MEETING NOTICE
A Special Meeting of the City of Bakersfield Water
Board will be held on Thursday, March 12, 1987, at
12:00 Noon, in the Department of Community Services
Conference Room, 4101Truxtun Avenue, Bakersfield,
California.
The following items will be discussed:
1. Approve minutes of meeting held November 5, 1986.
2. Acquisition of water well site for Ashe Water Service
Area, located on Buena Vista Road. FOR DISCUSSION

WATER BOARD - CITY OF BAKERSFIELD
WEDNESDAY, NOVEMBER 5, 1986

The meeting was called to order by Chairman Moore in the
Community Services Department Conference Room.
The secretary, called the roll as follows:

The .minutes of the regular meeting held. July 16, 1986
were approved as presented with the following suggestion frOm
Mr. George Nickel. A letter from Mr. Nickel was presented
before the Board by Mr. Bogart requesting that the correspondence
he presented before the Water Board Meeting of July 16, 1986 be
attached to those minutes. After some discussion a motion was
made by Dr. Ratty to approve this attachment. The motion passed.
Mr. Core presented before the Board a proposal'to acquire
a water well site for Ashe Water Service Area 'on Gosford Road.
This purchase is budgeted for FY 1986-87. A motion was made by
Dr. Ratty for purchase of this property. The motion passed.
A Mainline Extension Agreement with Tenneco Realty Develop-
ment Corporation for Parcel Map ~/7332 in the amount of $116,677.05
was brought before the Board by Mr. Core for information only.
'i.':-i.' Mr. Core presented before the Board the proposed annexation
... of approximately 600 acres to City of Bakersfield Domestic Water
t~"._, Service area (Fairhaven Division). Texaco, Inc. and private pro-
perty owners requested this property be annexed into the City
system. A motion was made by Dr. Ratty to recommend approval to
City Council contingent upon annexation to the City o'f Bakersfield.
The motion passed.
Mr. Bogart presented before the Board a Letter Agreement
between City of Bakersfield and North Kern Water Storage District
regarding North Kern's use of Kern River water for exchanges. After
review of previous agreements and discussion of this agreement, a
motion was made by Dr.. Ratty to recommend approval to City Council.
The motion passed. ,.
The Agreement for Transportation of Water by and between
North Kern Water Storage District and Cawelo Water District was
brought before the Board by Mr. Bogart. .After a.brief explanation
and discussion of this agreement a motion was made by Dr. Ratty to
recommend approval to City Council. The motion passed.
Mr. Bogart, along with input from Mr. Chuck Williams of North
Kern Water Storage District, made a presentation to the Board re-
garding the proposed Weather Modification. Agreement for the 1986-87
season. The Board had questions regarding this agreement, along
i .~:', with some recommendations. Mr. Moore requested that staff set up
· ' a meeting, in January 1987 with Atmospherics Inc. to discuss and
~ '~ answer questions from staff and Board. Dr. Ratty made a motion to
approve City's participation in this program for FY' 1986-87. The
motion passed
Mr. Dow brought before the Board the possibility of Mr.
Moore becoming a member of the Southern California Water Committee.
After some discussion it was suggested by Mr. Moore that'this item
be tabled until further information was available.
For Board information, Mr. Nickel commented that regarding the
City's 2800 Acre Recharge Facility, 01cese Water.District had ap-
proved a bond issue for $1,700,000 to allow 01cese .po proceed with
the extraction well program in ..2800 acres.'

Attached is the proposed 1987 Agricultural Water Enterprise
"WATER PRICE and SAND SALE SCHEDULE," consisting of two major
components:
1) WATER SALES
The water price schedule reflects the current, below-
normal water supply conditions now prevailing throughout
the San Joaquin Valley. ~With the Kern'River currently
forecasted to be 37% of normal in 1987, the proposed
schedule represents price categories competitive with
State water (California Aqueduct), Federal water (Friant-
Kern), and ]ocai groundwater pumping costs.
2) SAND SALES
Due to the High-flow water years experienced in 1978,
1980, .1983 and 1986, the Kern River channel has up-
graded in numerous areas to a point where remedial action
is necessary in order to maintain the safe carrying cap-
acity of the Kern River. To promote the removal of these
upgraded sandbar .areas pursuant to the "Kern River Channel
Maintenance Program", it is recommended that the price.
for sand removal be continued at $0.50 per cubic yard
until river channel conditions are improved.
As outlined on the "1987 WATER PRICE and SAND SALE SCHED-
ULE,'' all categories for pricing would remain in effect
until water conditions warranted changes' in these schedules.

1987 WATER PRICE AND SAND SALE SCHEDULE.
The following recommended water prices reflect the current, below-normal water
supply condi'tions available throughout the San Joaquin Valley. Of the eight (8) water
price categories shown below, items 1 and 2 are established by existing contracts,
with item 2 escalated by the "All Commodities Price Index" annually. Items 3, 4 and
5 are dependent upon.current water supply cond}tions. The recommended water rates
for categories 3 through 7 would remain in effect until water supply conditions war-
ranted changes or adjustments to these prices.
For information and reference, the 1985 and 1986 schedule for surface water
rates is shown for comparison (price per acre-foot).

*To encourage maximum use within the Kern River groundwater basin, water prices in
categories number 3, 4 and 5 are reduced 50% during periods of mandatory flood
control release and/or encroachment into the flood control storage space at Isabella
Reservoir.
For annual and/or temporary pumping agreements from Canal and River facilities,
and for sand sales from City-owned river channel and canal properties, the following
recommended rates would remain in effect until conditions warranted changes:
