BAKERSFIELD CiTY MANAGER'S OFFICE MEMORANDUM November 2, 2001 TO: Honorable Mayor and City Council mandy, City Manager J~7-~. /-.-/~.~. FROM: Alan SUBJECT: General Information 1. The revised funding plan for Fire Station 15 and the associated Police facility is enclosed. We have managed to deal with the million dollar cost overrun, as well as funding $800,000 for the Police facility. Also attached, from Public Works, is a timeline for the consultant selection on Fire Station #15. That process is moving forward. 2. We do not mean to surprise you, but EDCD has found what, theY believe, is a short term (3 year) solution to their space )leeds. They have devised a reasonable financing plan, so we plan to bring this forward to you at the next Council meeting. A memo is enclosed and, under this plan, they would lease space in the Washington Mutual building, which is closer than they currently are to both City Hall and Development Services. It is more suitable as a place for receiving development prospects than 515 Truxtun. 515 would be torn down, opening up visibility to the Amtrak station, and Donna Kunz has a prospective land lease tenant. It is a major morale issue with the staff, due to security issues, quality of that building, and related issues. It was to have been a temporary location - 12 years ago. More information will follow. 3. On a partially related note, as recently presented to you, we have been looking at space needs and possible solutions, both large and small scale. This week, a councilmember sent some developers to talk to us about the concept of demolishing this building and building an appropriately sized replacement on-site. It is an idea that merits study. The above EDCD issue is not incompatible with it, as it would take at least 3 years to do a "big scale" space needs solution. 4. Roy Olmscheid and Dennis Sivers were in town this week and, among other things, Roy appeared before the Chamber Governmental Relations Committee. 5. In 1999, the City provided a $250,000 loan to Pleasant Holidays for a five year term. Per the agreement, a portion of the loan is forgiven each year the company meets certain hiring goals. The company has met those goals for the third year of their agreement, so 20%, or $50,000, wi!l be forgiven from their debt. A memo from EDCD is attached. Recreation and Parks reports a total attendance at the Halloween Haunted Trail event at about 8,000. 1,300 visited the haunted trail, 3,500 went on the childrens' trail, 220 entered the costume contest, and there were 125 entertainers. Staff from the Fire Department also supported the event. 7. Per the attached article, the "Center for Digital Government" website has ranked Bakersfield as sixth in the top ten city governments (with a population of 125,000 - 250,000) that have progressed in adopting and utilizing digital technologies to improve delivery of services to citizens. 8. Stinso~,~ssistant City Manager SUBJECT: Fire Station #15 / Police Substation Funding Per your request is a spreadsheet detailing the proposed funding sources for Fire Station #15 and the proposed Police Substation to be located adjacent to it on Deer Peak Drive. The estimated cost of the Fire Station is $2,500,000. Currently, there is $1,463,980 budgeted for this project. In order to make up the difference two fire department projects totaling $60,000 are proposed to be deferred. In addition, as a result of the completion of the annual audit staff has identified $1,000,000 in funds from the General Fund which are recommended to be used for this project. These funds are the result of increased departmental budgetary savings of approximately $550,000 over what was projected in the adopted budget and the balance is from increased interest earnings and a revaluation of city investments. Since these revenues are essentially one-time in · nature, it is appropriate to use them on a capital project. The estimated cost of the Police Substation portion of this project is $800,000. Funding for this project would come from savings from the police substation study which has been completed ($225,000), asset forfeiture funds ($208,000), and funding from a pending HIDTA State grant, effective in January which would provide an additional $390,000. There is a small amount shown over what is currently needed for both projects. It is recommended these funds remain committed to the projects should any additional unforseen costs occur. Kunz, Economic Development Director SUBJECT: Relocation of Economic and Community Development Offices The Economic and Community Development Department is exploring the feasibility of relocating the department administrative offices currently located at 515 Truxtun Avenue to the fourth floor of the Washington Mutual Bank Building at 1675 Chester Avenue. This new location is under consideration because of its convenient location to City Hall and Development Services, its condition and configuration - requiring minimal modifications to meet the departments needs, a willingness of the landlord to rent out partial space of the 4th floor, provide a reasonable tenant improvement allowance and it is being offered at an attractive lease rate that includes utilities. There are several reasons supporting a relocation proposal for the department, but most importantly due to the overall sub-standard condition of the existing building. 515 Truxtun no longer meets the office space requirements of the department. The offices are positioned in a manner which is not efficient for the operational needs of the department. The structure itself is obsolete and inefficient in relation to energy usage, especially heating andcooling. Office ventilation is seriously restricted a minimum of four months during the summer season requiring staff to open windows, jeopardizing building security measures. Conversely, the building is drafty and cold during the winter months. There is a continued problem with vermin requiring regular fumigation service, generating related health concerns. Lastly, the department location at 515 Truxtun was envisioned only as a short term solution while space planning efforts were underway. As an interim short term solution, design and utilization was not a factor in selecting the 515 Truxtun site and the department has worked under these conditions over the past 12 years. There is no commercial interest in the existing building due to its condition. As such, 515 Truxtun, as an obsolete and sub-standard building will qualify for demolition using CDBG program funds. There has however, been some outside commercial interest in the ground area of 515 Truxtun as the site for a new commercial building. Interest in a long term ground lease/purchase has been discussed at an annual cost of $28,000 for a period of 15 years. This value has been established as the current land value amortized at a small capitalized rate of 3% to allow for inflation. In addition to providing an improved gateway and visual approach to the Amtrack Station and providing a new commercial tax generating property for the Old Town Kern Redevelopment Project Area, a new commercial building and a ground lease could provide resources to help offset the new occupancy costs of the department. page 2 of 3 A review and reduction of several administrative programs and contracts indicate a potential savings that couldadequately handle the cost of the move and related lease expense effective February 1,2002. The programs and contracts identified for savings are due to administrative efficiencies and re-negotiations with outside vendors during this fiscal year. Some identified administrative resources and savings are also available to cover future years occupancy costs resulting in no increased budgetary impact. These are discussed in detail below. The office space at 1675 Chester is being leased at an estimated cost of $1.45 per foot (including utilities) for an annual lease payment of $130,500. Savings have been identified in the general fund, CDBG and HOME operating and administrative funds. The General Fund portion stems from the restructuring of the Economic Development marketing strategy and an amendment of an agreement with Kern Economic Development Corporation. The CDBG and HOME administrative budget savings are derived from the recent streamlining of the department's housing program escrow processes. The department administrative training budget has been examined and a reduction proposed as staff has become more experienced in their assignments. Most staff have attended the required introductory HUD and Redevelopment training seminars to handle their jobs effectively. In addition to these funding sources, there is sufficient program income generated annually of which 20% is allowed to be used for administrative purposes. The following table outlines the identified funding resources identified to handle the relocation expenses and 6 months of leased occupancy costs and identifies existing resources proposed for FY 2002-2003 for continuing administrative occupancy costs. The cost per foot ($1.45) includes utilities and building maintenance. Current building maintenance services for 515 Truxtun are provided by City work forces including landscaping and general maintenance/repair of the page 3 of 3 building. During last fiscal year, approximately $17,000 was charged to CDBG through the direct allocation process for building maintenance services and related materials. An additional $19,000 was charged for utilities (electric & gas) for a total of $36,000 in direct allocation charges. If the department were to relocate, building .maintenance services and utilities are provided by the landlord and included in the annual rent. These current budget expenses identified above would no longer be applicable and would reflect a savings to the department accounts now and in the future. The Washington Mutual location will provide a professional office site, conducive to our overall operations while at the same time placing the department in closer proximity to City Hall and Development Services. A February 1,2002 move is being proposed. The realtor has informed us that he has shown the building to other potential others, so we will need to act quickly if we want to pursue this opportunity. Kunz, Economic Development Director SUBJECT: Employment Status for Pleasant Holidays Agreement No. 99-175 between the City of Bakersfield and Pleasant Holidays provided a $250,000 loan to the company for a term of five years. Twenty percent of the loan will be forgiven for each year the company met all terms and conditions of the agreement. These terms included, · hiring 150 workers within the first five years, with 50 new jobs in Year 1, and 25 jobs in each of the following four years. · of those workers hired, at least 51% must be low- and moderate-income individuals for each of the first five years of the agreement. Exercising this forgiveness is a ministerial action and, thus, requires no Council action. Based upon the report submitted to our office from the company, the company has exceeded both conditions. For the third year of the agreement, the company employed 61 new hires, and 73.78% of these hires were low- and moderate-income individuals. Therefore, Pleasant Holidays has met the terms and conditions required in the agreement and qualifies to have 20%, or $50,000, of the loan amount forgiven for the third year of the agreement. I propose we send a letter like we have to other companies, which merely reflects the ministerial action of the debt forgiveness.
