ROJAS, PUBLIC WORKS DIRECTOR SUBJECT: DOWNTOWN STREET GRIDS Council Referral #1000. ICOUNCILMEMBER BENHAM REQUESTED STAFF PROVIDE UPDATED STUDIES REGARDING THE DOWNTOWN STREET GRIDS. The traffic signal system in the downtown area, generally from F Street to Q Street and from Truxtun north to 2:l. st Street, is in a coordinated mode as a grid pattern rather than a corridor pattern. The signal coordination plans were first done under a Federal grant over 10 years ago. At that time, the new grid coordination plan improved traffic flow and reduce wait times. Traffic Engineers have "tweaked" the timing parameters of the plan since then, but only with minor changes and improvements. The whole downtown system grid of about 36 traffic signals needs to be thoroughly reviewed with updated intersection data collection, traffic counts and system modeling of the traffic. Currently most of the streets are prioritized for north and southbound traffic movements, since that had been the most desired travel direction for motorists. In recent years, Traffic Engineers have observed more vehicles using the east-west streets. The Traffic Engineer proposes to add this updating project to the work program for this spring and summer of 2005, when weather will have a lesser influence on the traffic patterns, but school will still be in session. Engineers will be collecting data on the signal operations, traffic volumes and turning movements in this downtown grid system during the morning and evening peak hours. An update to the coordination plan, taking into account the increased east-west traffic, will be beneficial. The Traffic Engineer will update the Council as work progresses. ROJAS, PUBLIC WORKS DIRECTOR ~ / SUBJECT: GRADE SEPARATION ON ROSEDALE Council Referral #1014 COUNClLMEMBER COUCH REQUESTED STAFF PROVIDE A REPORT ON THE GRADE SEPARATION ON ROSEDALE AT LANDCO. City staff has planned for some time that there would be a separation of grade at this location. The City has also requested that the Separation of Grade District nominate this crossing next year with the PUC for Section 190 funding for constructing a separation of grade. This location is currently entirely outside the corporate limits of the City, but the property in the southwest quadrant of this crossing has gone through the annexation process and should become part of the City early next year. Staff will work with County staff and Separation of Grade District staff to develop the necessary background data for the PUC nomination process. They expected it would take several days to complete all the tickets they have in the area.
