SUBJECT: General Information
1. Per the attached notification from the Government Finance Officers Association,
we are to receive the Distinguished Budget Presentation Award for our 2002/03
budget document. This is the third time we have received the award. Kudos to
John Stinson, Darnell Haynes, Gregory Klimko and all the staff who contributed to
the preparation of the budget document.
2. Congratulations are in order to the Graffiti Program staff in Public Works for being
selected to present their proposal on "How Bakersfield Erased It's Graffiti Program"
at the APWA International Public Works Congress and Expo.
3. In case you threw yours away as junk mail, a copy of the most recent anti-WalMart
mass mailer is enclosed. This issue is scheduled to come before you on February
12th. At their meeting last night, the Planning Commission approved both
WalMarts at Panama Lane and Gosford Road. These were the first two General
Plan Amendment cases.
4. I hate to continue to convey bad financial news but: 1) PERs or retirement costs
will be up another $1.2 million for next year; beyond the $3.0 million increase
already noticed, and $7.0 million the following fiscal year; 2) Our quarterly sales
tax information is in. While it was better than the first quarter, we are up,
cumulativ~ely, 1.8% from last year, with a budget assumption of 6%.
5. Most of the property where the ice rink / aquatic complex will go has been cleared,
or soon will be. Construction will close an access to our parking lots for the
Garden. An adjustment will be made by putting in a booth to the lot due south of
the tracks on the west side of N Street. That has been dedicated to suite owners
but has been underutilized. It also opens onto another full block of County lot.
See the aerial photo enclosed. The bottom line is that it will serve as an
acceptable substitute for traffic flow and will put more cars closer to the arena.
The Garden staff will make separate arrangements to continue a priority system for
the suites.

6. For many years (since approximately the mid-80's), we have had multiple districts
in which Park Acquisition and Development fees are collected. When the districts
were created, they roughly corresponded to the ward boundaries (except the
number was 6, not 7), but five or six reapportionments later they no longer do.
Also, they were established so many years ago that they no longer correspond to
growth trends and where new parks will actually be developed - the boundaries
are simply out of date. Finally, the accounting and budgeting work is very messy
and complex.
The bottom line is that staff wants to revise the boundaries and simplify the
number of zones and to relate them to current growth patterns. We will do some
work and will prepare a proposal for modernization.
7. For the past four years, most major storms in California have managed to miss our
watershed - leaving us with under 50% of normal rainfall each of those years. So
far this year our luck has been considerably better - let's hope it continues through
the season !
8. A status report on the service activity at the east and central satellite Police
stations since August is enclosed for your information.
9. An update on the ownership change of the supermarket at Union and California
from Food 4 Less to Save Mart Supermarkets is enclosed, per a Council request.
It may be the first part of April before it is open.
10. EDCD sent the attached letter to building owners on Lakeview Avenue outlining a
free painting opportunity being extended to them in an effort to improve the
appearance of the street before the renaming ceremony on January 18th to Martin
Luther King Boulevard.

A Panel of independent reviewers has completed its examination of your budget
document. We are pleased to inform you that the panel has voted to award your budget
document the Distinguished Budget Presentation Award for the current fiscal period.
This award is the highest form of recognition in governmental budgeting. Its attainment
represents a significant achievement by your organization.
The Distinguished Budget Presentation Award is valid for one year. To continue your
participation in the program, it will be necessary to submit your next annual budget
document to GFOA within 90 days of the proposed budget's submission to the legislature
or within 90 days of the budget's final adoption. Enclosed is an application form to
facilitate a timely submission. This form should be submitted with four copies of your
budget accompanied by the appropriate fee.
Each program participant is provided with confidential comments and suggestions for
possible improvements to the budget document. Your comments are enclosed. We urge
you to carefully consider the suggestions offered by our reviewers as you prepare your
next budget.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of
Recognition for Budget presentation is also presented to the individual or department
designated as being primarily responsible for its having achieved the award. Enclosed is
a Certificate of Recognition for Budget Preparation for:

Your award plaque will be mailed separately and should arrive within six weeks.
Enclosed is a camera-ready reproduction of the award for inclusion in your next budget.
If you reproduce the camera-ready in your next budget, it should be accompanied by a
statement indicating continued compliance with program criteria.

The Government Finance Officers Association of the United States and
Canada (GFOA) presented a Distinguished Budget Presentation Award to
City of Bakersfield, California for its annual budget for the fiscal year
beginning July 1, 2002. In order to receive this award, a governmental
unit must publish a budget document that meets program criteria as a
policy document, as an operations guide, as a financial plan, and as a
communications device.
This award is valid for a period of one year only. We believe our current
budget continues to conform to program requirements, and we are
submitting it to GFOA to determine its eligibility for another award.
Also enclosed is a press release.
The Government Finance Officers Association encourages you to make arrangements for
a formal presentation of the award. If you would like the award presented by a member
of your state or provincial finance officers association, we can provide the name of a
contact person for that group.

Chicago--The Government Finance Officers Association of the United States and Canada
(GFOA) is pleased to announce that City of Bakersfield, California has received the
GFOA's Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement bY the entity. It reflects the commitment
of the governing body and staff to meeting the highest principles of governmental
budgeting In order to receive the budget award, the entity had to satisfy nationally
recognized guidelines for effective budget presentation. These guidelines are designed to
assess how 'sell an entity's budget serves as:
· a policy document
· a financial plan
· an operations guide
· a communications device
Budget documents must be rated "proficient" in all four categories to receive the award.
When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of
Recognition for Budget Presentation is also presented to the individual or department
designated as being primarily responsible for its having achieved the award. This has
been presented to City Manager's Office.
Since the inception of the GFOA's Distinguished Budget Presentation Awards Program
in 1984, approximately 900 entities have received the Award. Award recipients have
pioneered efforts to improve the quality of budgeting and provide an excellent example
for other governments throughout North America.
The. Government Finance Officers Association is a nonprofit professional association
serving 14,000 government finance professionals throughout North America. The
GFOA's Distinguished Budget Presentation Awards Program is the only national awards
program in governmental budgeting.

SUBJECT: Food 4 Less changing ownership to Save Mart Supermarkets
Pursuant to a referral from Councilmember Carson, the following is an update on the Union
Avenue Food 4 Less store change of ownership:
On November 13th, it was announced that the 26 California Food 4 Less stores (including
the recently constructed Union Avenue store) were being sold to Save Mart Supermarkets
of Modesto, California. Save Mart is a leading supermarket operator with 97 stores
operating in California under the Save Mart, Food Maxx, and S-Mart banners. The sales
transaction was expected to take 60 days and is subject to customary regulatory
apprOvals and other closing conditions.
Staff spoke with Lee Jamieson this week, he indicated the lease transfer is expected to be
finalized the first part of January. The Save Mart real estate representative thought the
store may open apprOximately 8 weeks later, or by the first part of April. '

SUBJECT: Free Paint for Lakeview Buildings - Update
To assist in improving the look of Lakeview Avenue prior to the renaming to Martin Luther
King Boulevard on January 18th, staff sent the attached letter outlining the free paint
opportunity to all building owners on Lakeview between California and Virginia avenues.
Staff also hand delivered the letter to all operating businesses along the same section.
To date, three buildings have requested the paint:
606 Lakeview (Ms. Pat's Kitchen) ,
632 Lakeview (Market #3)
1010 Lakeview (Ice House)
There are three vacant buildings that are in definite need of new paint, but may have
absentee or irresponsible owners, staff will try and make personal contact to get their
participation.

FREE MATCHING PAINT AVAILABLE
Dear Property Owner, Business or Tenant:
As you~are aware, the City of Bakersfield is installing a major streetscape beautification project for.
Lakeview Avenue. In addition, the community is planning a celebration for the renaming of
Lakeview Avenue to Martin Luther King Jr. Boulevard on January 18th.
In order to present the best possible face on Lakeview for the celebration, the City is offedng to
provide free matching paint to business owners or property owners along Lakeview Avenue
between California and Virginia avenues (Phase 1 of the streetscape project). If you feel you your .'
building is in need of a new coat of paint, the City will provide you free matching paint and the
equipment to do the job. The City has a mobile paint unit (used by the graffiti patrol) that can
analyze and match the color of your current building's paint color. The City will provide enough
paint to paint the outside of your building. We will also provide two paint trays, four hand rollers, and
four paint brushes for you to paint your building. You may paint your building yourself or hire it
done. City staff cannot be used to paint buildings for private businesses.
If you accept the free paint, the City requests you paint your building by January 15~, a couple Of
days prior to the Martin Luther King celebration, in order that the community and surrounding
neighborhoods can see the Lakeview businesses at their best. Please fill out the attached"Consent
to Enter & Release of Liability" form and fax, deliver or mail it to my attention as soon as possible to
have City staff rnatch and deliver the paint.
