7.1a Gosford Village Shopping Center Environmental Impact Report (EIR) for GPA/ZC 02-0030
(Castle & Cooke Commercial) located west of Gosford Road, between Pacheco Road and
Harris Road.
The project is to amend the Land Use Element of the Metropolitan Bakersfield General Plan from
SI (Service Industrial) to GC (General Commercial) designation and concurrent zone change
from M-2 (General Manufacturing) to PCD (Planned Commercial Development) on 73.53 acres
for a 700,000 sq ft retail commercial shopping center that includes a Sam’s Club, Kohl’s
Department Store, and a Wal-Mart Supercenter four other unknown major retail tenants and 23
pads for various commercial, retail, fast food uses and a gas station. (Ward 5)
RECOMMENDATION: Approve Certification

To change the zoning from M-2 (General Manufacturing) to PCD (Planned Commercial
Development) a maximum of 700,000 sq ft retail commercial shopping center on 73.53 acres.
The project is anticipated to be anchored by seven major retail tenants, including Sam’s Club,
Kohl’s Department Store, and a Wal-Mart Supercenter and four other unknown major retail
tenants. The project includes the development 23 pads for tenants that include various major
retail, fast food, and commercial retail uses, as well as a gas station. (Ward 5)

The proposed project is to amend the Land Use Element of the Metropolitan Bakersfield General
Plan from LR (Low Density Residential) and OS-P (Open Space – Park) to GC on 33.94 acres,
and a concurrent zone change MH (Mobile Home) and C-2 (Regional Commercial) zones to a
PCD (Planned Commercial Development) zone on 36.94 acres for a 434,063 sq ft retail
commercial shopping center which includes a Wal-Mart Supercenter, Lowes, and in-line retail
buildings. (Ward 7)

37.52 acres. The project includes the development of two major buildings, a Wal-Mart
Supercenter encompassing 245,905 sq ft of building area on the west side of the site, a 161,724
sq ft of building area for a Lowe’s Home Improvement Center on the east side, and two ancillary
buildings containing 22,851 sq ft and 3,583 sq ft. each for various in-line retail commercial
located on the south side of the site. (Ward 7)
