The subcommittee working on the Rosedale recharge basin / freeway issue has finished its report. Although there are more steps through the full committee and Kern COG, the water interests all seem to be together and behind the plan. 2. On May 9th, Fred Kloepper, our Wastewater Manager, will retire from the Public Works Department. Fred has served the City well in the 11 years he has been with us. We wish him well in his future endeavors. Also in Public Works, Howard Morris, Solid Waste Superintendent, has accepted a promotion to another city. Congratulations to Howard, who will also be missed. 3. A memo from the Public Works Department details the project status of State Route 178 at Alfred Harrell Highway at Comanche Road. It also details the projected date for adding shoulders to Hwy 178. I am writing to the State asking if the shoulder work can be earlier than 2004, based on safety issues. 4. If you have not already, take a look at the test medians we built on East California Avenue, between King and Owens Streets (near the MLK Center), and South "H" Street, just south of White Lane to Pacheco Road. One or the other, or a combination, will be proposed as our new minimum City standard. 5. Attached is a summary of proposed fee changes and a copy of the proposed Master Fee Schedule including all service centers. The rate increases generally are consistent with inflation. In cases where that does not apply, an explanation or justification is provided. Staff has reviewed the proposed changes with Building Industry representatives and will be reviewing the proposed changes with the Budget & Finance Committee at their May 15 meeting. The proposed fees will be placed on the Council Agenda of June 14t~ as a public meeting for the purpose of the Council receiving public input regarding the proposed fees. No formal action can be legally taken on the 14th with regard to these fees. The required public hearing will be scheduled for the Council Meeting of June 28th for the purpose of receiving additional input, Council consideration of the fees and Council action with regard to the fees. Honorable Mayor and City Council April 28, 2000 Page 2 6. A letter from Time Warner is enclosed to update us on their negotiations with Disney regarding retransmission of some ABC stations. Most of the ABC programming is received from the local affiliate, KERO, but there are some ABC stations provided through Disney. Disney may pull their ABC stations from Time Warner's cable system as of May 1st, if they are unable to reach an agreement. 7. Kloepper, our Wastewater Manager will retire from the City of Bakersfield Public Works Department. Mr. Fred L.'Kloepper has been with the City of Bakersfield for 11 years. He was hired in January 1989 as Assistant Public Works Manager- Engineering. In November 1994 he was reassigned to the Wastewater Division to oversee the operations of the Wastewater treatment plants and expansion projects. Mr. Kloepper will sorely be missed by those he came in contact with during his tenure with the City and he has most certainly earned the right to a more leisure way of life. Our good wishes for his future retirement. Our agreement with them states that we will not record the new right-of-way alignment until the existing right-of-way has been vacated. As the right-of-way to be vacated is outside the corporate limits of the City, a County street vacation application has been prepared for County Planning Commission/Board of Supervisor action. The new street right-of-way dedication and the existing street right-of-way vacation will then be recorded simultaneously upon completion of project construction. Caltrans is preparing the coop-agreement for this project, and said staff should receive a copy of this document to review sometime next week. Based on discussions with their staff, Caltrans is proposing to pay for any widening and channelization work required for State Route 178 for the traffic signalization project (left-turn lanes, shoulder widening work at the intersection, etc.), as well as paying for half of the cost of the traffic signal. State Highway Operations and Protection Program (SHOPP) funds will be used for the Caltrans portion of the work. Concurrently, Caltrans is reviewing the environmental document for the project to verify its adequacy. As a part of the mitigation being required, biological and archeological consultants have been retained to review the project for impacts to these areas. These items have delayed the project about 30 days from what was projected earlier this year so that bidding is now anticipated for late May or June, with construction still occurring this summer. Regarding the shoulders along State Route 178, Caltrans staff has confirmed the shoulder project is approved for SHOPP funding, but that construction is not scheduled until 2004. The~ shoulder project is estimated at over $5 million and includes widening the shoulders, and then resurfacing the entire road from Morning Drive to the mouth of the canyon. cc: Jacques R. The summary provides a list of new, reduced and restructured fees. Also included is a summary of development related fees. The rate increases generally are consistent with inflation. In cases where that does not apply an explanation or justification is provided. Myself and other City Staff have reviewed the proposed changes with Building Industry representatives and they have indicated they are not opposed to the proposed changes. Matlock, Chief of Polic~ Subject: Council Chambers Security Plan Violence in the workplace has impacted government buildings, courts, businesses, schools across the country and on October 6, 1998, it occurred within the Council Chambers of the City of Riverside. On that date a disgruntled former City employee opened fire wounding the Mayor of Riverside, two council persons and two police officers. This illustrates the vulnerability of government leaders, staff, employees, and the public. In many cases, inadequate security or the absence of security is an associated factor. Potential liability costs outweigh the cost of adequate security. Bakersfield City Planners who designed City Hall and the Council Chambers could not have predicted the increase of violence in the workplace in the 1990's. City Hall and the Council Chambers have many entrances and are very vulnerable with virtually no security other than panic buttons located within the City Clerk's office. In response to Council Member Maggard's request for enhanced security within the Council Chambers, I offer the following recommendations. 1. Keep the Council Chambers locked throughout the day unless it is needed for a meeting. 2. Install panic buttons along the top of the dais and at the City Clerk's desk. 3. Provide all Council Members and staff who regularly attend Council meetings workplace violence training. Council Members and staff would also receive escape plans,t 4. Install brighter lighting in the parking lot south of City Hall. Install bullet resistant panels to the inside areas of the dais and adjoining desks which would create protective pockets for the Mayor, Council Members, staff and media. Ballistic panels would cost approximately $6,200 and the manufacturer, Bullet Guard, advises they are easily installed using common tools. The City has under construction the installation of a traffic signal at the intersection of Allen Road and Brimhall Road. This project should be complete next month. 2. The developer of the Fairoaks Development, located on the south side of Brimhall Road just west of Calloway Drive, is currently restriping Brimhall Road so that ultimately two eastbound lanes and a two-way left-turn will be striped from Jewetta Avenue to just east of Calloway Drive. This work should be complete next month. 3. A storm drain project is currently bidding which includes some curb and gutter and pavement tie-in construction at the intersection of Brimhall Road and Calloway Drive. 4. A project to widen the north side of Brimhall Road between Coffee Road and Windsong Street is currently being designed, should bid next month and should' be under construction this summer. This project will allow the striping of two westbound lanes between Coffee Road and Calloway Drive. 5. The City and County are discussing a project to widen the north side of Brimhall Road from Calloway Drive to a point about 600 feet west of Jewetta Avenue where full street improvements currently exist. 6. The County indicates they will have out to bid the separation of grade project for Calloway Drive, which includes the area between Brimhall Road and Holland Street, during the second week of May with construction beginning sometime this summer. 7. Castle and Cooke is preparing plans to construct the south side of Brimhall Road between Allen Road and Jewetta Drive. Ms. Rose also had concerns with the turning movements at the intersection of Brimhall Road and Calloway Drive. Traffic Division staff is reviewing this condition to see if any striping or other changes are warranted and will contact her to follow-up when their review is complete. cc: Jacques R.
