With the passage of SB 967 by the Assembly last week and the Senate this week, the bill now goes to the Governor for his signature. The City Attorney is preparing correspondence to ask him to sign the bill that would give Bakersfield permanent representation on the LAFCO board. 2. The September 7th Council meeting should be the last rollback on General Plan amendments. Staff needs to advise you that for this General Plan cycle, we do not believe there should be additional delays for two weeks. Items not ready for consideration should be rolled back into the next General Plan cycle. Delay on any one item causes delays on all. If we continue the practice of two week delays, we could wind up with two quarters overlapping, as the next GPA cycle begins at the October 26th meeting. You already have two full packets per meeting and unreasonable hearing schedules. "Stacking" them could double that problem. Under the demands of our hot economy, those developers who prepare and settle neighborhood issues can move forward; those who can not, or will not, may have to suffer delay to the next quarter. The workload is just too great to do otherwise, and we do not want to delay those who did a good job for the benefit of those that did not! 3. The Legislature has adjourned for the year without taking action on any of the various bills related to eminent domain. However, we understand that interim hearings on the issue will take place this fall. 4. The final tally on the Kern River yield was 169% of normal for the spring-summer runoff period of 2005. Due to the requirement to evacuate storage at Isabella Reservoir for winter flood control space, there will be a continual flow in the river channel at the Beach/Yokuts Park area through the Thanksgiving holiday. Those flows will be limited to the absorption capacity of the river sands, now that the peak irrigation season is behind us. Advanced water schedules provided from state and federal agencies indicate the river channel below Coffee Road will be carrying greater quantities of those imported supplies to banking projects west of town, including our "2800 Acres" facility. Honorable Mayor and City Council September 9, 2005 Page 2 5. The grand opening for the Beale Park spray playground will be on Monday afternoon, September 19th. We are working on further details and will let you know the time of the event next week. 6. EDCD Staff is working with representatives from "The Cottages" downtown housing development for a grand opening event on Thursday, September 29th at 9:30. You will be receiving invitations. 7. The Streets Division project schedule for next week is enclosed. Concrete work in the area south of Cottonwood and East Planz. Spraying sewer manholes for roach control in the Westchester area. Sewer line installation on Verdugo north of Jewetta.
