1. Two out of the last three years we have, according to the American Public Works
Association, had the best (over $10 million) capital project in the country! In 1998,
it was Centennial Garden; in 2000, the Amtrack Station. Congratulations to all
contributing employees.
2. We also received an Honorable Mention from the League of California Cities Award
for Excellence jury for our Downtown Streetscape Expansion project
3. The new Risk Manager is on board. We welcome Patrick Flaherty, who assumed
his new duties on April 16th.
4. I will be taking some vacation from Thursday, April 26th through Tuesday, May 1st.
During my absence, John Stinson will be in charge, and the office will have a
number where I can be contacted.
5. As you're aware, Raul Rojas has requested reinstatement to the position of Public
Works Director.
6. The weekly progress report from Public Works is enclosed for your information.

Subjec~ The Award Winning-Bakersfield Amtrak Station
More good news regarding awards - today, American Public Works Association (APWA) notified us that they are honoring
our Q Street Underpass / New Bakersfield Amtrak Station with their Project of the Year Award! Those projects were
nominated together for the award in the Transportation Category, More than $10 million division. An official announcement
of this award will be mailed to us soon.
The awards will be given at the APWA'snational convention in Philadelphia, Pennsylvania in September 2001.
We are still awaiting the results of the Bakersfield Chamber of Commerce's "Beautiful Bakersfield Award" (they will
announce those results this Saturday, April 21 ), the California Transportation Foundation's "TRANNY" (we do not know that
award will be announced), and the California Council of the American Institute of Architects award (they will announce their
results on April 30).
I will keep you informed as we receive information about those award programs.

The 2001 Califomia Cities Helen Putnam Award for Excellence screening juries have just
completed the very difficult task of evaluating 298 applications received this year in eleven
categories. Each nomination submitted shows that Califomia's cities have strong leadership; are
well .managed; and, are responsive to changing community needs. You should be proud of your
accomplishments!
The screening juries, which consisted of city officials from each of the respective League policy
committees, were most impressed with the caliber of the applications.
While your city's application was not selected as one of the finalists, your application and the
program you have accomplished are a tribute to you and to the city's leadership.

SUBJECT: Weekly Progress Report-Public Works Department
Week Ending April 13, 2001
Following is the progress report for the week ending April 13, 2001:
· The Downtown Streetscape Project is substantially complete. The Contractor
has 30 days left on the contract. Remaining work includes adding 5 tree grates
and numerous trash enclosures.
· Construction has started on the "Resurfacing/Interconnect Various Streets 99-
00" project.
· The California & Owens Traffic Signal project is scheduled to start Monday, 4/16.
· The Fairfax Shoulder Widening Project is complete.
· On April 10, bids were opened for the Wible Road Drainage Improvements,
Planz Road to Hwy 99. The Iow bidder was Davis Backhoe service. This project
is scheduled to be awarded at the April 25th Council meeting.
· The bidding period will begin on April 18th,and is anticipated to close on May
2nd, for the Demolition oflmprovements at 1426 "P" Street. This is the
Warehouse, which is adjacent to the Food Bank, that the City recently
purchased for additional Convention Center and Centennial Garden parking.

ICouncilmember Benham referred to Code Enforcement the issue of blight on Canter
Way.
The vacant apartments located at 1701 through 1801 Canter Way have been boarded
up and secured. The property has also been cleaned of weeds and trash. The
property owners, West Park Baptist Church, contacted M.D. Atkinson and Associates to
do the abatement. The abatement was completed on April 16, 2001. The property will
be monitored to see that it stays in compliance.

Councilmember Sue Benham referred the issue of sidewalk maintenance at the
southeast corner of 19th & D Streets to Public Works.
The sidewalk at the south east corner of 19th and D Streets is on the Street Division's
concrete repair list and scheduled for removal and replacement the week of May 21,
2001.
The overgrown weed problem is behind the sidewalk on the vacant lot at this location.
On April 16, 2001, Chief Code Enforcement Officer Randy Fidler was contacted about
the overgro, wn weed problem. Code Enforcement will be handling the clean up issue.

SUBJECT: TRAFFIC ISSUE ON JEWETTA

Couch is requesting that staff contact the citizen who reported speeding issues on
Jewetta Avenue.
Some time ago, a stop sign was placed at Palm Avenue for the north and south bound
traffic on Jewetta. The roadway between Palm Avenue and Brimhall Road is within City
jurisdiction, but the speed limit is 40 MPH with rare violations.
In response to Council Member Couch's request, we will monitor the area south of Palm
Avenue and utilize the SMART trailer in an effort to discourage speeding violations in
the area. We will continue to work with the California Highway Patrol in an attempt to
impact citizen driving habits in the neighborhood.

Councilmember Salvaggio is requesting that Code Enforcement re-check the area on
the west side of South H Street (between Fairview & Panama Lane) regarding weeds
and debris between sidewalks and backyard fences.
The Tree Maintenance Division of the Parks Department has been contacted to abate
all weeds and trash at the above mentioned location. The area will be regularly
monitored for continued compliance.

Dual referral to Public Works-Traffic and Police-Traffic. Citizen would like to know
why his street is a thru street instead of a cul-de-sac as was originally planned.
(Public Works) Also, citizen reports that students from Liberty High School are
speeding down this residential street. The police have patrolled the area; however,
as soon as they leave the speeding resumes. (Police) Please contact citizen and
report back to Couch.
Response from Public Works - Our records show that Iron Creek Avenue, in the vicinity
of the contact's address, was never intended to be a cul de sac. Approved Tentative
Tract 5544 shows Iron Creek Avenue at its east end to intersect with Coyote Springs
Drive in a knuckle to the north and at the west end to be extended through to the west.
Approved Tentative Tract 5837 picks up Iron Creek Avenue and extends it westerly
where it does terminate in a cul de sac at Jewetta Avenue.

Vice-Mayor Salvaggio requested staff to provide an update regarding the traffic signal
approved for Truxtun Plaza West and Truxtun Avenue.
Design of the project is currently underway with bidding anticipated for June and award
for July of this year. The controller equipment for the signal has already been ordered.
Some of the poles for the project the City already has in inventory, and the remaining
needed poles have been ordered. Construction should take place late Summedearly
Fall.
