PUBLIC HEARINGS -- DEIR ADEQUACIES: 5.1 PUBLIC HEARING – Receive comments on the adequacy of the Draft Environmental Impact Report (DEIR) for Gosford Village Shopping Center – File #GPA/ZC 02-0030 (Castle & Cooke Commercial, Ca. Inc.) located on the west side of Gosford Road, between Pacheco Road and Harris Road. (Draft Environmental Impact Report on file) Public hearing to receive comments on the adequacy of the Draft EIR for GPA/ZC 02-0030 consisting of a General Plan Amendment from SI (Service Industrial) to GC (General Commercial) designation and concurrent zone change from M-2 (General Manufacturing) to PCD (Planned Commercial Development) on 73.53 acres for a retail commercial shopping center. (Draft Environmental Impact Report on file) Public hearing to receive comments on the adequacy of the Draft EIR for GPA/ZC 02-0193 consisting of a General Plan Amendment from LR (Low Density Residential) and OS-P (Open Space – Park) to GC on 33.94 acres, and a concurrent zone change MH (Mobile Home) and C-2 (Regional Commercial) zones to a PCD (Planned Commercial Development) zone on 36.94 acres for a retail commercial shopping center. (Draft Environmental Impact Report on file) Public hearing to receive comments on the adequacy of the Draft EIR for GPA/ZC 06-1002 to accommodate a 222-acre development consisting of a General Plan Amendment from P (Public Facilities) to OS-P (Open Space-Parks) on 163 acres and GC (General Commercial) on 37 acres and a concurrent zone change from A (Agriculture) to RE (Recreation) on 163 acres, to C-2/PCD (C-2 (Regional Commercial / Planned Commercial Development) zone on 37 acres and to M-1 (Light Manufacturing) on 22 acres to accommodate a 222-acre development within the City of Bakersfield comprised of a 163-acres sports complex, 37 acres of commercial development, City corporation yard annex, police and fire station, and additional City facilities and offices. PUBLIC HEARING - Amendment to the Airport Land Use Compatibility Plan for the Bakersfield Municipal Airport (Jim Marino) located southeast of the corner of South Union Avenue and Watts Drive. The B-2 zone is located south of the Bakersfield Municipal Airport approach runway, between Pacheco Road and the Arvin-Edison Canal, and between South Union Avenue and Cottonwood Road. (Negative Declaration on file) (Continued from January 4, 2007) (Public Hearing Open) A proposal to amend the Airport Land Use Compatibility Plan adopted by the City of Bakersfield to change the length of the Extended Approach/Departure Zone (Zone B-2) for the Bakersfield Municipal Airport from 10,000 feet from the start of Runway #34 (approach runway) to 7,000 feet. Zone B-2 is a land use determination zone surrounding the airport which designates housing density within the zone. RECOMMENDATION: Approve Roll Call Vote: 7.
