Information related to the City Center project: We had a very positive meeting with Chris Hammond, as the prospective replacement for the senior housing element. He will get us a plan (financing, etc.) in about two weeks. Some shifting in the partnership roles has moved the recreation facility/ice rink group into a more prominent position. It may help us get the ice rink piece resolved. 2. Staff received good news this week that we wbre selected as one of 25 cities nationwide to receive a free management loss control evaluation by The St. Paul Company, as a special program offered to International City/County Management Association members. As the attached memo indicates, the company will provide a management evaluation 'of existing efforts to control losses and will compare those efforts to successful programs used in other public entities with Iow accident frequencies. The St. Paul Company provides insurance products and services, and is one of the largest in the United States. 3. Per an inquiry at the Community Revitalization Workshop held last month, EDCD has prepared the enclosed memo that summarizes the process used by the City to monitor the jobs created by employers who receive assistance using CDBG funds. 4. The Garden continues to hit home runs - announcing the Dixie Chicks right after Faith Hill is success on success. 5. We received the enclosed correspondence from CalTrans regarding State Route Highway 178. We had asked for the shoulder additions to be accelerated and for the State to pay for widening to four lanes. They say shoulders are scheduled for 2004; widening is not in sight We will look now at protected turn lanes at intersections as a short term remedy. The Fire Department will hold a Family Health and Safety Day tomorrow, Saturday, October 14th at Fire Station #1 from 10:00 a.m. to 4:00 p.m. 8. Recreation and Parks Activity Report for the month of September is enclosed. 9. Work is in progress on the landscape area along Stockdale Highway, across from CSUB. 10. A suggestion regarding Council comments about the monies received Wednesday night and other funds - by mid-budget year, we should have financial trends identified. We will complete some project lists, which you may want to add ideas to. Council goals are getting a little old; integrating goals and budget issues into a January session might be good. 11. Stinsoi~,~sistant City Manager SUBJECT: Risk Management Grant I was informed today that Bakersfield was selected as one of twenty-five cities nation-wide to receive a free management loss control evaluation by The St. Paul as a special program offered to ICMA (International City/County Management Association) members. The St. Paul will provide a management evaluation of existing efforts to control losses and will compare those efforts to successful programs used in other public entity's with low accident frequencies. The St. Paul company provides insurance products and services and is one of the largest in the U.S. This evaluation should occur sometime in the next 60 to 90 days and should assist us in identifying issues for the new Risk Manager to address. Only one other California city was selected, the city of Monterey. This is in response to your letter dated September 8, 2000, regarding a Caltrans project to construct i:!i shoulders along State Route 178, west of Fairfax~Road to the mouth of the Kern River Canyon. You I"" inquired about the possibility of modifying the shoulder project to include additional traffic lanes. The State Route 178 shoulder-widening project was programmed in the 2000 SHOPP (State Highway Operation and Protection Program). It is currently in the Project Approval and Environmental Document phase with construction scheduled to begin in 2004. Our long-range vision for State Route 178 is a four-lane highway. Current traffic does not indicate a need for four lanes at this time. State Route 178 is not designated as an Interregional Road System Route. This designation means the modification of this .project to include additional lanes would make it a regional Kern COG rather than a State funding responsibility. We have met with the Kern COG and they have agreed to a Route Adoption Study for State Route 178. This study is scheduled to begin in 2006 and will evaluate potential corridor needs between Bakersfield and Lake Isabella. Caltrans has reviewed a number of proposed private developments in the vicinity of State Routes 178 and 184 including the 700-acre general plan amendment you referenced in your letter. Traffic impact studies have identified various types of mitigation for these projects to offset their impacts. Caltrans concurs with the recommended mitigation which include turn lanes, signals, and paying a pro-rata share towards future road improvements including additional travel lanes. Development projects will continue to be reviewed by Caltrans to determine their potential impacts to the State Highway System and appropriate mitigation. Please-be assured we will monitor the State Route 178 project to ensure it remains on schedule, and will continue to make maintenance improvements to the State Route as necessary. Sincerely, District Director District 6 BAKERSFIELD Economic and Community Development Department MEMORANDUM October 6, 2000 i /j TO: Alan Christensen FROM: David Lym~-~ SUBJECT: Employment Summary of Companies Assisted with City CDBG Funds At the Community Revitalization Workshop held on September 16, 2000, Ms. Renee Nelson asked about the process the City of Bakersfield uses to monitor the jobs created by employers who receive assistance using Community Development Block Grant (CDBG) funds. She specifically was interested in the number of jobs created at each employer and how many of these jobs were held by iow- and moderate-income individuals. Attached is a listing of each employer that has received CDBG assistance, showing... · the number of jobs that were supposed to be created; · the number of new hires to date; and · the number and percentage of new hires that are low- and moderate-income individuals. As shown in this attachment, these 16 employers have hired 1,271 people since they received city financial assistance. Of these hires, 1,027, or 80.8%, have been low- and moderate-income individuals. This is far above the requirement that 51% of all new hires be low/mod individuals. The agreements with two of these employers have already expired, meaning these employers no longer report their hiring progress, nor are required to hire low/mod individuals. Conversely, three other employers have only recently received city assistance and have not yet had to submit their first employment report. After School Program With the recent recreation assignment changes, Holly Larson is now supervisi'ng the Bakersfield City School after school program sites and I will be supervising Greenfield Union School District sites. The football season started on Friday, September 29th for the Greenfield School District and September 30th for the Bakersfield School District. This program has expanded so much that we have two football teams at each of the six Greenfield schools this year. The Greenfield schools are also running a snack bar at these football games giving the children practical business experience and math skills. The money earned is used for the after school program. Greenfield Union SchOol District Highlights of the activities at the various sites include teaching the children different dances-swing~ twist, macarena, and YMCA; at Plantation school the children presented different skits from the book "Three Little Pigs" to the rest of the students; lots of arts and craft activities such as windmills, butterflies, buddy boxes; and games like field hockey, caterpillar, partner tag, and football. Silver Creek After School Program Highlights of the activities include introducing the children to different types of music such as jazz, classical, Latin, etc. and during story time learning the basic history of this music; having the children run a general store where outstanding behavior is rewarded with a "Good Behavior Dollar", children spend their money on school related items while practicing math skills; and holding Olympic Games with a special Olympic ice cream social and scavenger hunt. This month the Center was closed for a week after camp king for building maintenance(cleaning of floors and repairs to building). BACCA met three times at the Center preparing for the Good Neighborhood Festival; EDCD met on the 17'; Project Reach held its last scheduled meeting on the 26th. Also, on the 26th the Recreation and Parks Department conducted its staff training. The Salsa class met with eight students this month. The Center fitness room was reopened in the morning from 10am - I pm, Monday through Friday to the public. Attendance is flexible usually between five and 25 persons a morning. Staff will continue to work with a contracted civil engineer in preparing construction plans. Proposed amenities ,include picnic shelters, walking paths, two lakes, an aquatheatre capable of hosting 'performances with the stage constructed within one of the lakes, playgrounds and open space for the shear enjoyment of relaxing, kite flying or whatever moves you. This 30 acre site is located north of Stockdale Highway at Buena Vista Road. Shaped somewhat like the state of Florida, Rio Vista will have Stockdale bridge at the Kern River as its west boundary and be partially fronted to the east by Castle and Cooke's proposed commercial development. As specified by the development agreement, City has requested final $600,000 of $700,000 commitment from Castle and Cooke. To the south, Castle and Cooke is close to finalizing plans for Windermere Park which will be located north of White Lane and west of Buena Vista Road. At approximately 6.16 acres, Windermere will follow in the theme of Deer Peak and Windsor neighborhood parks. Current plans a~low for a multi-purpose field, p~ayground, shelters, walking paths to name a few features. NewPlayground Projects Centennial and Grissom Park playground replacement project bid openings were on September 18. Apparent Iow bidders are Mailbu Pacific Tennis Couds, Inc. (Grissom) and Casron Services (Centennial). AT: rs Attachments BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: ALAN TANDY, City Manager FROM: RAUL ROJAS, Public Works Director ~ DATE: October 12, 2000 SUBJECT: East Planz Drainage Basin, Informal Council Referral/Carson Vice-Mayor Irma Carson asked staff why the proposed sump at the intersection of East Planz Road and Anderson Street had to be constructed, and what would be the consequences if it is not constructed. When the City annexed this area, one of the City's goals for the area was to improve roadways throughout the annexation area by installing curb and gutter where it did not exist. As curb and gutter is installed along streets that previously did not have curb and gutter, drainage waters from the streets are then confined and concentrated in the streets (instead of running off the roadway shoulder onto the adjacent property), and provisions for removing this drainage water from the streets must be provided. Staff has received some comments from area residents questioning whether a drainage problem in the area currently exists. As more and more curb and gutter is installed in the area, staff expects the concentration of drainage waters to increase resulting in the potential for street flooding if storm drainage conveyance facilities are not constructed. Drainage waters currently drain across Planz Road (from the north to the south) by surface flowing across the pavement, and by flowing through two underground syphon structures that cross Planz Road. Surface flows across pavement are detrimental to the pavement longevity and lead to added pavement maintenance costs. Syphons have standing water in them in order to operate, and as staff has received many complaints from citizens regarding odors from these types of facilities, it has been City policy to not allow new syphons and to also try and eliminate existing syphons when possible. A storm drain system that collects the drainage waters from the north side of Planz Road and conveys the drainage waters to a drainage basin solves both of these problems. Staff looked at extending a storm drain Pipe from the existing drainage basin south of the area at Horne Street and Brook Street north along Home Street to Planz Road. But the residents that front Horne Street are serviced by a sewer main in Horne Street and a storm drain pipe installed in Horne Street would cut through many resident's sewer laterals. Another parallel sewer line would have to be installed in Home Street to reconnect these sewer laterals. This alternative more than doubles the estimated cost cost of the project to over $500,000, more than the currently available funding for the project. Staff then looked at locating a drainage basin north of Planz Road, which resulted in a feasible and less expensive solution. At the City Manager's request, staff investigated some other properties north of Planz Road on Anderson Street and on Lotus Lane as alternative sites for a drainage basin, but the Property Management Division was unable to successfully negotiate with any.of these alternative site's property owners. Based on staff's review, if the project is not constructed, a large rain event will result in flooding at the north side of the intersection of Oliver Street at East Planz Road, and possibly along the north side of East Planz Road at Anderson Street. cc: Jacques R. Due to the large volume of commercial/industrial waste produced by Bakersfield as the hub of the southern valley, a classic residential curbside program would only recycle about 5% of the total.
