SUBJECT: General Information
1. Regarding goal setting - we have some mixed opinion between weekends and regular
Council meetings. We have a member missing for the February 6th session, so it
looks like we will have to agendize it for February 20th to come to a consensus.
2. Olmscheid, Sivers, and Esparza were here this week. They are still working on their
own to obtain financing. I have no prediction on their potential success. There will
not be a recreation center or ice ink in any future version, if there is a future version.
Space that lenders respond to more positively will replace that.
3. Congratulations to Assistant to the City Manager, Darnell Haynes, for his recognition
for community service this week by the African American Network!
4. A Fresno television station did a feature on our downtown successes this week.
They, of course, are trying to start downtown redevelopment with a AAA baseball
stadium.
5. Thursday and Friday next week is our annual department head retreat, in Oxnard.
During our absence, Darnell Haynes will be in charge, and, of course, we can be
contacted if necessary. We will make recommendations about updating your goals,
and review alternate and long term space options, among other things.
6. Per the enclosed memo from Public Works, the California Transportation Commission
is proposing a modification to SB45 that would reduce regional highway funding by
33%. That would create a negative impact on our local projects, and we are writing
letters to the State legislators to oppose CTC's plan.
7. The Fire Department's quarterly report on public education events is enclosed.

SUBJECT: SB 45
In the latest report to the State legislators from the California Transportation Commission
(CTC), the CTC is requesting the provisions of a portion of SB 45 be modified. Those
provisions state that 75% of transportation funds go to regional agencies such as Kern
COG, while 25% to the State.
The proposal by CTC to the legislature is to reduce the regional funding from 75% to 50%.
This means a potential reduction in highway transportation funding by 33% which would
significantly impact implementation of our major road programs,. A/ternative 15, here in
Bakersfield.
We will keep you abreast of anything that comes up. Perhaps a resolution from the City of
Bakersfield in opposition of the CTC's proposal.

SUBJECT: Trees Next To Wall

On January 16, 2002, Councilmember Couch requested Paul Graham, Urban
Forester, contact Craig Michaud regarding his request of trees next to his block wall.
In early December there were several trees that had to be taken out at the corner of
Hageman and Calloway due to the installation of a new signal for the new Ralph's
Shopping Center. These trees were next to the blockwall rear of Mr. Michaud's back yard.
Paul Graham met with Mr. Craig Michaud on January 16, 2002 at the rear of his yard to
discuss the appropriate replacement trees in the easement area. After exchanging
species information it was agreed that the city would plant two (2) Liquidambar and one
(1) Magnolia tree in this area. This replacement tree planting will be completed within the
next two weeks. '
