These tables are being sent to you ahead of the current AD 07-1 schedule and ahead of sending the draft Preliminary Engineer's Report, so that you can send us your comments and answer several outstanding questions before we file the full draft Preliminary Engineer's Report with City Public Works. We need to get your comments on the enclosed tables and answers to the below-listed questions as soon as possible, preferably no later than Monday, October .22. The data presented in these tables and below is based on the information provided to us by Premier Land Development, LLC, SmithTech*USA, Inc., and the City staff: 1. Based on the current schedule (Protest Hearing on February 27, 2008, or whenever the second City Council meeting in February 2008 is held), the following subdivision maps in AD 07-1 are planned for approval by the City Council no later than at the February 6, 2008 meeting (or whenever the first City Council meeting in February 2008 is held), and are to be recorded on the following Tuesday. Please confirm: a) Tract No. 6873: Phase One with 72 residential lots to record prior to the February 2008 protest hearing. Please confirm when it is expected to have this tract approved by the City Council. Phase Two with 102 residential lots to record prior to the February 2008 protest hearing. Please confirm when it is expected to have this tract approved by the City Council. Phase Three (with 87 residential lots planned) and Phase Four (with 90 residential lots planned) to record after confirmation of assessment. b) Tract No. 6874: both Phase One (with 83 residential lots) and Phase Two (with 128 residential lots) to record prior to the February 2008 protest hearing. Please confirm when it is expected to have these tracts approved by the City Council. There are no other (future) phases in this tract. Please note that Phase One of Tract No. 6874 must be approved no later than at the second City Council meeting in January 2008 (f two meetings held) in order to be able to record the Boundary Map for AD 07-1 a minimum of I S days prior to the Protest Hearing (because this map creates 8 commercial-use lots that are not to be a part of AD 07-1). 2. The Assessment District Proceeding Cost and Expense item (Item 2 in Table B-I) shows the approved contract amounts for various consultants and estimates of other assessment district proceeding costs and expenses. We need the City Finance Department and/or the Underwriter (when selected) to comment on the estimates shown in this category. 3. Item 6 in Table B-I (1915 Act Bond Issuance Cost and Reserve) is estimated as follows: a) Bond Discount: 1.0% of the Total Assessment Amount b) Capitalized Interest: 7.00% APR for 145 days on the Total Assessment Amount (anticipating the bond sale during the first week of April of 2008) c) Bond Reserve Fund: 10.00% of the Total Assessment Amount We need the City Finance Department and/or the Underwriter to comment on the estimates shown in this category. 4. We are asking Premier Land Development, LLC, and SmithTech *USA, Inc., to confirm: a) the number of lots (residential, landscape, sumps, etc.) in each tract phase (shown in Table C-II); b) the assessable areas for each tract phase (also shown in Table C-II); c) Product Types, if any. 5. The entire Vista View Estates Area (the entire AD 07-1) will have assessment amounts equal per residential lot (existing and future) throughout both tracts (Tract No. 6873 and Tract No. 6874 combined).
