Mayor Hall will be holding a news conference in the City Council Chamber on Wednesday, January 2"~ at 10:00 a.m., for the purpose of reviewing his first year in office and discussing his hopes for the future. 2. Attached for your use is a mini election calendar. The official calendar will be available June, 2002. 3. The High Speed Rail Authority will meet in Sacramento on January 16, 2002. The Authority will be making a decision on the Central Valley recommendations concerning alignments and station locations that will receive further study. 4. Attached is a 'letter from the President of Morgan Construction Company complimenting Building, Public Works, and Fire for streamlining the permit and approval process for the Citizen's Business Bank building on Ming Avenue. The letter is a prime example of how we've turned "red tape" into "red carpet." 5. Attached is the monthly ClP status report. 6. O WITH THE CONTRACTOR to allow the on time completion of a fast track project, without the encumbrance of any type of"red tape" delay. Without question, the City of Bakersfield has the finest Building, Public Works and Fire Departments I have ever encountered. I would like to thank you for contacting the city and letting us know of your concerns in the Bill Park Greens area. We continue to monitor the fencing around the oil rig for security and safety. Last August we made some repairs to the fence and re-secured the gate area. Staff is continuing to research the options in an attempt to remove the oil rig from the park. The willingness of the owner of the well to remove the rig from the site will be critical to a solution. A possible temporary solution we are considering is to install some landscaping around the site. Regarding recreation programs and activities available to you. We continue to offer many city-wide programs that are open to all residents in the city. Many of these are free of charge. For example, we have a variety of family concerts such as Mozart for Mom, River Front Jazz, and Rockin by the River. We also have special events like our Halloween Haunted Trail and Springtime in Wonderland that are targeted more to children. In addition to the special event-type programs, we have a comprehensive and varied offering of recreation programs that include sports, dance, and camps. The department has a concert program known as Travelin' Tunes that is rotated throughout the city. Each year performances are held in each geographic area of the city. We plan to start a movie series that will also be held in various neighborhood parks in the city. This program enables us to provide programs at local parks like Bill Park Greens. This program has been very popular and we anticipate that the program will be expanded. Related to the park equipment in Bill Park Greens. All of our playground equipment has been audited by independent, certified inspectors that specialize in playground safety. The equipment has been found to be safe and in good working order. Each year, as the budget permits, we do upgrade playground equipment as needed. Should the equipment at the park be found to be in need of replacement, it will prioritized and funds requested.
