SUBJECT: GENERAL INFORMATION
1. Congratulations to Councilmembers-Elect Benham and Hanson and to
Councilmember Sullivan on her re-election. We will include the new councilmembers
in all correspondence distribution from this point forward.
2. A reminderthat Teen Government Daywill take place on Wednesday, November 15th.
3. As mentioned several weeks ago, we will host a group of government officials from
Morocco next week. They will be here on a study tour set up by ICMA and will attend
the Council meeting on Wednesday.
4. EDCD has received notification from HUD on our FY 2001/2002 entitlement for .
CDBG/HOME/ESG funds. The enclosed memo shows a comparison of our
2000/2001 entitlement to 2001/2002.
5. Water Resources reports that the Yokuts Park tree planting project on November 4th
went very well. A memo is enclosed recognizing the efforts of those who made it
happen.
6. The latest report on economic development activities in the southeast is attached.
7. A community meeting was held on November 4th for Casa Loma area residents to
discuss various projects planned for that area. A report, including comments and
suggestions from the residents, is provided for your information.
8. Recreation and Parks activity report for the month of October is enclosed.

Staff has received notification from the U.S. Department of Housing and Urban
Development (HUD) identifying the City's CDBG/HOME/ESG entitlement for FY
2001/2002. Below is a comparison of the City's entitlement for FY 2000/2001 and FY
2001/2002.

In a related matter, the deadline for Capital Improvement Projects and submission of non-

SUBJECT: "YOKUTS NORTH" TREE PLANTING PROJECT
The tree planting project last Saturday, November 4th was a huge success with over 400 native
trees being planted by an estimated 300 volunteers along the north shoreline of the Kern River directly
across from Yokuts Park.
I would like to give special thanks to Dana Adams of the Tree Foundation for coordinating the
volunteers and securing the trees for this highly ¥isible project. Also, I would like to recognize Pat
Hauptman, Tera Entenman and Don Richardson of our Water staff and Stan Ford and Ed Lazaroti of the
Recreation and Parks Department for their planning, preparation and extra efforts put into this project.

SUBJECT: Southeast Distribution Client
Yesterday we met with two vice presidents from a company that is considering locations for a
proposed west coast distribution center. The is the same company we have been working with
for over a month regarding its interest in the Agency-owned site on South Mt. Vernon Avenue.
This proposed project would initially employ 450 people upon opening and ramp up to 900 in
five years.
Our meeting centered around labor force issues, incentives, and specifics about the site. While
the company is exploring other Kern County sites, none of the other sites have the benefits of
immediate access to Freeway 58, and the incentives available through an enterprise zone and
redevelopment area.
The company hopes to make a decision in March 2001 and be operational by October 2002.

SUBJECT: Update of November 4, 2000 Casa Loma Area Community Meeting
Vice Mayor and Council memberWard I Irma Carson requested a community meeting at the
Friendship House for Casa Loma area residents to discuss street projects, sump drainage
issues and current projects planr~ed for the area. The agenda covered the following items:
Sumps/Drainage
The residents decided they do not want the sump placed at the Planz Road and Anderson
street location, they would prefer to have additional curbs, gutters and sidewalks installed in the
area with the funds.
The residents indicated there were no problems with flooding in the area and they would prefer
the City do a better job of maintaining the 13 sumps that currently exist in the area. After the
meeting I visited a sump located on Hale street between Carver and Lewis and the sump was
full of debris from illegally dumped items, had a seven foot tall tree in the middle and broken
glass was all over the sidewalks.
There was discussion about contracting out the sump maintenance for the area to small
businesses in the area as a way to .put some of the unemployed youth to work.
Illegal Dumping
The residents indicated there was a great deal of illegal dumping occurring at night and
something needs to be done. This was also discussed as work that could be contracted out
to small businesses.
Street Improvements/Alley-ways
Street Superintendent Luis Peralez discussed the various street improvement projects that
have been installed. He also reviewed the streets that are still in need of improvements. In
several cases the curb and gutter design has not been completed and California Water
~o~m1~any still has work that needs to be completed before curb, gutters and resurfacing can
be installed. Since we are already in November, even if the design for the curb and gutters
were completed for this area, city staff could only perform the installation and could not pave
the streets until it becomes warm in late April or early May 2001.
I would recommend that someone from Public Works management or this office contact
California Water to see what is holding up the process and to expedite the "work" they need
to complete in the area. ....
Street Lights/Stop signs
The residents indicated that Street lights were needed on Cottonwoed Road from White Lane
to Pacheco Road. Currently,. there are no street lights for this location. Also the residents
requested city staff look into placing a 3 way stop sign at the corner of Pacheco Road and
Cottonwood Road ans a stop sign at Casa Loma and Cottonwood. In addition, the residents
mentioned speeding occurring in front of the Friendship House and wanted, staff to look into
what could be done so that children can safely cross the street to the Friendship House without
fear of getting .run over. Perhaps a stop sign can be constructed in front of the Friendship
House.
Sewers
There was also discussion regarding the need for sewer sew.ice for the area north of Pacheco
Road south of Planz Road and east of Cottonwood.

Attached are the divisions monthly activity reports. Included in the reports
from the recreation supervisors are participation numbers from the first
month of this years after school program.
This month we added an additional 1.52 acres to our maintenance
responsibility.

AQUATICS
The aquatic club of Bakersfield continues to rent the facility. Jastro Pool is scheduled to
be painted prior to opening for the high schools. The Aquatic Safety Awareness
Program is being planned for spring. The new lifeguard and swim instructor course
schedule is developed and will be publicized in the department brochure. The first
training is scheduled for December 15t~, 16t~ and 17=.

SPECIAL EVENTS
Country Market Fair
The Country Market Fair was conducted on October 21 .and 22nd. Approximately 500-
700 people attended. While, less people attended this. year compared to last year the
event continues to be successful.
Canine Frisbee Disc Championship & PetFest
The Canine Frisbee Disc contest ran smoothly. This contest was part of the PetFest
event co-sponsored by our department and the S.P.C.A. and was held at Silver Creek
Park. There were 15 "contestants" that competed with their owners and approximately
100 spectators. Information about the department was distributed and the event ran
smoothly.
Halloween Haunted Trail
The Halloween Haunted Trail was a big success. There were several new elements to
the that enhanced the event. These were a giant puppet, a real yellow brick trail, the
masquerade ball (a dance), the spice ghouls, a staff dance team and other decorative
improvements.
We received a lot of positive feedback from community members. The 163 evaluations
that were completed by participants at the event were all positive. Some of their
comments were as follows:

Martin Luther King Community Center
The Center had a total of three rentals, Women'.s Conference, Good
Neighborhood Festival and a community meeting.
The Women's Conference was the second one held at the Center. It was very
successful and Well attended. The Good Neighborhood Festival was held on
Saturday, October 21.
A community meeting was also held with a representative from the governors'
office on October 23.

Softball is in the winter league with a total 23 mens teams and 14 co-ed teams.
We added six teams from the Mesa Marin league, and we anticipate more sign ups
from that now defunct league during our next session.
Youth sports
Our annual cross country meet was held on OCtober 7, at Yokuts park.

Bakersfield B.E.S.T. After School Propram
The football season is in full swing with lots of parents coming to the games to cheer
their child on. The season will end on November 3r~ with playoffs for the top two teams
on November 17th. Greenfield's top team will play Bakersfield City School's top team on
Saturday, November 18th at Beach Park for the championship.
On Thursday, October 12th, all six Greenfield SChools were part of a national
celebration called "Lights-On". The "Lights-On" celebration recognizes after school
programs made possible by federal after school partnership grants. Olympic Games
was the theme of our celebration and each school site held various games for the
participants and their parents. Some sites even held special award ceremonies where
children received gold, silver, and bronze medals.
Greenfield Union School District
Highlights of the activities at the various sites included having a demonstration at
McKee on sign language and learning the alphabet and a few simple signs; Fairview
participants learned the macarena, chicken dance, bunny hop, and twist and shout
dances; they are also presenting the play "The Toad and the Frog are Friends"; each
site has cheerleading along with football and other sport activities; arts and crafts
included a aquarium, puppets, masks, and various Halloween projects.
Silver Creek After School Program
Highlights of the activities include a musical candy walk, pumpkin parade, making
candied apples, a "Fall Harvest Party", and various Halloween arts and crafts. "Caught
Being Good" tickets earned a chance to choose from the treasure chest.

Park Security Proqram
Effective Friday, October 20, Recreation and Parks assumed administration and staffing
of the departments Park Security Program. Bakersfield Police Department provided similar
services utilizing a combination of reserve and regular personnel for the period prior to this
date.
Temporary personnel were provided 24 hours of instruction coordinated by BPD training
officers plus an additional 4 hours of Recreation and Parks departmental orientation.
Park Security program performs several essential functions. First, security personnel are
available to respond to citizen's inquiries about reservations, facilities and programs.
Second, by making a high profile presence known within parks they are a valuable asset
in an effort to minimizing vandalism. An added benefit of the program conducted in-house
is night patrol operations provide an opportunity to monitor our irrigation systems as most
are scheduled to water only during late night and early morning hours.
The program is specifically designed to perform as additional eyes and ears for both ours
and Police Departments. Nightly log information is reviewed with areas of specific concern
will be forwarded to BPD.
Truxtun Tree Replacement
First phase of Truxtun Avenue tree replacement was completed on October 28. The first
five Deodar Cedar trees primarily located in median islands fronting Mercy Hospital were
removed by mid afternoon.
As expected, limbs as large as 10 inches in diameter were found to be "dead". The same
limbs easily fractured into sections as they fell upon the ground. Public safety was a
primary for recommending tree removal.
Nine replacement large boxed trees were previously selected from a nursery and have
been delivered to our yard for storage until mid November planting.
Final phase of tree removal will be on November 12. The last trees removed are located
between "N" Street (Centennial Garden/Convention Center) to "S" Street (Beale Library).
As big as the tree themselves is the task of coordinating a project of this magnitude. Ed
Lazaroti, area supervisor, and one of two staff arborists, has assumed this responsibility
including working with Traffic section to devise a detour plan, coordinating safety
delineation with Streets division, providing business and property owners advance project
information, and notifying agencies such as Bakersfield Fire and Police departments,
Highway Patrol, and Emergency Medical Services to advise of street closures.
Dr. Martin Luther Kinq, Jr. Park Play§round EauiDment
Work began on the first of four playground retrofit projects in late October. Recreation and
Parks staff completed demolition of existing playground equipment and removal of old
sand at Dr. Martin Luther King, Jr. Park. Our contractor will begin assembly and installation
of playground equipment the week of October 30. Installation of equipment is expected
to be completed ~by NOvember 17th.
Rubber surfacing, will be installed via a separate contract following completion of the
playground equipment project.

As you may already know, the City Council passed an ordinance on January 26, 2000 regarding
parking on unpaved surfaces. However, in responding to complaints about commercial vehicles
'parking on dirt lots, we have been made aware of a couple of technical defects that needed to be
corrected. These corrections have been made and the first reading of this ordinance occurred on
October 25, 2000. As soon as the ordinance passes we will again start enforcement. Please see
attached new ordinance.

AN ORDINANCE AMENDING SECTION
10.32.160 OF THE BAKERSFIELD MUNICIPAL
CODE RELATING TO PARKING ON UNPAVED
SURFACES.
BE IT ORDAINED by the Council of the City of Bakersfield as follows:
SECTION t.
Section 10.32.160 is hereby amended to read as follows:
A. No person shall park any motor vehicle, trailer, camper,
boat or other mobile equipment on any unpaved area in
any front yard (as defined in Section 17.04.670 of this
code), any rear yard (as defined in Section 17.04.680 of
this code) which rear yard is open to public view from
any public right-of-way, any side yard (as defined in
Section 17.04.690 of this code), or on any other
unpaved public or private property which is not
specifically permitted under this code.
B. Any person violating subsection A of this section shall
first be given a 24 hour warning notice that the vehicle
is parked in viOlation of subsection A before, a citation is
issued. Signs may be posted upon private and public
property giving notice of the prohibition of subsection A
of this section. Where such signs are posted, the 24
hour warning notice need not be given.
SECTION 2.
This Ordinance shall be posted in accordance with the provisions of the Bakersfield
Municipal Code and shall become effective thirty (30) days from and after the date of its
passage.
