coffee Road at Truxtun Avenue. Traffic Engineering staff performed operational modeling of the intersection of Truxtun and Coffee Road based on data collected over the past year. No effective signal timing improvement, without intersection expansion, was identified. The intersection operates as a "balanced" intersection under the current timing programming. Modifying the available "green" time, by increasing one direction at the expense of another direction, seriously degrades the operation of the intersection per the modeling results. Traffic Engineering did identify physical improvements to the intersection that can increase the capacity and reduce delays. The southbound Kern River Bridge should be widened to allow the lengthening of the double lane left turn bay for south to east left turn. The south leg needs to be widened at least one lane width on the east side, south of Truxtun along the retail center, to accommodate three full lanes of traffic northbound with two full lanes of traffic for the north to east lengthened right turn bay. In addition, the southbound left turn lane into the retail center on the southeast corner needs to be eliminated and a full access, signalized, intersection developed at the south entrance to the retail center. This will alleviate the problem of accidents at the existing entrance and reduce congestion from vehicles extending out of the existing southbound left turn bay to the entrance and blocking southbound through vehicles on Coffee. The Traffic Engineer suggests that these improvements be considered as future projects. No engineer's estimate of cost is available. Landco Drive Grade Separation at Rosedale Highway (State Route 58). This coming fall, the Separation of Grade District will be nominating this crossing with the Public Utilities Commission (PUC) for Section 190 funding.to construct a separation of grade. City staff has requested the District to prepare preliminary engineering work for the nomination application (see attached letter). The Section 190 Program has a nominating process that takes place every two years which results in a prioritized list of projects eligible for Section 190 funding. Section 190 funding consists of $15 million annually, with a maximum of $5,000,000 going toward any project. Projects are ranked by the PUC based on several criteria including daily train traffic, daily vehicle traffic, traffic delays, number of accidents, etc. In the spring of 2006, the next PUC prioritized list of ranked projects eligible for Section 190 funding will be published. If a project is on the list, then once all details of a project are completed (general plans, railroad agreements, local funding resolutions, etc.), a request for an allocation for funding can be made. This request is forwarded to Caltrans who administers the Section 190 program for the PUC. The amount of allocation requests received and the ranking of a project determines Whether that project receives an allocation for funding. Due to the Iow volume of trains at this crossing, this crossing may not rank high on the PUC list. However, the City and Grade Separation have been quite successful in receiving allocations in the past, even for lower ranked projects as higher ranked projects were either not able to secure the remaining local funding needed to complete the project, agreements with the Railroad were not complete, or other issues that resulted in the Project not submitting a request for an allocation. For instance, the Mohawk Separation. of Grade at the BN&SF Railroad, planned to be constructed as part of the Westside Parkway, was Number 56 of 58 projects on a previous PUC list; but a request was submitted and an allocation for $5,000,000 in funding was approved.
