Cautionary note - rumors about the Legislation thinking about looking to the cities to heal their revenue problems are increasing. 2. A $490,000 grant from the Federal government to streetscape Baker Street is nearing approval. We hope for a similar amount next year. Thanks to. Donna Kunz for her efforts in this matter. 3. The California High-Speed Rail Authority will hold a public board meeting at the Kern County Superintendent of Schools Board Room on November 14, 2001. The Board will be asked to take action on staff recommendations for alignment, station location, and high-speed train systems for further investigation for the Los Angeles-Bakersfield route. The Board will be asked to take action on recommendations regarding the Sacramento-Bakersfield corridor route at their January 16, 2002 meeting. More information is enclosed. 4. Beginning early November, Time Warner cable customers will receive notice of rate adjustments. The rate change reflects an overall increase for basic service and some satellite programming. Attached is a copy of the notification that will be sent out. 5. The Mongolian delegation has been here this week working on fund accounting, treasury functions, and the like. It is the second of three visits they will make to Bakersfield. 6. Attached is a pamphlet distributed by Water Resources on their major construction projects and facility improvements. ' November 1,2001 Dear Stakeholder: The California High-Speed Rail Authority's November 14, 2001 public Board meeting will be held in Bakersfield at the Kern County Superintendent of Schools Board Room, 1300 17th Street, Room lA. I want to draw your attention to two important items on the agenda: · For the Bay Area-Merced; Los Angeles-Bakersfield; Los Angeles-Inland Empire-San Diego; and Los Angeles-Orange County-San Diego corridors, the board will be asked to take action on the staffrecommendations, for alignments, stations locations and high-speed train systems for further investigation. · For the Sacramento-Bakersfield corridor, staff will present recommendations for alignments and station locations for further investigation. This is an information item - staff will ask the board to take action on .these recommendations at the January 16, 2002 Authority meeting. The "Draft First Screening Report" recommendations are based upon the Alignment and. Station Evaluation reports for each region and take into account comments received during the formal scoping period. The purpose of the first screening is to focus the environmental studies by narrowing down the number of alignments, station locations, and high-speed train systems for continued investigation in the Draft Program Environmental Impact Report/Environmental Impact Statement (EIR/EIS). Please see the "Environmental Review page" on our website {www.cahighspeedrail.ca.gov). The Alignment and Station Evaluation reports (including justifications for past decisions) and scoping reports have been uploaded to the site. The "Draft First Screening Report" was also added prior to the September 19th board meeting and can be found on the Environmental Review page (under "statewide") and on the "What's New" section of the webpage. . ..... These notifications will continue throughout the month, depending on the customer's billing date. The rate change for 2002 reflects an overall increase for the Basic service and the Satellite programming tier of 4.99%; however, our customers will see other varying adjustments depending on the level of service they take. For your records, enclosed is a copy of the rate increase notification sent to our customers. In addition to the rate adjustment, we are also notifying customers of channel changes that will occur on A Time Warner Entertainment-Advance/Newhouse Co/npany December 18, 2001. We are adding the National Geographic Channel and the Golf Channel to our Expanded Basic channel line-up. On our Digital Variety line-up we are adding VH-1 Classic and Do It Yourself Network. We will be re-aligning our channel line-up to accommodate these additions. Details of these changes are outlined in the enclosed brochure as well. This year Time Warner Cable has added several new services including WE: Women's Entertainment on Expanded Basic and EWTN, Independent Film Channel, New Urban Entertainment, Much Music, Major Broadcasting Channel, ZEE TV, The Filipino Channel and a 13-channel Spanish language to our digital tier. We have also expanded our premium channel value with an additional 34 screens of East coast premium feeds. in' 2002, we are very excited to announce even more improvements to our cable service and products. Next year will see the expansion of our telephone customer service hours, a new lobby facility for our customers, new convenience services like credit card and on-line payment options and continued involvement in the communities we serve. New technology for next year includes the introduction of Video on Demand, a state-of-the-art feature that allows customers to view a pay-per-view movie through their digital cable box with VCR functionality. Sincerely, Keith Burkley Division President Enclosure City of-Bakersfield Water Resources Department MAJOR CONSTRUCTION PROJECTS FACILITY IMPROVEMENTS NOVEMBER 2001 Northeast Bakersfield Water Treatment Plant ~ ~ Construction on the first phase of the California Water Service Company Northeast Bakersfield Water Treatment Plant began with the intake structure (pictured at left) during the fall of 1999. An aggressive work schedule calls for initial startup of the plant in April 2003. Plans for fall 2001 include construction of the on-site reservoir (situated north of Alfred Harrell Highway and west of CALM) and beginning of work on the new Kern RiVer pump station. The groundbreaking for the new Northeast Water Treatment Plant is scheduled for November 16, 2001. Bellevue River Weir The reconstruction of the Bellevue River Weir has been in the works since the early 1980's. This major river structure will be located just upstream of the Stockdale Highway Bridge and will provide for the reliable diversion of Kern River, State and Federal water supplies into local canals. A bike bridge will be integrated into the structure, gracefully connecting bike and pedestrian traffic between the proposed Rio Vista Park and the future multi-purpc~se 40- . acre Soccer Park to be located on the north side of the Kern River. Estimated Project Cost: $1,300,000 Funding Source: Proposition 13 · Completion Date: May 2002 Bike Path Extension (WesO Beginning at the Stockdale Highway Bridge, the current bike path will be extended by construction 'of a new eight mile segment which will pass through unique terrain surrounding the City's 2800 Acre recharge preserve. This planned phase of the bike path will traverse natural habitat areas that include riparian vegetation and numerous varieties of birds and animals and will terminate at a rest area parking lot located at Enos Lane. Estimated Project Cost: $1,200,000 Funding Source: Proposition 13 Completion Date: July 2002 Bike Path Extension (East~ The eastern extension of the bike path will tie the existing trail to the planned I. ake Ming I. oop. This 3 mile section will afford breathtaking views of the Kern River with the Greenhorn Mountains as a backdrop. An added notable feature of this expansion is the construction of a branch of the · bike path bet~veen Morning Drive and Alfred Harrell Highway. This segment of the bike path will overlay the 54- inch water pipeline carrying Kern Rivei~ water for delivery to the soon-to-be constructed Northeast Bakersfield water treatment plant. Estimated Project Cost: $450,000 Funding Source: Proposition 12 Completion Date: Fall 2002 Bike Path Improvements · Scheduled improvements include the widening and re- surfacing of the existing bike path between Manor Street and Coffee Road Bridge. Estimated Project Cost: $600, OO0 Funding Source: Prop. 12 Comple~ion date: December 2002 Kern River Flow Restoration ProRram In partnership with the Kern County Water Agency and funded through grants authorized by Governor Gray Davis under Proposition 13, the Kern River Flow Restoration Program provides for construction of new wells and water exchange facilities to restore flows in the Kern River through the heart of Bakersfield. Kern River water normally flowing in canals will be replaced with well water, thus allowing high quality Kern River water to be diverted into the Kern River Parl~vay during the peak recreation season. Environmental and community benefits are an important element of the local flow restoration plan, by assuring that water will flow through Bakersfield from Manor Street in the northeast to Stockdale Highway Bridge in the southwest every year. Under current construction schedules, it is now estimated that eight wells dedicated to the Kern River Flow Restoration Program will be fully operational by spring of 2002. The former earthen canal is being converted to pipe!ine by Castle ~ Cooke, Inc. to allow for future development along Stockdale Highway. A special turnout will also be : ' constructed to deliver water to the future recharge lakes that will be located within the new 30-acre Rio Vist~.Pa~k.site. ..Pump Plant Thirteen Mural Art In an ongoing effort to enhance and beautify images associated With the Kern River Park~,vay, local artists will be' enlisted to create a mural painting or~ tt3e City's domestic water storage tank situated at the east end of Truxtun I. ake: The art work will make for an attractive feature aJong the Truxtun Avenue Extension and Kern River Parl~vay while providing a new coat of paint for the 200, OO0 gallon water storage tank. Completion Date: Spring 2002 Rio Vista Recreation Area The City's newest park and recreation facility will be located on the south bank of Kern River bet~veen Old River Road and Stockdale Highway Bridge. The 30 acre facility will feature water related themes and lush grasses. ~An ac~uatheater is planned for ~the park that Will seat over 3,000 people for various community events, productions and musicals. Other amenities include river access, a bike path bridge, open space and walking paths. The City Water Resources Department will be involved in the creation of Ho lakes at the park site which will be inter- connected by meandering Iow water channels. 4~O~Acre Multi-Purpose Soccer Park Using Proposition '13 grant funds, in March of 200'1 the City of Bakersfield purchased 40 acres of property from Castle ~ Cooke, Inc. for use as a water recharge area and multi-purpose soccer park. development of the property, located north of the Kern River and east of Alien Road, will involve the construction of a 10 acre recharge lake that will be used year round (similar to Truxtun l_ake). She indicated she felt the problems she mentioned had been resolved, I gave her my name and number to call in case the problems should resurface.
