We were informed by KernCOG this week that our request for the Chester Avenue Streetscape project (24th Street to Garces Circle) has been ranked third out of thirteen projects to be considered for Transportation Enhancement Activities funding. It is expected to be formally approved by the Transportation Technical Advisory Committee next month and will then be forwarded to the California Transportation Commission for their consideration. We are hopeful that it will be approved at the State level next spring and will inform you when we receive their decision. 2. Staff is also in the process of preparing grant applications for Congestion Mitigation/Air Quality funding. A tentative listing of the projects we will submit for KernCOG's consideration is included in the attached memo from Public Works. 3. Chief of Police Rector would like you to be aware that the City's website now includes detailed crime mapping information, as a crime prevention tool. It can be accessed on the Police Department page under "Crime Statistics". 4. The monthly activity report from Recreation and Parks is enclosed for your information. 5. The agencies within KernCOG had submitted a total of thirteen different projects for consideration; City of Bakersfield submitted the CheSter Avenue Streetscape - 24th Street to Garces Circle. I represented the City on that evaluation committee. I'm pleased to informed you that our project was ranked 3rd! KernCOG staff told the sub-committee that there should be sufficient funding available to fund all 13 of the projects; a total of about $5,100,000. In January 2005, the full TTAC will vote on forwarding the sub-committee's recommendations to the California Transportation Commission (CTC) for their approval. CTC will most likely have these on their agendaat their March or April 2005 meeting. Paperwork will then have to be submitted to get the "ball rolling" for Caltrans to issue the authorizations to start expending,.. those funds. The earliest this funding would then be available for us to start design would probably be' June 2005. I will send you updates on this as we get them from KernCOG and the CTC. Rojas, Public Works Director _ _ _ DATE: November 30, 2004 SUBJECT: Grant Applications for Congestion Mitigation / Air Quality (CMAQ) funding from KernCOG Public Works staff is being the process of preparing grant applications for CMAQ funding. In the past, those projects have tended to be new traffic signals and signal interconnect systems. The CMAQ program allows for several other types of projects. This year, staff will also submit projects that fall into those other categories. The tentative list of those projects is as follows: · Compressed natural gas fueling station; · AIternatefueled vehicles; · Construction of paved shoulders on streets that do not have curb / gutter; · Repair of pavement and curb / gutter at bus stops (this grant application and resultant project would be done in conjunction with Golden Empire Transit); and · Traffic signals with interconnect system to improve congestion in a specific corridor, such as Camino Media between Old River Road and Gosford Road. KernCOG has issued a call for applications for funding of projects during the next three years. All of the agencies within KernCOG will be competing for the following estimated funds: Federal FY 2004 / 05 $7,474,000 Federal FY 2005 / 06 $7,841,000 Federal FY 2006 / 07 $7,997,000 Three Year Total $23,312,000 Completed applications are due to KernCOG by January 6, 2005 with a tentative list of proposed projects to be provided to them by December 21, 2004. Staff will be working on these applications during the next several weeks to ensure that we have them completed by the deadline. In order to obtain funding from the FY 2004 / 05 amount, full design and construction plans must be completed on the projects by mid-May 2005. This is an aggressive task given the nature of some of the proposed projects. B A K E R S F I E L D Department of Recreation and Parks Parks Division October aoo4, Report NEW ACREAGE Six parcels were accepted into our maintenance program in October. The combined acreage totaled approximately 3.74 acres. These areas included 277 trees, 1,790 shrubs plus turf. There were 3 parcel accepted into 365 day maintenance period. These locations total 1.90 acres and include 170 trees and 1,501 shrubs. Upon successful completion of the maintenance period, these areas will become responsibility of Parks Division to maintain. PARK RESERVATIONS City parks continue to be a popular recreational destination spot even though we started experiencing our first taste of fall weather. The 169 October reservations were 7 more than in September. Estimated October attendance for reserved events was 14,7(~9, an increase of nearly 4,000 persons from September. STONE CREEK II DEDICATION - The second and final phase of Stone Creek Park was dedicated on Friday, October 22. Councilmember Sullivan cut the dedication ribbon with assistance of Mayor Hall. Also in attendance were interim Recreation and Parks Director Alan Christensen and contractors who build homes in the Stone Creek area. Turman Construction is the developer for the area and although unavailable, was represented by staff from Kern Sprinkler and Landscape who coordinated construction of the second phase. The project essentially doubled the park size to a total of 6 acres while providing restrooms, an illuminated basketball court, picnic site plus turf and trees. VANDALISM UPDATE Following two break-ins of the storage room and theft of power equipment at Wayside Park, thieves stole aluminum table tops from 9 picnic tables. Vandals broke approximately 30 posts and as many rails from the split rail fence along Jewetta Avenue from the Polo Grounds development. NEW POSITIONS Five new Park employee positions were approved during the October 6, City Council meeting. All five employees are within the General Fund classification and include (4) facility Workers and (1) service Maintenance Worker positions. Park 'staff will begin recruitment as soon as possible and should have the new Facility Worker positions filled in November. The Service Maintenance Worker position will take a little longer to fill as there is not a current list to make a selection. In September we were able to fill 3 of 5 regular Laborer positions. The final two selections were made in October. Our newest Laborers include Richard Felix, Adrian Perez, Francisco Hernandez, Jose Saavedra and Jesse Apparicio. B A K E R S F I E L D I)ep~rtment of Recreation ~nd P~rks Date: November 19, 2004 To: Allen Abe, Assistant Recreation and Parks Director From: Ken Trone, Park Construction and Facilities Planner Subject: Parks Department Planning and Construction Activity (October) A ribbon cutting ceremony attended by Mayor Hall and Councilman Jacquie Sullivan officially opened the phase 2 improvements of Stone Creek Park to the public on October 22. Major features of the new improvements include restrooms, basketball court and a large turf play area. The Wayside Park Playground Rehabilitation project is underway. New amenities will include separate 2-5 and 5-12 year old composite play structures, swings, a new shade structure, some new perimeter walks, and handicapped accessible surfacing. B A K E R S F I E L D Department of Recreation and Parks Monthly Report October 2004 Dr Martin Luther King Jr. Community Center After School Program Our flag football after school program ended on October 26; unfortunately our team lost the last game to PAL. Quiltin.q Due to the success of the program we have granted a request for one additional day. They now meet on Monday and Wednesday. Our added day has been very successful a minimum 10 Girls Scout Our class is going very well; eleven girls are enjoying the program. Special event Halloween We hosted a Halloween party for boys and girls ages 6 to 12 on October 29, from 4pm to 7pm, the party was a huge success, more than 200 youth and parents enjoyed a haunted house, dance and Halloween treats. Good Neighbor Festival A community event focused on information and fellowship the event was schedule for October 23, from 1 lam to 4pm We were involved by providing a portion of the facility for the health information aspect of the event. Unfortunately due to the lack of attendance the committee canceled use of the facility on Saturday. That is approximately 1,500 participants in the Fall League. · We have had 5 rain out days, so we are currently rescheduling $8 games. · The Fall League began on September 13 and will end on December 9. FLAG FOOTBALL · The last flag football game was conducted at Silver Creek on Saturday, October 30, 2004. · We conducted playoff games for the last session. All 48 participants received ribbons. CROSS COUNTRY MEET · The youth Cross Country Meet was held at Yoktus Park on October 2, 2004. · We had 190 participants. · The meet was very successful due to the help of Terry McCormick and Joe B. Gonzales with the Parks Department and Gary Fa'rrell with McFarland Recreation. UP-COMING PROGRAMS · We will begin a Pee Wee sports program in February and in March. This event is part of a national event which focuses on how important after school programs are to children. We celebrated our After School Program by having the children perform several musical numbers, make a special craft with their parents, and play some games. Parents also watched a video of their child participating in a variety of activities that we filmed the past few weeks. We also had artwork the children made decorating the room and served refreshments. Other highlights this month included several Halloween crafts, nature walks, and outdoor games. All other pool facilities are currently closed until the high school swim season. Programs in the Olympic pool were relocated to Silver Creek when this pool was closed for one week for winter maintenance. Aqua Fitness classes were added this month with such a positive response that classes are being added for the winter months. Even though the temperature has dropped, noon lap swim continues to grow. A Saturday noon lap swim time is being added in response to the high level of interest. The Olympic event was a great success with over 200 in attendance and very positive feedback from the public. In addition to the attached statistics, numerous tours were given to groups expressing an interest in the facility. - Aquatic Staffing: Four additional aquatic specialists completed lifeguard training and are now on staff for year round programming. Recruitment has begun for summer 2005 staff.
