SUBJECT: UPDATE ON OLEANDER TRAFFIC CIRCLES
The traffic circles on Oleander Street were installed in the fall of 1996.
In 1996, the Oleander-Sunset Homeowners Association, represented by Mr and Mrs.
Witte, asked for traffic control ideas to slow down the traffic speed on Oleander and reduce
the through traffic volumes. Several ideas were considered and during the summer, a
neighborhood meeting with Councilmember Carson was held at Beale Park. The small
traffic circles, or roundabouts, were choosen to try to moderate the traffic speeds and
volumes on Oleander.
In the fall of 1996, the traffic circles were installed at Bank Street and Oleander, Buena
Vista Street and Oleander and at Dracena Street and Oleander. Some of the neighborhood
liked them and some did not. The homeowners association agreed that they should stay
in for at least a year and be evaluated during the year. Over the course of the year, the
Traffic Staff took traffic counts and speed surveys. From the data I determined that the
traffic circles did reduce the speeds a few miles per hour but did not appreciably change
the traffic volumes. Since the speeds were positively affected and the homeowners
association did not request their removal, the traffic circles remained.
It is my understanding that the Wittes no longer live in the area and the homeowners
association is not very active at this time. I have had no contact from residents of the area
regarding the traffic circles for a few years.
No changes are proposed by the Traffic Engineer at this time.

Both of the sign panels have been constructed and installed as well as perimeter
fencing at both locations. There are essentially two reasons for the delay in the
completion of the monument signs. One is due to delays by the contractor and the other
is due to a change by the City.
As part of the agreement, the contractOr was to have submitted a full scale sample
letter of each size with true font and color prior to manufacturing the letters. This was
not done and the contractor eventually manufactured all the letters and lighting near the
end of the original completion date. At that time, the City agreed to allow the contractor
to install the "W" from the "WELCOME TO" and the "B" from the "BAKERSFIELD" on
the signs to get an idea of how the total lettering would look. After reviewing the letters,
it was determined that the blue color selected was too dark and did not contrast enough
with the sign panels. In addition, the letters appeared too small for the scale of the sign.
In order to ensure an attractive landmark for the community, Staff decided that a
graphic artist with expertise in signs should be hired for advise and recommendations.
The results of that study which were adopted are: use a brighter blue color for the
letters; outline the perimeter of the letters in bright white; and, use slightly larger letters
and a more thin font for the "WELCOME TO" portion.
Since some of these changes are in addition to the original contract, Staff is currently
negotiating with the contractor on cost and schedule changes. We anticipate an
agreement with the contractor by the end of November with letter and neon light
manufacturing starting immediately after.

SUBJECT: MITIGATION OF DUST

ICouncilmember Maggard requested that the Urban Development Committee
revisit the issue of mitigation of dust for street sweepers. Councilmember
Maggard requested that Public Works explain how the City keeps the dust down
and how private street sweepers do or do not use water sprayers.
The City currently uses two types of street sweepers in its effort to keep street surfaces
clean. One is a broom-type sweeper and the other a vacuum type. Both types use a
spray system to dispense water on the street in order to minimize the presence of dust.
Spray nozzles are located in various places on these machines, such as suction tubes
over the gutter brooms and in the hopper. Even with the use of the spray system, it is
extremely difficult to eliminate dust completely. The main problem with air sweepers is,
the more water is used, the heavier the debris becomes, making it more difficult to pick
up. The broom sweepers do not have this problem because they do not use air to lift
debris from the street. They can handle a wider variety of situations and can apply
more water to the street surface through the use of larger spray nozzles.
We also use a product called Clean Sweep. This is a wetting agent that is mixed with
the water in the tank and applied by way of the spray system. It does a good job of
further reducing the dust that is created from the sweeper operations.
The private street sweeping contractors conducting business in the city use the same
type of broom sweepers used by the City. Their air sweepers differ from the type the
City uses, but these are not used on public streets.

RE: 3001 Park Drive, vacant lot
On November 162, 2001, I responded to your complaint regarding motocross in the vacant field
on Park Drive, north of Niles Street. I located an area about 75 yards west of Park Drive where subjects
have been building mounds with a tractor to ride motocross bicycles on.
Shovels were laying near one mound and numerous garden hoses were connected together to reach
from Park Drive to the dirt mounds. Directly across the street from the end of the hose, was 3001 Park
Drive. Several hoses on the driveway appeared to be used to connect to the hose in the field. I made contact
at 3001 Park Drive with a juvenile identified as:

Chris said juveniles ride bicycles over the mounds and ride in the fields. He said the mounds were
for bicycles only and that the ramps are not used by anyone with a motorcycle. Chris said a subject
unknown to him used a tractor several days ago to make some mounds and that his family allowed use of
water hoses to water mounds. Olsen said he does not know who owns the vacant land, and that hewould
remove any hoses belonging to his familY.
Signs are posted along the west side of the roadway indicating no trespassing, no motorized
vehicles, no bicycles, and no dumping. One set of signs appear to have been placed by the owner and a
second set of signs were placed at the request of City Code Enforcement (S. Denton) because of a past
complaint.
The vacant land(approximately 35 acres) is owned by Alfred and Susan Louie (3822 Wible Road,
APN# 132-010-27). At the time of my investigation, there were not any subjects on the land. The vacant
land is city jurisdiction and subjects can be cited if contacted on the posted property.
